Self-GovernanceCommunity ServicesProgram PurposeThe Compact enables tribes to redesign programs, activities,functions, and services of the Bureau of Indian Affairs (BIA); toreallocate funds from such programs, activities and functionsor service according to the tribal priorities; and to enhancethe effectiveness and long term financial stability of its tribalgovernment.The Annual Funding Agreement (AFA) defines the relationship ofCompact tribes whose funds are transferred to Central Council.Program DescriptionCentral Council provides technical assistance and trainingopportunities to help tribal governments and programs toconduct elections and find additional resources to upgradetheir administrative capability. Training is available that willhelp Central Council staff, tribal government councils and staffsuccessfully perform their respective duties.Central Council provides technical assistance to tribes inthe areas of Personnel Policy Procedures and financialmanagement.Central Council provides training for Compact IRA Councilsand programs in Strategic Planning, Financial Literacy forTribal Council members, and BIA General Assistance. Tribesdetermine technical assistance and training to assist in theadministration of the BIA programs at the local level.By tribal resolution, those federally-recognized tribes incommunities served have agreed to authorize Central Council toengage in the Compact with the United States Government onthe tribes’ behalf.45 Tlingit Haida Central Council
