Dr. Roland F. Steurer
Mr. Steurer, aged 47, Senior Planning Officer with the Deutsche Gesellschaft für Technische
Zusammenarbeit (German Technical Cooperation – GTZ), is presently coordinating the
technical advisory unit supporting the planning and implementation of projects and
programmes within the framework of crisis, conflicts and emergencies.
Holder of a PhD in economics of the University of Freiburg, FRG, Mr. Steurer has dedicated
his professional career from the beginning to the north-south-dialogue. Various research
assignments, expert missions, project management tasks, government advisory assignments
and resident representative functions have brought him within the last 20 years with short- and
longterm academic, UN- and GTZ-contracts to numerous countries in Asia, Africa and Latin
America, many of them highly exposed to natural disasters.
In his present position with GTZ-Headquarters, Mr. Steurer puts a lot of enfasis on the
mainstreaming of preventive measures in general development cooperation projects and
programmes. These preventive aspects are geared on the one side towards violent conflicts
and crisis and on the other side towards natural disasters. Civil war, outbreak of local/ regional
violent conflicts as well as natural desasters destroy longterm investments of development
cooperation. Each and every project, therefore, should be planned and implemented with a
view to reduce the risk of crisis and reduce the damage of natural phenomena, thus,
contributing to a more sustainable development.
