SANTA ANA COLLEGEEDUCATIONAL MASTER PLANPREFACEtoCommitmentLearning: 100 Years & Beyond<strong>Santa</strong> <strong>Ana</strong> <strong>College</strong> • Founded in 1915What is the <strong>Educational</strong> <strong>Master</strong> <strong>Plan</strong>?The <strong>Educational</strong> <strong>Master</strong> <strong>Plan</strong> (EMP) is an “umbrella document” utilizedto integrate practice and operations at <strong>Santa</strong> <strong>Ana</strong> <strong>College</strong>. All practicesand operations are clearly linked to the mission statement of the college,which is integrally connected to the Vision Statement of the Board ofTrustees of the Rancho Santiago Community <strong>College</strong> District.The EMP contains all college planning documents, including the Strategic<strong>Plan</strong>, the Technology <strong>Plan</strong>, budget development documents, the RSCCDBudget Allocation Model and the LPA Facilities <strong>Master</strong> <strong>Plan</strong>. The EMPalso contains the Month-by-Month <strong>Plan</strong>ning Calendar, the cycle throughwhich plans are operationalized.In addition to planning documents, the EMP contains the <strong>Santa</strong> <strong>Ana</strong><strong>College</strong> Core Competencies and the guiding SLOs for all programs atthe college. Links to all Department <strong>Plan</strong>ning Portfolios (DPP) may beaccessed, and program review templates for Academic Programs, StudentServices Programs, Administrative Services and President’s Cabinet mayalso be found through a link to http://www.InsideSAC.net.How was the <strong>Educational</strong> <strong>Master</strong> <strong>Plan</strong> developed?The concept of the <strong>Educational</strong> <strong>Master</strong> <strong>Plan</strong> was developed by theInstitutional Effectiveness and Assessment Committee (IE&A). Themission of the IE&A within the participatory governance structure ofSAC is to review all college planning efforts and make recommendationsto the <strong>College</strong> Council regarding systematic, integrated planning. As such,IE&A is the oversight group of the Strategic <strong>Plan</strong> and remains closelyaligned with the Budget Committee (maintains integration with RSCCDBudget Allocation Model and SAC budget plans oversight), TechnologyAdvisory Committee (SACTAC—Technology <strong>Plan</strong> oversight), FacilitiesCommittee (LPA Facilities <strong>Master</strong> <strong>Plan</strong> oversight), the Academic Senate,<strong>College</strong> Council and President’s Cabinet. It is the group responsible formanaging the EMP as well as receiving recommendations regarding allprogram review efforts. Recommendations from the Teaching LearningCommittee (for Academic Portfolio Assessment/Program Review),Student Services and Administrative Services program review documentsinform updates and changes to the college Strategic <strong>Plan</strong> as well.Guiding Principles for the SAC <strong>Educational</strong> <strong>Master</strong> <strong>Plan</strong> and the Tableof Contents were developed and approved by President’s Cabinet onOctober 7, <strong>2007</strong>. The EMP was presented to the RSCCD Board ofTrustees on July 21, 2008.<strong>Santa</strong> <strong>Ana</strong> <strong>College</strong>
