Remove lowest limb.*Small Poplar - fell and grind out stump.Page No 1


*Purple Plum - reduce crown by 25% (plum heart rot present)*Leylandii x 2 - weak fork at 3.5 metres. Fell and grind out stumps.*Acer nugundo - cavities at 2 metres and 3 metres. Reduce crown by 20%*Lime - Ustulina fungus visable on main stem. Fell and grind out stump.*Birch - Spiral cracking limb at 8 metres. Hollow sounding at base when hit with a hammer. Birch Polypore bracket at 10m. Fell in sections to ground level and grind out stump.*Hornbeam - reduce back the lateral limb fitted with brace. To lighten the load. Remove climbing plant from the limb.DECISIONS CONCERNING WORK TO TREES by Vale of White Horse District <strong>Council</strong>*4 Park Road, <strong>Abingdon</strong>, *Oak - reduce crown by 30% - No Objections*The Stables, Northcourt Lane, <strong>Abingdon</strong> -works to 2 x Lime Trees at rear of garage, smaller Lime tree to side of garage and Large leaf lime tree in the front garden - No Objections.06 LICENSING ACT 2003 - APPLICATIONS UNDER CONSULTATIONMembers noted the applications received from*Added Ingredients, 14-16 Stert Street Abingon - variation to existing premises license - to supply alcohol (on and off sales) (previously off sales only)Monday to Saturday 08:00 to 23:00Sunday 10:00 to 22:00*McDonalds, 1 Colwell Drive, <strong>Abingdon</strong> - Late Night RefreshmentMonday to Wednesday - 23:00 - 00:00Thursday to Saturday - 23:00 - 03:00Members had no objections to these applications.07 TRAFFIC REGULATION ORDERSMembers noted and discussed the following Traffic Regulation Order*Otwell Close, <strong>Abingdon</strong> - temporary order to operate from 7th July 2008 due to carriageway resurfacing works in Otwell Close. The estimated duration of the works is 2 days.*Closure of Part of Dunmore Road, Twelve Acre Drive and part of Radley Road is needed to facilitate the holding of the <strong>Abingdon</strong> Marathon to be held on Sunday 19th October.08 CONSULTATION DOCUMENT ON AGGREGATESAs an urban parish the <strong>Council</strong> does not have any comments on this consultation document. However, it was resolved that a letter be sent to inform South East England Regional Assembly that <strong>Abingdon</strong> <strong>Town</strong> <strong>Council</strong> do not want anymore heavy lorries coming through <strong>Abingdon</strong> due to aggregates outside the town. The town is not suitable for this sort of traffic without another means of leaving the town for example a new bridge.Page No 2


09 THE SOUTH EAST REGIONAL SUSTAINABILITY FRAMEWORKMembers noted the South East Sustainability Framework - towards a better life.10 PREPARING FOR A BETTER FUTUREMembers noted the draft strategy document, Vale Sustainable Community Strategy 2008-2016, received from the Vale of White Horse District <strong>Council</strong>.Members noted the following:Item 7.10 last bullet point 'Access to good quality green spaces, sport, cultural and leisure facilities "..........and that all new housing developments either provide or contribute to appropriate open space, sport and recreation facilities, with firm arrangements in place for their future maintenance." This has not happened in past developments, for example the Thames View development regarded the Abbey Meadow as its' open space - this is contrary to H23 of the Vale of White Horse Adopted Local Plan 2011. It was resoved that this comment be sent to the Vale.10A ENFORCEMENT POLICYMembers discussed and noted the 'Enforcement Policy'. Members noted that item 2 indicated that the District would be lenient with breaches that had lesser degrees of harm.Members commented that <strong>Abingdon</strong> was losing a lot of business due to companies & clubs no longer being able to advertise their events without going through the planning application process. Members resolved that the following comment should be sent to the Vale of White Horse District <strong>Council</strong> " that although the <strong>Town</strong> <strong>Council</strong> did not want illegal advertising perhaps a simplified procedure to ask for permission could be raised to advertise events, rather than going through the full planning application process." <strong>Council</strong>lor Peter Fulk sent the following comments to the meeting:*"Does the Vale have a budget to carry out enforcement of the Enforcement Policy?"*Does the Vale have a budget to defend appeals from applicants?"*What is the point of having an Enforcement Policy if it is not carried out".Members felt the <strong>Council</strong>lor Fulk should direct these questions to the Vale.10B TEMPORARY DIVERSION OF A34 THROUGH ABINGDONMembers noted that although reatured in the local press the <strong>Council</strong> had not received any official notification from the Highways Agency that the A34 is to be diverted through <strong>Abingdon</strong> for 14 nights in July 2008 to allow for work to be carried out on the carriageway between the North and South Junctions.Members resolved that a letter should be written to the Highways Committee about notice not being given to the <strong>Town</strong> <strong>Council</strong> and asking the following questions:* Estimation of suspected traffic load* Is it really necessary to close both lanes together on both North and South Carriageways*How will speed limits be enforced on peripheral roads.Page No 3


11 APPEALSMembers noted and considered the following Appeals.*ABG/20285 - Mr R Grove, 59 Kennet Road, <strong>Abingdon</strong>, OX14 3SU. Erection of a two storey side extension and erection of a 1800mm high brick boundary wall. Reason for refusal: the visual impact of the proposed extension and boundary wall on this prominent corner location would have an over-dominating and harmful effect on the character and appearance of the area. As such, the proposal is contrary to Policies DC1 and H24 of the adopted Vale of White Horse Local Plan 2011.12 PLANNING DECISIONSThe latest list of planning decisions from the Vale of White Horse District <strong>Council</strong> were presented to members.13 PLANNING APPLICATIONSThe planning applications were received and considered from the Vale of White Horse District <strong>Council</strong>.
