6GLOBAL ENVIRONMENTAL GOVERNANCE<strong>The</strong> UN Conference on Environment <strong>and</strong> Development was <strong>of</strong> particularsignificance to <strong>NGOs</strong>. Agenda 21 declared the need for newforms <strong>of</strong> participation:<strong>The</strong> United Nations system, <strong>in</strong>clud<strong>in</strong>g <strong>in</strong>ternational f<strong>in</strong>ance<strong>and</strong> development agencies, <strong>and</strong> all <strong>in</strong>tergovernmental organizations<strong>and</strong> forums should, <strong>in</strong> consultation with non-governmentalorganizations, take measures to ...enhance exist<strong>in</strong>g or,where they do not exist, establish mechanisms <strong>and</strong> procedureswith<strong>in</strong> each agency to draw on the expertise <strong>and</strong> views <strong>of</strong> nongovernmentalorganizations <strong>in</strong> policy <strong>and</strong> program design,implementation <strong>and</strong> evaluation. (UN, 1994: Chapter 27)<strong>The</strong> 1992 Earth Summit thus affirmed that the commitment <strong>and</strong>genu<strong>in</strong>e <strong>in</strong>volvement <strong>of</strong> non-state actors are critical to reach<strong>in</strong>g susta<strong>in</strong>abledevelopment goals.Throughout the 1990s, <strong>NGOs</strong> cont<strong>in</strong>ued to focus on <strong>of</strong>ficial UNdeliberations <strong>and</strong> the <strong>in</strong>ternational policy arena. A variety <strong>of</strong> channelshave served <strong>NGOs</strong> <strong>in</strong> their purpose <strong>of</strong> participat<strong>in</strong>g <strong>and</strong> <strong>in</strong>fluenc<strong>in</strong>g<strong>in</strong>ternational deliberations. <strong>NGOs</strong> sought accreditation at <strong>in</strong>ternational<strong>in</strong>tergovernmental conferences where they could lobby governmentdelegates, organize brief<strong>in</strong>gs, <strong>and</strong> even <strong>of</strong>ficially address plenary sessions.A number <strong>of</strong> government delegations to <strong>in</strong>ternational conferencesare now formally <strong>in</strong>clud<strong>in</strong>g NGO representatives. In the preparatoryprocess for the 1996 UN Conference on Human Settlements(Habitat II), for example, <strong>NGOs</strong> <strong>and</strong> local authorities participated <strong>in</strong>the <strong>in</strong>formal draft<strong>in</strong>g groups that drew up the Declaration <strong>and</strong>Programme <strong>of</strong> Action. With<strong>in</strong> the policymak<strong>in</strong>g circle <strong>of</strong> the UnitedNations Economic Commission for Europe (UNECE), <strong>NGOs</strong> had a say<strong>in</strong> establish<strong>in</strong>g the agenda <strong>and</strong> other aspects <strong>of</strong> the negotiationsprocess for the 1998 Aarhus Convention on Public Access toInformation, Participation <strong>in</strong> Decisionmak<strong>in</strong>g <strong>and</strong> Access toEnvironmental Justice. In both <strong>of</strong> these cases, a special, semi-<strong>of</strong>ficialstatus was accorded to civil society representatives.Successes <strong>and</strong> Challenges <strong>in</strong> <strong>Civil</strong> <strong>Society</strong> Participation:Differ<strong>in</strong>g <strong>Role</strong>s <strong>and</strong> Rules for EngagementNew forms <strong>of</strong> NGO participation have changed the nature <strong>of</strong><strong>in</strong>ternational environmental policymak<strong>in</strong>g. <strong>The</strong> <strong>in</strong>ternational
