INTRODUCTIONA <strong>on</strong>e-day roundtable discussi<strong>on</strong> entitled “The Status and Perspectives of<str<strong>on</strong>g>Roma</str<strong>on</strong>g>ni Communities in Serbia and <str<strong>on</strong>g>the</str<strong>on</strong>g> Federal Republic of <str<strong>on</strong>g>Yugoslav</str<strong>on</strong>g>ia”was c<strong>on</strong>vened <strong>on</strong> February 16, 2001, in Belgrade, under <str<strong>on</strong>g>the</str<strong>on</strong>g> auspices of<str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Project</str<strong>on</strong>g> <strong>on</strong> <strong>Ethnic</strong> Relati<strong>on</strong>s (PER) in cooperati<strong>on</strong> with <str<strong>on</strong>g>the</str<strong>on</strong>g> Office ofDemocratic Instituti<strong>on</strong>s and Human Rights of <str<strong>on</strong>g>the</str<strong>on</strong>g> Organizati<strong>on</strong> forSecurity and Cooperati<strong>on</strong> in Europe (OSCE), and with <str<strong>on</strong>g>the</str<strong>on</strong>g> BelgradebasedForum for <strong>Ethnic</strong> Relati<strong>on</strong>s.This was <str<strong>on</strong>g>the</str<strong>on</strong>g> first such meeting since October’s sweeping political transiti<strong>on</strong>in Serbia to ga<str<strong>on</strong>g>the</str<strong>on</strong>g>r all major <str<strong>on</strong>g>Roma</str<strong>on</strong>g>ni leaders from Serbia to discussthis particular minority’s current political status and strategy for futureactivities, in light of <str<strong>on</strong>g>the</str<strong>on</strong>g> democratic changes underway in Serbia and <str<strong>on</strong>g>the</str<strong>on</strong>g>Federal Republic of <str<strong>on</strong>g>Yugoslav</str<strong>on</strong>g>ia (henceforth referred to as “<str<strong>on</strong>g>Yugoslav</str<strong>on</strong>g>ia” or“<str<strong>on</strong>g>the</str<strong>on</strong>g> FRY”).The main topic of discussi<strong>on</strong> was <str<strong>on</strong>g>the</str<strong>on</strong>g> issue of granting “nati<strong>on</strong>al minority”status to <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Roma</str<strong>on</strong>g> in <str<strong>on</strong>g>Yugoslav</str<strong>on</strong>g>ia within a proposed law that woulddefine and regulate <str<strong>on</strong>g>the</str<strong>on</strong>g> rights of nati<strong>on</strong>al minorities (henceforth referredto in this report by various terms, including “<str<strong>on</strong>g>the</str<strong>on</strong>g> minority law”). Thisbill is presently being drafted by a group of experts under <str<strong>on</strong>g>the</str<strong>on</strong>g> directi<strong>on</strong>of <str<strong>on</strong>g>the</str<strong>on</strong>g> Federal Ministry for Nati<strong>on</strong>al and <strong>Ethnic</strong> Communities.PER has been working with <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Roma</str<strong>on</strong>g>ni communities in Central,Eastern and Sou<str<strong>on</strong>g>the</str<strong>on</strong>g>astern Europe for a decade. The main goals of thiswork have been to find and establish comm<strong>on</strong> ground between <str<strong>on</strong>g>the</str<strong>on</strong>g>respective governments and representatives of <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Roma</str<strong>on</strong>g> and to establishworking partnerships between <str<strong>on</strong>g>the</str<strong>on</strong>g>m. The main pillar of PER’s approachhas been <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>victi<strong>on</strong> that dialogue between <str<strong>on</strong>g>the</str<strong>on</strong>g> two sides must bebased <strong>on</strong> mutual respect.In <str<strong>on</strong>g>the</str<strong>on</strong>g> opening remarks, <strong>on</strong>e of <str<strong>on</strong>g>the</str<strong>on</strong>g> organizers observed that if<str<strong>on</strong>g>Yugoslav</str<strong>on</strong>g>ia’s <str<strong>on</strong>g>Roma</str<strong>on</strong>g>ni populati<strong>on</strong> is to more fully participate in politicsand public life, it is essential that it be involved in developing, implementing,and evaluating policies and programs that pertain to it. Manyprograms for <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Roma</str<strong>on</strong>g> have failed, she said, because <str<strong>on</strong>g>the</str<strong>on</strong>g>y were developed“without <str<strong>on</strong>g>Roma</str<strong>on</strong>g>ni participati<strong>on</strong>, and without an understanding of <str<strong>on</strong>g>the</str<strong>on</strong>g>specifics of this community.” C<strong>on</strong>sequently, <str<strong>on</strong>g>the</str<strong>on</strong>g> state must make a majoreffort to recognize <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Roma</str<strong>on</strong>g>ni community and its representatives asequal partners. Given <str<strong>on</strong>g>the</str<strong>on</strong>g> steps <str<strong>on</strong>g>the</str<strong>on</strong>g> FRY will be taking in <str<strong>on</strong>g>the</str<strong>on</strong>g> future as itendeavors to integrate with <str<strong>on</strong>g>the</str<strong>on</strong>g> European Uni<strong>on</strong> and o<str<strong>on</strong>g>the</str<strong>on</strong>g>r