PREFACE.not be mitigated, if we were again to change oursystem. A plea like this should be no barto a claim of justice. It is easy to attributeall blame to the Act of 1797, as the sourceof the evil ;but if posterity does not applaud itas the wisest of all Mr. Pitt's measures, whichmay very possibly be the case, those whocondemn it will do well to reflect in what conditionthey would have been, had this expedientnot occurred to the fertile mind of thatacute and highly gifted statesman. No onewho reads or recollects the history of thatperiod, can fail to perceive, that without it,either this country would have been a provinceof France, or we should have had a revolution.The grand question,however, which pressesforimmediate decision, is not one of past, but ofpresent interest, being simply this :" Shall theunproductive class, who did not contribute theirquota to the war, during the war, continue to shiftoff all payment from themselves to i\\Q productiveclass, as they have done since its termination VSubordinate to which is the following :" Shallthe capitalist escape paying those taxes occasionedby the war, to which he hasnot yet contributed,and which, in so far as the productiveclass cannot pay them, are destined henceforthto be made good by the land-owner ?"/
