PREFACEThe security and well being of <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Roma</str<strong>on</strong>g> in former <str<strong>on</strong>g>Yugoslav</str<strong>on</strong>g>ia is of gravec<strong>on</strong>cern to <str<strong>on</strong>g>the</str<strong>on</strong>g> internati<strong>on</strong>al community and to <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Roma</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>mselves.During <str<strong>on</strong>g>the</str<strong>on</strong>g> wars in Croatia, Bosnia, and Kosovo, and <str<strong>on</strong>g>the</str<strong>on</strong>g> violence inMaced<strong>on</strong>ia, <str<strong>on</strong>g>Roma</str<strong>on</strong>g> have often been caught in <str<strong>on</strong>g>the</str<strong>on</strong>g> midst of strugglesbetween o<str<strong>on</strong>g>the</str<strong>on</strong>g>r ethnic groups. In Kosovo, <str<strong>on</strong>g>the</str<strong>on</strong>g>ir very survival was underthreat. These woes came against a background of chr<strong>on</strong>ic unemployment,poverty, and discriminati<strong>on</strong>. C<strong>on</strong>certed acti<strong>on</strong> by governments,internati<strong>on</strong>al organizati<strong>on</strong>s, <str<strong>on</strong>g>Roma</str<strong>on</strong>g>ni and o<str<strong>on</strong>g>the</str<strong>on</strong>g>r n<strong>on</strong>governmentalorganizati<strong>on</strong>s, as well as <str<strong>on</strong>g>Roma</str<strong>on</strong>g>ni leaders, are required to protect thisvulnerable minority from immediate threats and to improve itsl<strong>on</strong>g-term situati<strong>on</strong>.The internati<strong>on</strong>al community has taken steps to safeguard some <str<strong>on</strong>g>Roma</str<strong>on</strong>g>from direct threats. KFOR in Kosovo, SFOR in Bosnia, and UNHCRin Maced<strong>on</strong>ia, Kosovo, and M<strong>on</strong>tenegro have provided physical protecti<strong>on</strong>and have set up refugee facilities. However, <str<strong>on</strong>g>the</str<strong>on</strong>g> l<strong>on</strong>g-termfuture of <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Roma</str<strong>on</strong>g> in former <str<strong>on</strong>g>Yugoslav</str<strong>on</strong>g>ia will require active cooperati<strong>on</strong>and direct partnerships between governments and <str<strong>on</strong>g>the</str<strong>on</strong>g>ir <str<strong>on</strong>g>Roma</str<strong>on</strong>g>nicommunities.For some years, <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Project</str<strong>on</strong>g> <strong>on</strong> <strong>Ethnic</strong> Relati<strong>on</strong>s has assisted governmentsto develop programs for <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Roma</str<strong>on</strong>g> and has urged <str<strong>on</strong>g>Roma</str<strong>on</strong>g>ni leaders to participatein <str<strong>on</strong>g>the</str<strong>on</strong>g> political life of <str<strong>on</strong>g>the</str<strong>on</strong>g>ir countries in order to have a voice inshaping <str<strong>on</strong>g>the</str<strong>on</strong>g> programs that affect <str<strong>on</strong>g>the</str<strong>on</strong>g>m. Left to right: Dejan Markovic, Osman Balic,Nedzet Mustafa.With <str<strong>on</strong>g>the</str<strong>on</strong>g> October 2000 victoryof <str<strong>on</strong>g>the</str<strong>on</strong>g> democratic oppositi<strong>on</strong> inSerbia, it has finally becomepossible to open a dialogue <strong>on</strong><str<strong>on</strong>g>the</str<strong>on</strong>g> status of <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Roma</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>re.In February 2001, in Belgrade,PER initiated <str<strong>on</strong>g>the</str<strong>on</strong>g> first discussi<strong>on</strong>of <str<strong>on</strong>g>the</str<strong>on</strong>g>se issues at a roundtableco-sp<strong>on</strong>sored withOSCE’s Office for DemocraticInstituti<strong>on</strong>s and HumanRights (ODIHR) and itsC<strong>on</strong>tact Point for <str<strong>on</strong>g>Roma</str<strong>on</strong>g> andSinti Issues (CPRSI), and <str<strong>on</strong>g>the</str<strong>on</strong>g> Belgrade-based Forum for <strong>Ethnic</strong>Relati<strong>on</strong>s (FER).Although <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Roma</str<strong>on</strong>g> in <str<strong>on</strong>g>Yugoslav</str<strong>on</strong>g>ia c<strong>on</strong>stitute <strong>on</strong>e