1. The <strong>Project</strong><br />

The <strong>Rural</strong> <strong><strong>Plan</strong>ning</strong> <strong>Project</strong> was initiated to improve the capacity of rural industries to engage in relevant<br />

policy and planning initiatives. Funding has been provided by the Queensland Government through the<br />

Department of Employment, Economic Development and Innovation (DEEDI) to support the Queensland<br />

Farmers’ Federation (<strong>QFF</strong>) and AgForce.<br />

The objectives of the project are to:<br />

Promote the agricultural sector in planning processes to enhance the security, sustainability and<br />

profitability of producers.<br />

Analyse current State, regional and local planning policies, environmental impact statements<br />

and other relevant government policy to understand and advise on the implications for<br />

Queensland’s intensive and extensive agricultural industries.<br />

Develop a coordinated response to assist State and Local Government and other key<br />

stakeholders in future policy decisions. Recommendations should promote the agricultural<br />

sector within a planning context for the long term, promote sustainable management of<br />

agricultural lands, minimise land use conflicts and effectively manage the urban rural interface;<br />

and<br />

Provide support for agricultural industry specific projects in relation to land use policy and<br />

planning issues.<br />

2. <strong>Stakeholder</strong> engagement<br />

This engagement plan has been developed to provide a strategic approach to engaging with the<br />

project’s stakeholders. The <strong>Plan</strong>:<br />

Identifies the range of people and organisations regarded as stakeholders in the project.<br />

Maps the relationship of the stakeholder to the project.<br />

Identifies the strategies to be used for engaging with each type of stakeholder.<br />

A stakeholder is defined in this <strong>Plan</strong> as an individual or organisation who is directly or indirectly affected<br />

by the project and also includes those who may have an interest or interests in the project. Note that<br />

the stakeholders addressed here are only a subset of the stakeholders who have a stake in the broader<br />

area of rural and regional planning more generally.<br />

The ‘stake’ that each of these different individuals or groups has in the project will vary. For example,<br />

the project will provide insights to inform industry organisations as to their engagement in future policy<br />

and planning processes. Government stakeholders such as the Departments of Environment and<br />

Resource Management (DERM), and Local Government and <strong><strong>Plan</strong>ning</strong> (DLGP) will be responsible for<br />

effecting rural planning policy change in the longer term.<br />

Appendix 1 provides a comprehensive list of stakeholders that might be regarded as stakeholders. The<br />

list includes a limited number of organisations that were identified but not further considered in the<br />

plan’s preparation.<br />

3. The <strong>Plan</strong><br />

<strong>Engagement</strong> of stakeholders has already been undertaken to seek input on the purpose and direction of<br />

the project.<br />

The <strong>Plan</strong> will be used in the implementation of the project’s work plan to:<br />

Increase awareness of the project’s objectives and activities<br />

Improve understanding of industry perspectives<br />

Improve understanding of policy and planning issues impacting on agriculture<br />

Change perceptions of agricultural land use and its planning needs<br />

Foster government and organisational buy-in<br />

Encourage new thinking on how to address agricultural land use planning issues<br />

Improve communication channels<br />

Improve working relationships<br />

The <strong>Plan</strong> is comprised of the following information:<br />

3.1 Review<br />

Ongoing review of the plan is important to evaluate whether the engagement process has been, or is<br />

likely to be, successful and whether engagement mechanisms need to be refined. Measurement of the<br />

success in meeting the objectives of the engagement plan is difficult since the outcomes are largely<br />

intangible e.g. improved awareness. In addition whilst the project will initiate engagement, outcomes<br />

are not likely to be concluded (or matured) until well outside the timeframe of the project. As such, the<br />

review process will be limited to a qualitative assessment against the success measures (refer to Table<br />

3).<br />
