During the year to 30 June 2007 theMerit Protection Boards for the teachingservice received a total of 140 appeals <strong>and</strong>grievances <strong>including</strong> 29 promotion grievances,one incapacity appeal <strong>and</strong> 110 personalgrievances. Of the 69 grievances heard, 30(43 per cent) were upheld.Promotion grievances received for this yeardeclined from 41 to 29 <strong>and</strong>, of the 13 heard,38 per cent were upheld. There were 110personal grievances received, comparedwith 121 for the previous year <strong>and</strong>, of the 55heard, 44 per cent were upheld, which is adecrease in the number upheld comparedwith the previous year. While there wasa wide range of issues raised in personalgrievances, the majority were concerned withthe rejection of applications from teacherswith compassionate transfer status <strong>and</strong> fromexcess teachers referred to vacancies. Othermatters related to leave, especially the refusalto grant long-service leave <strong>and</strong> leavewithout pay.Public sectorThere were 37 grievances received frompublic servants <strong>and</strong> SSOs compared with84 for the previous year. These comprise25 from SSOs <strong>and</strong> 12 from public servants.SSOs lodged one selection grievance <strong>and</strong> 24personal grievances compared to 62 personalgrievances last year when SSOs had theopportunity to seek reclassifi cation withoutadvertisement arising from the VictorianGovernment Schools – School ServicesOffi cers Agreement 2004. Public servantslodged three promotion <strong>and</strong> nine personalgrievances, which is almost the same number<strong>and</strong> type of grievances as received in theprevious year.