of <str<strong>on</strong>g>the</str<strong>on</strong>g> largest minoritiesand have traditi<strong>on</strong>ally enjoyed certain rights, <str<strong>on</strong>g>the</str<strong>on</strong>g>ir status has never beenlegally codified. The new democratic government has proclaimed itsinterest in developing and implementing new c<strong>on</strong>stituti<strong>on</strong>al provisi<strong>on</strong>sfor minorities, and has established a federal ministry resp<strong>on</strong>sible forminority issues that will also take up <str<strong>on</strong>g>Roma</str<strong>on</strong>g>ni issues.Most, though not all, <str<strong>on</strong>g>Roma</str<strong>on</strong>g>ni leaders who took part in <str<strong>on</strong>g>the</str<strong>on</strong>g> roundtablewere in favor of declaring <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Roma</str<strong>on</strong>g> an official nati<strong>on</strong>al minority in <str<strong>on</strong>g>the</str<strong>on</strong>g>new <str<strong>on</strong>g>Yugoslav</str<strong>on</strong>g> federal law <strong>on</strong> nati<strong>on</strong>al minorities, now in preparati<strong>on</strong>.They believe that this status would c<strong>on</strong>fer a greater degree of legal protecti<strong>on</strong>than at present and that it would expand opportunities for <str<strong>on</strong>g>the</str<strong>on</strong>g><str<strong>on</strong>g>Roma</str<strong>on</strong>g>. But all agreed that c<strong>on</strong>stituti<strong>on</strong>al and legal measures could <strong>on</strong>lybe <str<strong>on</strong>g>the</str<strong>on</strong>g> first step in overcoming discriminati<strong>on</strong> and neglect by <str<strong>on</strong>g>the</str<strong>on</strong>g> majoritycommunity. They stressed that political will at <str<strong>on</strong>g>the</str<strong>on</strong>g> highest levels of<str<strong>on</strong>g>the</str<strong>on</strong>g> government will be required if <str<strong>on</strong>g>the</str<strong>on</strong>g>re is to be any improvement in<str<strong>on</strong>g>the</str<strong>on</strong>g>ir overall situati<strong>on</strong>.<str<strong>on</strong>g>Roma</str<strong>on</strong>g>ni participants recommended <str<strong>on</strong>g>the</str<strong>on</strong>g> creati<strong>on</strong> of an office for <str<strong>on</strong>g>Roma</str<strong>on</strong>g>niaffairs at <str<strong>on</strong>g>the</str<strong>on</strong>g> ministry for ethnic and nati<strong>on</strong>al communities of <str<strong>on</strong>g>the</str<strong>on</strong>g> FRY,and called up<strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> government to pay particular attenti<strong>on</strong> to <str<strong>on</strong>g>the</str<strong>on</strong>g> difficultproblems that <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Roma</str<strong>on</strong>g> face. They requested government assistancein revitalizing <str<strong>on</strong>g>Roma</str<strong>on</strong>g>ni language instructi<strong>on</strong> in <str<strong>on</strong>g>the</str<strong>on</strong>g> schools, passage of ananti-discriminati<strong>on</strong> law, <str<strong>on</strong>g>the</str<strong>on</strong>g> appointment of an ombudsman, and provisi<strong>on</strong>sto m<strong>on</strong>itor <str<strong>on</strong>g>the</str<strong>on</strong>g> enforcement of rights at <str<strong>on</strong>g>the</str<strong>on</strong>g> local level.Government representatives promised to keep <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Roma</str<strong>on</strong>g>ni leadersinformed of steps that <str<strong>on</strong>g>the</str<strong>on</strong>g>y planned to take in <str<strong>on</strong>g>the</str<strong>on</strong>g> near future. One officialsaid that, if <str<strong>on</strong>g>the</str<strong>on</strong>g> draft law <strong>on</strong> minorities were to provide for a registerof ethnic groups, <str<strong>on</strong>g>the</str<strong>on</strong>g>n it was likely that <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Roma</str<strong>on</strong>g>, as well as <str<strong>on</strong>g>the</str<strong>on</strong>g> relatedcommunities of Ashkali and Egyptians, would be included.PER plans to rec<strong>on</strong>vene <str<strong>on</strong>g>the</str<strong>on</strong>g> roundtable in <str<strong>on</strong>g>the</str<strong>on</strong>g> near future.This report was prepared by Nenad Djurdjevic of PER’s Belgrade officeand edited by PER’s Princet<strong>on</strong> staff.