internati<strong>on</strong>alinstituti<strong>on</strong>s, a commitment is needed from <str<strong>on</strong>g>the</str<strong>on</strong>g> government to seriouslyaddress issues related to <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Roma</str<strong>on</strong>g> and o<str<strong>on</strong>g>the</str<strong>on</strong>g>r minorities.Ano<str<strong>on</strong>g>the</str<strong>on</strong>g>r participant, some<strong>on</strong>e instrumental in bringing about <str<strong>on</strong>g>the</str<strong>on</strong>g> presentdiscussi<strong>on</strong>, cauti<strong>on</strong>ed that some <str<strong>on</strong>g>Roma</str<strong>on</strong>g>ni communities are politicallydivided, as is <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Roma</str<strong>on</strong>g>ni populati<strong>on</strong> as a whole. The reas<strong>on</strong> for organizingthis event and, if necessary,many o<str<strong>on</strong>g>the</str<strong>on</strong>g>rs, he stressed, is to determine“what is dividing <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Roma</str<strong>on</strong>g>and what <str<strong>on</strong>g>the</str<strong>on</strong>g>ir interests are.” And,he added, <str<strong>on</strong>g>the</str<strong>on</strong>g> agenda must addresswhat <str<strong>on</strong>g>the</str<strong>on</strong>g> status of <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Roma</str<strong>on</strong>g>ni communityshould be in respect to <str<strong>on</strong>g>the</str<strong>on</strong>g>draft law <strong>on</strong> minorities given <str<strong>on</strong>g>the</str<strong>on</strong>g>A commitment is neededfrom <str<strong>on</strong>g>the</str<strong>on</strong>g> government toseriously address issuesrelated to <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Roma</str<strong>on</strong>g>.new, democratic circumstances in <str<strong>on</strong>g>Yugoslav</str<strong>on</strong>g>ia. This participant emphasizedthat <str<strong>on</strong>g>the</str<strong>on</strong>g> present meeting marks <str<strong>on</strong>g>the</str<strong>on</strong>g> first time in <str<strong>on</strong>g>Yugoslav</str<strong>on</strong>g>ia that <str<strong>on</strong>g>the</str<strong>on</strong>g><str<strong>on</strong>g>Roma</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>mselves have voiced <str<strong>on</strong>g>the</str<strong>on</strong>g> demand that <str<strong>on</strong>g>the</str<strong>on</strong>g>y be recognized as anati<strong>on</strong>al minority and that <str<strong>on</strong>g>the</str<strong>on</strong>g> community be accorded a legally recognizedstatus - a status seen as essential to becoming an equal party in <str<strong>on</strong>g>the</str<strong>on</strong>g>nati<strong>on</strong>’s social and political life.The programs created under <str<strong>on</strong>g>the</str<strong>on</strong>g> Stability Pact for Sou<str<strong>on</strong>g>the</str<strong>on</strong>g>ast Europe and<str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Roma</str<strong>on</strong>g>/Gypsies Secti<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> Council of Europe’s Populati<strong>on</strong> andMigrati<strong>on</strong> Divisi<strong>on</strong> - which has established a regi<strong>on</strong>al program <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g><str<strong>on</strong>g>Roma</str<strong>on</strong>g> in <str<strong>on</strong>g>the</str<strong>on</strong>g> Balkans, in c<strong>on</strong>sultati<strong>on</strong> with <str<strong>on</strong>g>the</str<strong>on</strong>g> OSCE-ODIHR - werementi<strong>on</strong>ed as opportunities for <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Roma</str<strong>on</strong>g>ni community to enhance itsefforts at political participati<strong>on</strong> <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> internati<strong>on</strong>al fr<strong>on</strong>t. The regi<strong>on</strong>alprogram has three key aspects: addressing <str<strong>on</strong>g>the</str<strong>on</strong>g> most acute crises affecting<str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Roma</str<strong>on</strong>g>, policy development in <str<strong>on</strong>g>Roma</str<strong>on</strong>g>ni affairs, and facilitating<str<strong>on</strong>g>Roma</str<strong>on</strong>g>ni aspirati<strong>on</strong>s to become more active players in politics.THE PRESENT ENVIRONMENTAll <strong>on</strong> hand agreed that in addressing <str<strong>on</strong>g>the</str<strong>on</strong>g> instituti<strong>on</strong>al and legal resoluti<strong>on</strong>of <str<strong>on</strong>g>the</str<strong>on</strong>g> problems that face ethnic and nati<strong>on</strong>al communities inSerbia and <str<strong>on</strong>g>the</str<strong>on</strong>g> FRY, it is necessary to understand Serbia’s current politicalenvir<strong>on</strong>ment.Since October 5, 2001, when <str<strong>on</strong>g>the</str<strong>on</strong>g> regime led by Slobodan Milosevic wasremoved from power, Serbia has been facing formidable challenges: <str<strong>on</strong>g>the</str<strong>on</strong>g>tense situati<strong>on</strong> in sou<str<strong>on</strong>g>the</str<strong>on</strong>g>rn Serbia, which threatened to escalate; <str<strong>on</strong>g>the</str<strong>on</strong>g> unre-45
