4GLOBAL ENVIRONMENTAL GOVERNANCE<strong>The</strong> Commission on Susta<strong>in</strong>able Development (CSD), responsiblefor implement<strong>in</strong>g Agenda 21, classifies civil society <strong>in</strong>to the follow<strong>in</strong>gMajor Groups: 2• Women• Children <strong>and</strong> Youth• Indigenous Peoples <strong>and</strong> Communities• Non-governmental Organizations• Workers <strong>and</strong> Trade Unions• <strong>The</strong> Scientific <strong>and</strong> Technological Community• Bus<strong>in</strong>ess <strong>and</strong> Industry• FarmersAll <strong>of</strong> the Major Groups are <strong>of</strong>ficially recognized by the UnitedNations through an accreditation mechanism developed specificallyfor <strong>NGOs</strong> (Pace, 2002).A noteworthy question connected to the def<strong>in</strong>ition <strong>of</strong> civil societyis whether bus<strong>in</strong>ess <strong>and</strong> <strong>in</strong>dustry should be <strong>in</strong>cluded <strong>in</strong> this socialgroup<strong>in</strong>g. While Agenda 21 considers bus<strong>in</strong>ess <strong>and</strong> <strong>in</strong>dustry part <strong>of</strong> civilsociety, some observers contend that, because they already have considerable<strong>in</strong>fluence over <strong>in</strong>ternational governance processes through<strong>in</strong>formal lobby<strong>in</strong>g opportunities <strong>and</strong> formal <strong>in</strong>fluence channels, bus<strong>in</strong>ess<strong>and</strong> <strong>in</strong>dustry should not be <strong>in</strong>cluded <strong>in</strong> civil society (Meid<strong>in</strong>ger,2001). Because this chapter focuses on the participation <strong>of</strong> <strong>NGOs</strong>, it isnot essential to resolve the bus<strong>in</strong>ess <strong>and</strong> civil society del<strong>in</strong>eation questionwith<strong>in</strong> these pages, although determ<strong>in</strong><strong>in</strong>g how bus<strong>in</strong>ess shouldparticipate with<strong>in</strong> governance is clearly <strong>of</strong> great importance.overview <strong>of</strong> civil society participation: exp<strong>and</strong><strong>in</strong>gngo <strong>in</strong>volvement<strong>The</strong> participation <strong>of</strong> civil society <strong>in</strong> global governance is <strong>in</strong>creas<strong>in</strong>g <strong>in</strong>significance, but is not unprecedented. NGO <strong>in</strong>volvement is usuallyconsidered a late-twentieth-century phenomenon, but <strong>in</strong> fact it has2 <strong>The</strong> CSD also recognizes the role <strong>of</strong> local authorities, which are removed enough from the<strong>in</strong>ternational <strong>in</strong>tergovernmental process to be considered civil society <strong>in</strong> the context <strong>of</strong> the<strong>in</strong>stitution.
