xii.xiii.xiv.xiii.xiv.xv.xvi.xvii.xviii.Manage NWFPs based on principles <strong>of</strong> good governance to ensure transparency,accountability, participation, predictability, empowerment, inclusiveness, equity andbenefit sharing, and in line with decentralisation and devolution policies.Manage NWFPs by applying principles <strong>of</strong> sustainable <strong>forest</strong> management based onsound resource assessment and/or sustainable harvesting regimes to achieveecological, social and economic objectives.Enhance sustainable rural livelihoods through income generating opportunities,creation <strong>of</strong> on and <strong>of</strong>f farm employment opportunities and streng<strong>the</strong>n communityskills related to such opportunities contributing to rural poverty reduction.Provide technical assistance to local communities to facilitate <strong>the</strong>ir ability tosustainably harvest, process and efficiently and economically market selectedNWFPs, aimed at maximising local income generation.Promote establishment <strong>of</strong> enterprises that can add value to <strong>the</strong> processing andmarketing <strong>of</strong> NWFPs.Interface contemporary management and institutional arrangements with indigenousand traditional approaches to management <strong>of</strong> NWFPs.Create an enabling regulatory, technical backstopping and extension framework forNWFPs management and marketing.Monitor and evaluate <strong>the</strong> biophysical and socio-economic outcomes <strong>of</strong> NWFPs.Establish strong monitoring and evaluation mechanism.2.6 Institutional ArrangementsTo establish a dynamic organisational set up with appropriate managerial and technicalcapacity to implement all <strong>policy</strong> objectives, following institutional <strong>policy</strong> measures shall bepursued:i. Institutional and organizational reviews and organisational structures <strong>of</strong> <strong>the</strong> ForestDepartment and related agencies shall be based on arrangements to best implement<strong>the</strong> <strong>national</strong> <strong>forest</strong> <strong>policy</strong> objectives.ii.iii.iv.Carry out Institutional reforms to ensure coordinated and effective decentralisationand devolution <strong>of</strong> authority with clear mandates and functions at various levels.Carry out effective coordination mechanisms between <strong>the</strong> Department <strong>of</strong> Forest ando<strong>the</strong>r stakeholders for implementing crosscutting issues.Ensure effective coordination between <strong>the</strong> Government and relevant Inter<strong>national</strong>Agencies to ensure that <strong>the</strong> requirements and commitments to Regional andInter<strong>national</strong> Agreements, Conventions and Instruments related to <strong>forest</strong> are reflectedin <strong>forest</strong>ry plans, programmes and implementation.14
