<strong>Public</strong> <strong>Works</strong>The <strong>Public</strong> <strong>Works</strong> Department, the largest <strong>City</strong> Department with 70 authorized (59funded) positions, strives to provide outstanding service and a superb quality <strong>of</strong> lifethat the residents <strong>of</strong> the community have come to value and expect. Total budgetfor <strong>Public</strong> <strong>Works</strong> operations and maintenance during FY12/13 is $6,359,300,excluding capital improvement expenses.The Street Maintenance Division supports the most employees in <strong>Public</strong> <strong>Works</strong>. Inaddition to routine daily services for maintenance <strong>of</strong> public rights-<strong>of</strong>-way andparking lots, traffic and street signage, storm sewers and catch basins, streetsweeping, and snow removal, the Street Maintenance Division is responsible forthe maintenance <strong>of</strong> 125 centerline miles <strong>of</strong> street pavement and rights-<strong>of</strong>way.Street Maintenance is also responsible for 83 miles <strong>of</strong> storm sewer pipe and2,200 catch basins. The Department maintains ten publicly-owned storm-waterbasins and/or ponds. By comparison, there are over 100 privately-owned stormwaterbasins and/or ponds in the <strong>City</strong>.The Parks Division oversees maintenance on 550 acres <strong>of</strong> parkland at 23 differentlocations throughout the community. Within these parks sites are four baseballfields, sixteen s<strong>of</strong>tball and youth baseball fields, eight soccer fields, nine tenniscourts, nine basketball courts, a youth football field, and 14 separate playgroundareas. Employees also provide support and assistance annually for an average <strong>of</strong>31 Community and <strong>City</strong>-sponsored events, 18 block parties, 193 picnic pavilionreservations, 2,054 scheduled ball games, and 463 scheduled soccer games.


<strong>Public</strong> <strong>Works</strong>The Sewer and Water Maintenance Division oversees operation and maintenance<strong>of</strong> 125 miles <strong>of</strong> water mains, 107 miles <strong>of</strong> sanitary sewer mains, 20 sanitary sewerlift stations, two water booster stations, meter reading for 8,300 utility accounts,utility locates for JULIE requests, and inspection <strong>of</strong> water and sewer improvementsin private development. Sewer and Water Maintenance employees also assistemployees with maintenance at Wastewater Treatment facilities, Water Treatmentfacilities, and with snow removal during the winter months.The Wastewater Treatment Division provides operation and maintenance <strong>of</strong> the<strong>City</strong>’s two treatment plants and one regional sanitary sewer lift station. Thenorthside treatment plant is rated at 3.5 million gallons per day (MGD) and thesouthside treatment plant has a capacity <strong>of</strong> 1.5 MGD.The Water Treatment Division oversees the operation and maintenance <strong>of</strong> sixgroundwater supply wells, two treatment plants, three elevated water storagetowers, one ground storage tower, and one booster station. Those facilities arestaffed 16 hours per day, seven days a week.Fleet Maintenance Division is a “full service” operation that provides themaintenance and repair <strong>of</strong> all <strong>City</strong>-owned vehicles and equipment. Services areprovided to the <strong>City</strong> Administration, Opera House, Recreation, and Police, as wellas all <strong>Public</strong> <strong>Works</strong> vehicles and equipment. Currently, the Division supports andmaintains 80 vehicles and 57 pieces <strong>of</strong> equipment for the <strong>City</strong>.The Department <strong>of</strong> <strong>Public</strong> <strong>Works</strong> also provides Engineering services for the <strong>City</strong>including the management and oversight <strong>of</strong> capital improvement projects, selectionand oversight <strong>of</strong> consultant services, review and approval <strong>of</strong> site improvements forprivate developments, and assisting residents with grading and drainage issues andconcerns.

PositionThe <strong>Public</strong> <strong>Works</strong> <strong>Director</strong> directly oversees, plans and organizes all municipal publicworks operations including streets, parks, administration/engineering, wastewatertreatment, water treatment, sewer and water conveyance, and vehicle/equipmentmaintenance. The work is performed under the direction <strong>of</strong> the <strong>City</strong> Manager.Principal Duties and Responsibilities•Prepares, submits and recommends 14 annual public works operating and capitalbudgets•Forecasts revenues, expenditures and staffing levels•Plans and identifies existing maintenance for infrastructure•Develops immediate, short-term and long-term strategic planning•Oversees work activities for all divisions within the department•Fosters operational excellence, internally and externally for both union and non-unionemployees•Coordinates all public works activities with consultants, and contracts services forplanned and emergency functions•Serves as an active member <strong>of</strong> the administrative team for the <strong>City</strong>•Participates in union negotiations, contract resolution and grievance processes•Administers the <strong>City</strong>’s environmental management issues•<strong>Works</strong> closely with the County and local communities, as required•Assists department directors with needs related to <strong>Public</strong> <strong>Works</strong> servicesCurrent Key Initiatives•Deliver prompt, pr<strong>of</strong>essional and efficient customer service to all residents•Assist <strong>City</strong> Manager and <strong>City</strong> Council with strategic planning for all public facilities•Identify and implement an efficient organizational structure with a responsive staff•Provide and maintain safe and accessible streets and pedestrian throughways•Provide and maintain reliable utility services•Plan, build and maintain attractive parks and recreational facilities•Support <strong>City</strong>-wide efforts for protection <strong>of</strong> our environment and natural resources


RequirementsThe <strong>Director</strong> <strong>of</strong> <strong>Public</strong> <strong>Works</strong> position requires an individual who possesses excellentoral communication, writing and presentation skills, strong customer-service orientation,demonstrated ability with the most current technology, budget experience and a passionfor excellence. The candidate will be a person <strong>of</strong> integrity, a leader by example, aneffective communicator, a visionary, and a team player. Further, the selected individualwill display a true commitment <strong>of</strong> service to the community.Requirements•Bachelor’s Degree in <strong>Public</strong> Administration, Business Administration, Civil Engineering,or a related field and a minimum <strong>of</strong> six (6) years <strong>of</strong> progressively responsible publicworks/civil engineering experience including four (4) years <strong>of</strong> increasingly responsiblesupervisory experience. Those candidates with Registered Pr<strong>of</strong>essional Engineer statusand/or Master’s Degrees are preferred. At our discretion, the <strong>City</strong> may also consider acombination <strong>of</strong> education and experience that provides equivalent knowledge, skills andabilities.•Keen ability to assimilate difficult concepts and demonstrate algebraic and trigonometricformulas.•Substantial skills related to organizational development, processes and tools in a publicworks setting.•Strong understanding with the ability to plan, organize, supervise and evaluateproductivity in diverse work environments.•Excellent human relations ability and oral, written and presentation communicationskills.•Proven leadership skills with a community-oriented philosophy and proven conflictresolution skills in a union and non-union work environment.•Strong analytical, operational, and project management skills with budgetingexperience.•Thorough knowledge <strong>of</strong> new and innovative public works facilities, and organizationaltheories, and excellent acumen <strong>of</strong> current trends and developments in public works.•Working knowledge <strong>of</strong> local, state and federal laws and regulations as they relate to cityinfrastructure, streets, parks, EPA, etc.•Working knowledge <strong>of</strong> public relations and development practices.•Strong customer service mindset.
