A first step could be tocommission an audit of their ministry.• Anti-Corruption Office (GCCC) in the Attorney-General’s Office – Atleast on paper, this Office has significant power to deal with the corruptionwithin the judicial system. If donors believe there is a sincere commitment toachieve real outcomes through this Office, they can bolster the Office’scapacity by supporting its activities, training its staff, etc. Donors should alsoput pressure on government to ensure that cases are tried once they get to thecourt system.• Technical Commission for National Anti-Corruption Strategy – Once theNational Anti-Corruption Strategy is approved, a Technical Commission tosupervise, monitor and assess implementation of the Strategy will beestablished. As suggested above, if there is the belief that the government isfully behind the strategy and wants to see results, donor support to this bodywill help to promote the goals and initiatives of the Strategy.• Media – Support, especially to radio outlets, can help to get out the wordabout citizen rights, thus empowering the public vis-á-vis corrupt officials.Promote professionalization and depoliticization of the bureaucracyTo break the cycle of political patronage and generate a competent and professionalbureaucracy to implement and execute laws and procedures free of political influence, itis critical to separate the political leadership of the Ministries from the technocratic linestaffs in the Ministries. To do this, civil service reform is required to establish andstrengthen a merit-based civil service, including reforms in recruitment, performancereview, promotion, and disciplinary actions. A meritocratic administration will requiresignificant programs to train and build technical and management expertise among civilservants. Donor programs can support development of a Public Administration Academyand other ministry-specific training programs.9. Prioritization of Sectoral and Cross-Sectoral OptionsThis section integrates the recommendations from the preceding sections into an overallanti-corruption package that can be considered by USAID/Mozambique and otherdonors. Some of the programming options are sectoral in nature and others areoverarching and cross-sectoral. The table below seeks to provide some guidance onpriorities for these programming options by identifying key counterparts that would haveto be engaged, the feasibility of implementing the options in the near-, mid- or long-term,and the probable time horizon for anticipating outcomes.FINAL REPORT 52
