The most advanced research and education networks own theirfibres or lease them for a period of 10 to 20 years. This is a common strategy forlines which are dozens and hundreds of kilometres long. The new project titledNational LightRail in the USA leases fibres of several thousands kilometres (theline between San Diego and Seattle is just about to be finished, the Seattle–NewYork line will be put in operation next summer).The monthly lease rates are lower for long-term contracts. With respect to thesituation in the telecommunication market, the offers are not expected to dropin the future, which is why it appears beneficial to conclude contracts for longerperiods (20 years). On the other hand, there is the risk that other lines will berequired with respect to future development of the network, that some mem-46 High-speed National Research Network and its New Applications 2002
ers will move and that other types of fibres will be needed for higher speeds(10 Gbps and higher) on long distances (e.g., G.655). After considering thesesbenefits and risks, researchers recommend 5 years to be the most suitable periodof lease.All the foreign projects mentioned above make use of optical amplifying or optoelectronicregeneration along the line. The “Nothing-In-Line approach” of theproject researchers is unique in the area of research and education networks(as far as the researchers have been informed). So far, NRENs from Denmark,Ireland, Netherlands, Poland, Serbia and CERN have expressed their interest inthis approach.In 2002, optical fibres were put into operation for the following lines: Ostrava–Olomouc,Prague–Plzeň, Prague–Pardubice and Prague–Ústí n. L. In all the cases,the deadline for implementation depended on the completion of the first mileon these lines. Wherever it was impossible to lease fibres for the first mile, weopted for the lease of lambda 2.5 Gbps for 12 months.Operators of cable TVs and municipal authorities are important partners for thelease of fibres for the first mile, as they either develop optical infrastructure orown companies established for this purpose.During the first half of 2002, we also succeeded in terminating the operation ofcostly circuits established at the beginning of the gigabit network development,even though in one case (Prague–Liberec line), this meant a conversion fromleased fibres to a purchase of the lambda services.
