7. CLASSES & STARTING TIMES - A boat shall start only in <strong>the</strong> class to which it is assigned. The following is anexample of <strong>the</strong> starting times and signals. The Race Committee willattempt to broadcast (on channel 68 – see #16) additional information during <strong>the</strong> starting sequences. 17. PROTESTS – A Protesting Yacht is to notify <strong>the</strong> Race Committee of <strong>the</strong>ir intention to protest within 5 minutes of<strong>the</strong>ir crossing <strong>the</strong> finish line or retiring from <strong>the</strong> <strong>race</strong>. The time limit for submitting a written protest to <strong>the</strong> RaceCommittee shall be 60 minutes after <strong>the</strong> protesting boat has notified <strong>the</strong> Committee of <strong>the</strong>ir intention to protest.Protests are to be filed at <strong>the</strong> DYC Reception Counter - Main Lobby and with <strong>the</strong> PRO for <strong>the</strong> day.18. RATINGS - The Race Chairman will assign ratings to each boat using <strong>the</strong> current DRYA PHRF rating (Valid Listor CPR List – except <strong>the</strong> Flying Scots) and o<strong>the</strong>r information available to <strong>the</strong> OTD/SYRC. This includes <strong>the</strong> pastperformance of <strong>the</strong> skipper/crew or boat. Appeals (e-mailed request for review) of this rating must be submittedto <strong>the</strong> SRYC Race Chairman by May 20 at 1700 hours. The SYRC’s ‘appeals committee” decision will be final.19. SCORING & AWARDS - There are ten <strong>race</strong>s scheduled for <strong>the</strong> Series. Three <strong>race</strong>s shall be completed toconstitute <strong>the</strong> Series. If less than three <strong>race</strong>s are completed, <strong>the</strong>re will be no Series over-all awards.Each boat competing in a <strong>race</strong> shall be scored one point for starting (being in <strong>the</strong> starting area) and one pointfor each starting boat she beats plus a bonus of .7, .3 or .1 for first, second or third place, respectively. Scoreswill be calculated using a “time-on-time” calculation. A boat that starts but <strong>the</strong>reafter retires or is disqualifiedshall be scored one point for starting. A boat that does not show up in <strong>the</strong> starting area will receive zero pointsfor that <strong>race</strong>.Each boat's score for <strong>the</strong> Series (season) shall be calculated as follows:• The sum of her best scores for up to a maximum of seven <strong>race</strong>s (scores).• If a boat has <strong>race</strong>d more than seven <strong>race</strong>s, her best seven <strong>race</strong>s (scores) will be counted.In case of a tie on total points for <strong>the</strong> Series between two or more boats, <strong>the</strong> tie will be broken as follows:(a) In favor of <strong>the</strong> boat with <strong>the</strong> most first place finishes.(b) If <strong>the</strong> tie remains, in favor of <strong>the</strong> boat with <strong>the</strong> most second place finishes and so on till <strong>the</strong> tie hasbeen broken.(c) If <strong>the</strong> tie still remains, it shall be broken in favor of <strong>the</strong> boat that beat <strong>the</strong> o<strong>the</strong>r most often.(d) If <strong>the</strong> tie still remains, it shall be broken in favor of <strong>the</strong> boat with <strong>the</strong> highest finish in <strong>the</strong> last <strong>race</strong>that <strong>the</strong>y both competed against each o<strong>the</strong>r.20. Awards – Awards for individual <strong>race</strong>s will be made at <strong>the</strong> DYC Grill, Patio or o<strong>the</strong>r designated area. Awards willbe presented for first, second and third place finishers. Awards for <strong>the</strong> Series will be presented on a date to bedetermined by <strong>the</strong> SYRC.21. INTERFERENCE WITH SHIPPING - When crossing a shipping channel, boats shall not interfere with majorships (Federal Law 89-764). Participants at all times shall abide by USCG Rule 18, which reads in part: "(b) A<strong>sailing</strong> vessel underway shall keep out of <strong>the</strong> way of: ... (ii) a vessel restricted in her ability to maneuver." Anyboat that violates <strong>the</strong>se provisions shall be subject to protest and disqualification and suspension from fur<strong>the</strong>rparticipation in <strong>the</strong> <strong>series</strong>. Boats may use <strong>the</strong>ir engines to stay clear of commercial shipping. However, in doingso <strong>the</strong>y are not to better <strong>the</strong>ir position in <strong>the</strong> process.22. ASSUMPTION OF RISK - By participating in any <strong>race</strong> of <strong>the</strong> <strong>series</strong>, each person aboard as skipper, crew oro<strong>the</strong>rwise (a) acknowledges that racing <strong>sailing</strong> boats has certain inherent risks and can be a dangerous activityand (b) never<strong>the</strong>less voluntarily assumes all such risks, and waives any and all claims that he or she may havefor damages of any kind against <strong>the</strong> DYC, it's <strong>race</strong> committee or any officer, director, member, employee oragent of <strong>the</strong> DYC, arising out of or related to his or her participation in any such <strong>race</strong>. The skipper and crewshall be responsible for deciding whe<strong>the</strong>r to start or to continue each <strong>race</strong> of <strong>the</strong> <strong>series</strong>. Each boat is to havevalid insurance policy covering liability and property damage.23. SAFETY & SAFETY EQUIPMENT – Safety - Any boat participating in any <strong>race</strong> of this <strong>series</strong> shall beseaworthy in hull, rigging and gear and sailed by two or more persons who are competent to sailin an event of this kind. Safety Equipment - The skipper of a participating boat acknowledges that he or she isaware of <strong>the</strong> safety equipment required by <strong>the</strong> United States Coast Guard to be carried aboard <strong>the</strong> boat andaccepts full responsibility for deciding what additional safety equipment is necessary for <strong>the</strong> safety of <strong>the</strong> boatand crew under <strong>the</strong> circumstances. During each <strong>race</strong> in which a boat participates, <strong>the</strong> skipper shall insure thatall such required and additional equipment will be aboard (not protestable), in accessible locations and in goodworking order, and <strong>the</strong> skipper shall assure that each member of <strong>the</strong> crew and any o<strong>the</strong>rs aboard during this<strong>race</strong> know <strong>the</strong> location and proper use of all such equipment.24. Continue downstream to a tetrahedron positionedapproximately 100 yards from shore and downstream of <strong>the</strong> ‘Gar Wood Judges Stand’ passing that mark to port. The next mark is <strong>the</strong> West End Buoy CG “RGN” which isto be left to port. Proceed upstream crossing <strong>the</strong> Finish Line, which will be <strong>the</strong> same as was <strong>the</strong> Starting Line passing <strong>the</strong> Starting Line RC Flag to starboard and <strong>the</strong> StartingLine Mark to port. This course is approximately 4.2 nautical miles.
