44 PAPER MONEY VINDICATED.formed by Capt.wheat, who says, ''Smith, of the natural price ofThe common price of wheatthroughout Europe varies but little : it is notoriousthat it is never below 18 livres the setier; " which is equal, as he states, to 33^. 6d.the London quarter. " The average price ofwheat for the last 79 years (he adds in a note),hath been 33^. 2y. at Windsor." *Dr. AdamSmith makes the average price of the best wheatsomewhat higher than this ;but middle wheatis stated by him to have been 32^. per quarterfor the first 64 years of the present century.By the returns given in the preceding table,it appears that, from 1725 to 1755, theaverageprice of the best wheat at Windsor market wasonly 33.9. 6d. per quarter. Thus it appears,that corn advanced during the war to twice itsprevious, and to three times its natural price.Now corn is the standard of value for all things,and, therefore, if it be advanced in price, allother necessaries of life will advance, and theywho consume them, ought to have an increase ofwages in proportion. It will appear that suchadvance did take place, and that the consumers,for their wages, had such an increase, or at leastone which did not ei'ceed the proportion requiredby the amount of the taxes, or the price ofcorn, according to the following tables.* Tracts on the Corn Trade.
