1.0 BACKGROUNDYear <strong>2009</strong> is the third year imple m e n t a ti o n of sustai n a b l e forest mana g e m e n t conc e p t in UluSega m a- Mal u a District Forestr y and it is the sec o n d year of Forest Ma n a g e m e n t Plan (FMP).The FM P was prepar e d and appr o v e d in Jan u a r y 2008 wh ere b y it cov ers 10 year plan ni n gperiod fro m 2008 to 2017. The Ann u al W ork Plan (AWP) <strong>2009</strong> has bee n prepar e d by Sab a hFore stry De p a rt m e n t (SFD) acc or di n g to the appr o v e d FM P and appr o v e d by the Direct o r ofFore stry. It was prepar e d with close d cons ultati o n fro m stak e holder s, suc h as Yayasa nSaba h, Ne w Fore sts (Malay si a) Sdn. Bhd., Sim e Darb y Plant ati o n Sdn. Bhd. and W W F(Malay si a).2.0 FIELD ACTIVITIES2.1 Silviculture(i) Target <strong>2009</strong>Targ et are for the silviculture treat m e n t in <strong>2009</strong> is 3,778 ha as stipul at e d inA W P <strong>2009</strong>. Ther e are 8 co m p a r t m e n t s desi g n a t e d to be liberat e d and clim b e rcuttin g treat m e n t. Field activity is contra ct e d out to Plus Gre e n w o r l d Sdn. Bhd.and it was app oi nt e d and paid by YS at cost R M 350.00 per ha. Indee d,the contr a c t o r has finishe d the treat m e n t of 3,778 ha by Aug u s t <strong>2009</strong> andapplied for additional area to avoi d any issue of une m p l o y m e n t of contra ct o rwork e r s while waitin g for new area. The Director of Forestr y Dep a rt m e n t withthe cons e n t fro m the Board Direct o r of Yay a s a n Saba h has appr o v e d additional(3) Co m p a r t m e n t s to be treate d until end of the year. 2.4 Resource ProtectionIn <strong>2009</strong>, the mai n focu s of resource protecti o n activities are to preve n t, monitor andcontr ol the encr o a c h m e n t to project area, illegal felling, illegal cultivati o n, occu p a ti o n,forest fire and poac hi n g. Patrolling of project area was don e by groun d patrol, river andaerial surv eillanc e. In the seco n d and third quart er was the most cruci al period, whe nsev eral cas e s of forest offen c e s, esp e ci all y illegal felling alon g Sg. Seg a m a hav e bee ndete ct e d and investi g at e d.The most critical progre s s was in April <strong>2009</strong> wh e n a grou p of poa c h e r s have intru d e dand ass a ulted SF D staffs in Ulu Seg a m a- Mal u a Bas e Ca m p as respo n d e d to apoac hi n g case taken actio n by the SF D. Ho w e v e r, the cas e lead e d to the fullassista n c e and escort fro m Police to SF D staff for groun d patrol and insp e cti o n.The details of achi e v e m e n t as attac h e d in SF D FO R M CR3.2.5 Community <strong>Forestry</strong>Co m m u n i t y forestr y activitie s are cons ultati o n and dialogu e with villag e r s of Kg. The details of activities as attac h e d in SF D FO R M CR3.2.6 Malua Wildlife Habitat Conservation Bank (MWHCB)The M H W H C B is a joint ventur e project bet w e e n the State Gov e r n m e n t of Sab a h andNe w Forest Pty Ltd to cons e r v e and protect biodiv e r sity withi n Mal u a Forest Res e r v e.In princi pl e, the project will gen e r a t e inco m e fro m Biodi v e r sity Co n s e r v a ti o n Certificate(BCC) mark e ti n g. In <strong>2009</strong>, focu s of field activity is reso ur c e protecti o n, enh a n c e m e n t ofwildlife habitat, wildlife monitori n g progr a m m e and dev el o p m e n t of forestinfrastr u c t u r e s. To monitor the project, Advis or y Co m m i tt e e wer e havin g (2) sessi o n sof me eti n g and Proj e ct Steeri n g Co m m i tt e e had (2) sessi o n s of meeti n g. The objectiv e of the project is to prote ct and restor e 5,400 ha of degr a d e d forest innorth er n Ulu Sega m a Forest Res e r v e withi n initially (6) year s, mai nl y for orang utanhabitat. Year <strong>2009</strong> was the first year of impl e m e n t a ti o n and a lot of plan ni n g hav e bee ndon e and revis e d due to unfor e s e e n circu m s t a n c e s .The project mer el y beg a n in Aug. <strong>2009</strong> with the recruit m e n t of 34 contr a c t staffs forimpl e m e n ti n g grou n d activities. Origin all y the target of plantin g is 400 ha, but it wasrevis e d to 200 ha due to the time and manp o w e r constr ai nt s. In order to mo nitor theproject, the Steeri n g Co m m i tt e e me m b e r s had atten d e d (2) sessi o n s of me eti n g onsite.Field activities were physi c all y beg u n in Sept. <strong>2009</strong>, with trainin g for new staffs bas e don the job cour s e. Site prep a r a ti o n started in early Sept. <strong>2009</strong> and progre s si n g verywell. Co m p r e h e n s i v e Rest o r a ti o n Plan was prepar e d a bit late in Octo b e r <strong>2009</strong> due tounav aila bility of co m p e t e n t staffs. Silvicultur e activity was progre s si n g slo w due todegr a d e d forest struct u r e which cover e d hea vil y by lianas and clim bi n g ba m b o o.Planti n g progre s s is rather slo w due to inad e q u a t e match e d speci e s, low produ c ti vity ofwork e r s and long er dry sea s o n in Octo b e r and Nove m b e r <strong>2009</strong>.
