Good and Bad Practices in Microinsurance<strong>Karuna</strong> <strong>Trust</strong>, India<strong>Karuna</strong> <strong>Trust</strong> partners with National Insurance Company, a public insurance company. Interms of gross direct premium collected, it holds about 20% of the Indian general insurancemarket. Like all four public general insurance companies, NIC grants a good proportion ofthe decision power to its regional offices. NIC’s regional office in Bangalore is responsiblefor the strategic part of the insurance operations of <strong>Karuna</strong> <strong>Trust</strong>, such as negotiating theproduct specifications with <strong>Karuna</strong>. Although their headquarters takes the final decision, onecan assume that the regional office’s support is at least half the way to a new product. In thecase of <strong>Karuna</strong> <strong>Trust</strong>, NIC’s Bangalore office reviews the claim ratios, negotiates the termsand conditions for modifications, as well as decides on the premium charged. Members ofNIC’s regional office also participate in the biannual meetings of the District LevelCoordination Committee.Figure 2.1 Organisational StructureOperational TasksThe divisional offices of NIC, one level under the regional office and usually located in thedistrict capitals, are responsible for the back office operations in the cooperation with <strong>Karuna</strong><strong>Trust</strong>. For example, the Mysore divisional office is responsible for <strong>Karuna</strong> <strong>Trust</strong>’s operationsin their district. It receives the lists of people insured and their premiums paid once a year andsettles claims on a weekly basis. The divisional office also prepares the statistics for NIC.The front office operations, carried out by <strong>Karuna</strong> <strong>Trust</strong>, are integrated in the structure of<strong>Karuna</strong>’s non-insurance activities. Strategic planning is mainly carried out in the trust’sheadquarters in Bangalore. Strategic planning is done in close interaction with the operationallevel and also grassroots information is utilized. Decisions to negotiate for changes in thebenefit package are mainly taken here.16
