Both have been built and governed in <strong>the</strong> public interest through unique mechanisms forglobal multi-stakeholder <strong>Internet</strong> cooperati<strong>on</strong>, which have been intrinsic to <strong>the</strong>ir success. The leadersdiscussed <strong>the</strong> clear need to c<strong>on</strong>tinually streng<strong>the</strong>n and evolve <strong>the</strong>se mechanisms, in truly substantialways, to be able to address emerging issues faced by stakeholders in <strong>the</strong> <strong>Internet</strong>.In this sense:• They reinforced <strong>the</strong> importance <strong>of</strong> globally coherent <strong>Internet</strong> operati<strong>on</strong>s, and warned against<strong>Internet</strong> fragmentati<strong>on</strong> at a nati<strong>on</strong>al level. They expressed str<strong>on</strong>g c<strong>on</strong>cern over <strong>the</strong>undermining <strong>of</strong> <strong>the</strong> trust and c<strong>on</strong>fidence <strong>of</strong> <strong>Internet</strong> users globally due to recent revelati<strong>on</strong>s <strong>of</strong>pervasive m<strong>on</strong>itoring and surveillance.• They identified <strong>the</strong> need for <strong>on</strong>going effort to address <strong>Internet</strong> Governance challenges, andagreed to catalyze community-wide efforts towards <strong>the</strong> evoluti<strong>on</strong> <strong>of</strong> global multi-stakeholder<strong>Internet</strong> cooperati<strong>on</strong>.• They called for accelerating <strong>the</strong> globalizati<strong>on</strong> <strong>of</strong> ICANN and IANA functi<strong>on</strong>s, towards anenvir<strong>on</strong>ment in which all stakeholders, including all governments, participate <strong>on</strong> an equalfooting.• They also called for <strong>the</strong> transiti<strong>on</strong> to IPv6 to remain a top priority globally.
