APPENDIX 11Contracts <strong>and</strong> consultanciesUnder the Financial Management Act 1994the following distinction is made betweencontractors <strong>and</strong> consultants.Contractors:• provide goods, works or services thatimplement a decision• perform all or part of a new or existingongoing function to assist an agency carryout its defined activities <strong>and</strong> operationalfunctions• perform a function involving skills orperspectives that would normally beexpected to reside within the agency butat the time are unavailable.Consultants:• provide expert analysis <strong>and</strong> advice thatfacilitates decision making• perform a specific, one-off task or set oftasks• perform a task involving skills orperspectives that would not normally beexpected to reside within the agency.Disclosure of major contractsThe Department has disclosed all contractsgreater than $10 million in value that it enteredinto in 2006–07. The disclosed contracts canbe viewed on .Compliance with the VictorianIndustry Participation policyDuring 2006–07, the Department commenced30 contracts to which the Victorian IndustryParticipation policy applied, totalling$133,264,537 in value. The contractsincluded 12 metropolitan contracts totalling$79,160,228, <strong>and</strong> 18 regional contractstotalling $54,104,269.The commitments under the policy included:• an average level of local content of 98 percent of the total value of the contracts• 665 FTE jobs• benefits to the Victorian economy throughdevelopment <strong>and</strong> implementation oftechnology in schools, professionaldevelopment for staff, <strong>and</strong> skills developmentthrough work on infrastructure projects <strong>and</strong>participation in related training in varioustrade areas <strong>and</strong> OHS.The Department completed 15 contracts towhich the Victorian Industry Participation policyapplied, totalling $50,726,969 in value.
