<strong>Guid<strong>in</strong>g</strong> <strong>Pr<strong>in</strong>ciples</strong> <strong>for</strong> <strong>Plann<strong>in</strong>g</strong> <strong>for</strong> <strong>Agriculture</strong> QFF August 2012<strong>Guid<strong>in</strong>g</strong> <strong>Pr<strong>in</strong>ciples</strong> <strong>for</strong> <strong>Plann<strong>in</strong>g</strong> <strong>for</strong> <strong>Agriculture</strong> <strong>in</strong> <strong>Queensland</strong>DEFINITION OF AGRICULTURE<strong>Agriculture</strong> - Any activity connected with the grow<strong>in</strong>g of food, fibre, timber and foliage <strong>in</strong>clud<strong>in</strong>g, butnot limited to, cropp<strong>in</strong>g*, <strong>in</strong>tensive horticulture*, animal husbandry*, <strong>in</strong>tensive animal <strong>in</strong>dustry*, animalkeep<strong>in</strong>g*, aquaculture*, permanent plantation* wholesale nursery*, roadside stall* and rural <strong>in</strong>dustry*;and also <strong>in</strong>clud<strong>in</strong>g ancillary activities concerned with accommodation of farm workers, visitors andtourists; the storage of water; irrigation and dra<strong>in</strong>age works; the storage of equipment <strong>for</strong> theproduction and transport of agricultural products; and the on-farm process<strong>in</strong>g, packag<strong>in</strong>g, storage andsale of agricultural products.THE CORE PRINCIPLES OF AGRICULTURAL PLANNING1. Recognise the importance of agriculture to a susta<strong>in</strong>able regional economy and urban communitiesby <strong>in</strong>clud<strong>in</strong>g references to agriculture <strong>in</strong> the vision and objectives of plann<strong>in</strong>g documents.2. Protect the natural resource base <strong>for</strong> agriculture by def<strong>in</strong><strong>in</strong>g areas of Strategic Cropp<strong>in</strong>g Land (SCL)and Good Quality Agricultural Land (GQAL) and exclud<strong>in</strong>g <strong>in</strong>compatible land uses, particularly urban orrural-residential uses, m<strong>in</strong><strong>in</strong>g and petroleum extraction and <strong>in</strong>frastructure corridors, from these and otherareas important <strong>for</strong> local or specialised agricultural production.3. Avoid fragmentation of agricultural land and other pressures of urban growth by sett<strong>in</strong>g appropriatelot sizes <strong>in</strong> agricultural areas consistent with the economics of local and regional production systems.4. Land use conflicta. Avoid land use conflict and provide <strong>for</strong> compatible rural uses by def<strong>in</strong><strong>in</strong>g areas <strong>for</strong> agriculturalproduction, particularly <strong>in</strong>tensive animal <strong>in</strong>dustry* and <strong>in</strong>tensive horticulture*, prevent<strong>in</strong>g thelocation of <strong>in</strong>compatible uses <strong>in</strong> and adjacent to agricultural production areas and where necessaryrequir<strong>in</strong>g buffer areas between <strong>in</strong>compatible uses.b. Manage exist<strong>in</strong>g land use conflict by giv<strong>in</strong>g preference to pre-exist<strong>in</strong>g lawful and lawfullyoperat<strong>in</strong>g agricultural land uses when deal<strong>in</strong>g with compla<strong>in</strong>ts.5. Encourage susta<strong>in</strong>able land use and practices by promot<strong>in</strong>g agricultural production on suitable land andencourag<strong>in</strong>g susta<strong>in</strong>able land use practices.6. Encourage value-add<strong>in</strong>g and diversification <strong>in</strong> agriculture by recognis<strong>in</strong>g the complexity and diversityof modern agricultural enterprises and provid<strong>in</strong>g <strong>for</strong> efficient development approval processes <strong>for</strong> smallscale tourism activities and on-farm handl<strong>in</strong>g, process<strong>in</strong>g and sale of agricultural produce.7. Provide and ma<strong>in</strong>ta<strong>in</strong> adequate and efficient transport, energy and water <strong>in</strong>frastructure to supportagriculture by identify<strong>in</strong>g and plann<strong>in</strong>g <strong>for</strong> critical and strategic rural <strong>in</strong>frastructure that supports primaryproduction and access to process<strong>in</strong>g or supply cha<strong>in</strong> services.8. Provide economic, employment and social support services <strong>for</strong> agriculture <strong>in</strong> compact, self-conta<strong>in</strong>edrural towns and villages by provid<strong>in</strong>g <strong>for</strong> the growth of these settlements with<strong>in</strong> clearly def<strong>in</strong>ed urbanboundaries.9.
