LegalWriting Professor Joe Jackson and CGRDirector of Social Policy Elizabeth McCullochhelp distribute food, blankets, clothing andsupplies to the homeless during semiweekly‘runs’ as volunteers with the Homeless OutreachMobile Effort (HOME). During last week’sfreeze, they brought hot chocolate and provisionsto 40 of Gainesville’s needy.“We give a hand-out, not a hand-up,” saidJackson, former chair of the now-disbanded SafeSpace Task Force, which had generated ideas fortemporary homeless housing at the CityCommission’s request. “We don’t think of it as‘enabling,’ because people sleeping in 28-degreeweather are not eager to remain homeless. Wejust help improve a dire situation.”McCulloch, who teaches Poverty Law andPolicy and directs The Florida Bar FoundationPublic Service Law Fellows Program, viewshomelessness as a systemic problem. “Affordablehousing has decreased since the 80s. It’s likemusical chairs: if 12 people compete for 10chairs, two will be without a chair.”McCulloch was named an Alachua/BradfordCounty Woman of Distinction last year in recognitionof her community involvement and service,including chairing the Board of Directors ofthe domestic violence shelter “Peaceful Paths”and serving on a county task force on indigenthealth care. She recently wrote a layperson’sguide to Florida’s welfare program for lowincome people and social service providers.Volunteering? Others arelike the 50-year-old woman who quit her job tonurse an ailing family member. When she triedto find work again, she couldn’t. Now she’shomeless and wondering why.”For others, homelessness resulted from earlymistakes involving education, sex or drugs.“Poor people don’t have many cushions,”McCulloch said. “Rarely are they rescued from‘youthful indiscretions.’”“We all receive help in one form or another,”Jackson noted. “Mortgage interest tax-deductions,for example, are government subsidies.They just benefit people who can afford houses.”McCulloch aimed closer to home. “Publicuniversitylaw students pay only 25 percent oftheir actual education costs: the state pays the rest.And the government subsidizes student loans.”“The homeless are as varied as any othergroup,” she added. “Some drink, but I imaginethe same is true of many college students.”Jackson said. “Most of the homeless I’veencountered are good people. I offered one manfood, and he said, ‘I’ve got enough for now, giveit to someone who needs it.’”HOME does not request donations, but willaccept them. Clean clothing/blankets andcanned/boxed foods that need no cooking can beplaced in boxes outside JMBA’s office, andchecks can be written to Liz McCulloch or JoeJackson (230 or 250 Bruton-Geer Hall) with“HOME” written on the memo line.— By D.
