Sethi,Chairman,Indian Oil Petrol Dealers Association (Delhi),Office: M/s Sethi Auto Services Station,Indian Oil Dealers,Mahipalpur, NH-8,New DelhiSubject:- <strong>RTI</strong> <strong>Act</strong>, <strong>2005</strong> - Information regarding reconstitution <strong>of</strong> guidelinesissued on 17.11.<strong>2005</strong>.Sir,I am directed to refer your application, dated 13.9.2006 on the subjectmentioned above <strong>and</strong> to state that the <strong>Ministry</strong> <strong>of</strong> <strong>Petroleum</strong> & <strong>Natural</strong> <strong>Gas</strong>(MOP&NG) has issued broad guidelines on reconstitution, etc. <strong>of</strong>dealership/distributorships <strong>of</strong> petroleum products to the public sector oilmarketing companies (OMCs) viz., Indian Oil Corporation Limited (IOC), Bharat<strong>Petroleum</strong> Corporation Limited (BPC), Hindustan <strong>Petroleum</strong> Corporation Limited(HPC) <strong>and</strong> IBP Co. Limited (IBP), <strong>and</strong> OMCs were advised to frame their ownguidelines on those issues. Interpretation <strong>of</strong> guidelines issued by the <strong>Ministry</strong>has to be done by OMC. Based on the certain broad parameters advised tothem by the Government, OMCs have framed their own respective guidelines<strong>and</strong> the guidelines contain detailed procedure for reconstitution, etc.


2. The information requested for vide your application may be provided bythe OMCs. This <strong>Ministry</strong> has advised IOC to furnish the requisite information toyou in terms <strong>of</strong> <strong>RTI</strong> <strong>Act</strong>, <strong>2005</strong> within the stipulated time limit. You are requestedto approach the Public Information Officer (IOC) in the matter.3. However, if you are not satisfied with the information provided at paras 1 &2 above, you may appeal to Shri Anil Razdan, Additional Secretary, AppellateAuthority, <strong>Ministry</strong> <strong>of</strong> <strong>Petroleum</strong> & <strong>Natural</strong> <strong>Gas</strong>, Room No.208-A, Shastri Bhavan,New Delhi.4.
