QFF Rural Planning Project | Stakeholder Engagement Plan
1. The Project
The Rural Planning Project was initiated to improve the capacity of rural industries to engage in relevant
policy and planning initiatives. Funding has been provided by the Queensland Government through the
Department of Employment, Economic Development and Innovation (DEEDI) to support the Queensland
Farmers’ Federation (QFF) and AgForce.
The objectives of the project are to:
Promote the agricultural sector in planning processes to enhance the security, sustainability and
profitability of producers.
Analyse current State, regional and local planning policies, environmental impact statements
and other relevant government policy to understand and advise on the implications for
Queensland’s intensive and extensive agricultural industries.
Develop a coordinated response to assist State and Local Government and other key
stakeholders in future policy decisions. Recommendations should promote the agricultural
sector within a planning context for the long term, promote sustainable management of
agricultural lands, minimise land use conflicts and effectively manage the urban rural interface;
and
Provide support for agricultural industry specific projects in relation to land use policy and
planning issues.
2. Stakeholder engagement
This engagement plan has been developed to provide a strategic approach to engaging with the
project’s stakeholders. The Plan:
Identifies the range of people and organisations regarded as stakeholders in the project.
Maps the relationship of the stakeholder to the project.
Identifies the strategies to be used for engaging with each type of stakeholder.
A stakeholder is defined in this Plan as an individual or organisation who is directly or indirectly affected
by the project and also includes those who may have an interest or interests in the project. Note that
the stakeholders addressed here are only a subset of the stakeholders who have a stake in the broader
area of rural and regional planning more generally.
The ‘stake’ that each of these different individuals or groups has in the project will vary. For example,
the project will provide insights to inform industry organisations as to their engagement in future policy
and planning processes. Government stakeholders such as the Departments of Environment and
Resource Management (DERM), and Local Government and Planning (DLGP) will be responsible for
effecting rural planning policy change in the longer term.
Appendix 1 provides a comprehensive list of stakeholders that might be regarded as stakeholders. The
list includes a limited number of organisations that were identified but not further considered in the
plan’s preparation.
QFF Rural Planning Project | Stakeholder Engagement Plan
3. The Plan
Engagement of stakeholders has already been undertaken to seek input on the purpose and direction of
the project.
The Plan will be used in the implementation of the project’s work plan to:
Increase awareness of the project’s objectives and activities
Improve understanding of industry perspectives
Improve understanding of policy and planning issues impacting on agriculture
Change perceptions of agricultural land use and its planning needs
Foster government and organisational buy-in
Encourage new thinking on how to address agricultural land use planning issues
Improve communication channels
Improve working relationships
The Plan is comprised of the following information:
Project stakeholders
Stakeholder analysis
Stakeholder transition
Stakeholder management
Plan review
Identification of those stakeholders considered in the
preparation of the plan
Mapping where stakeholders are currently located in relation to
their contribution to, and participation in, the project
Identifying where stakeholders are not considered to be located
within the most appropriate position (within the contribution /
participation map) and would ideally be transitioned to another
position.
[Note that the transition may continue to take place outside of
the project’s timeframe]
Defining the actions needed to maintain or change the position
of the stakeholders within the map
Setting out the process used to judge whether or not the
engagement actions have been, or are likely to be successful,
and whether any refinement of this plan is required
3.1 Review
Ongoing review of the plan is important to evaluate whether the engagement process has been, or is
likely to be, successful and whether engagement mechanisms need to be refined. Measurement of the
success in meeting the objectives of the engagement plan is difficult since the outcomes are largely
intangible e.g. improved awareness. In addition whilst the project will initiate engagement, outcomes
are not likely to be concluded (or matured) until well outside the timeframe of the project. As such, the
review process will be limited to a qualitative assessment against the success measures (refer to Table
3).
Table 3: Measures of success
Objective
Increase awareness of the project’s objectives and
activities
Improve understanding of industry perspectives
Improve understanding of policy and planning issues
Change perceptions of agricultural land use and its
planning needs
Foster government and organisational buy-in
Encourage new thinking on how to address
agricultural land use planning issues
Improve communication channels
Improve working relationships
Measure of success
Increased stakeholder awareness
Key industry issues drawn out from industry representatives
and clearly articulated. [Commodity and regional differences
demarcated where appropriate]
Relevant processes documented and implications captured
Significance of issues understood by stakeholders
Project issues formally considered in preparation of policy
and planning processes
New and innovative solutions elicited
Appropriate and ongoing relationships with stakeholders
