<strong>DoD</strong>M <strong>4150.07</strong>-V3, <strong>May</strong> <strong>23</strong>, <strong>2013</strong>training standards often apply to National Guard or Reserve employees who do not qualify as<strong>DoD</strong> personnel or who apply pesticides on other than <strong>DoD</strong> property.b. Procedures(1) National Guard personnel who are State employees rather than <strong>DoD</strong> employees andwho apply pesticides as part of their duties must be trained and certified by the respective Statein which their National Guard unit is located, even if some or all of their pest control activitiesoccur on <strong>DoD</strong> property.(2) Military Reserve and National Guard employees who are <strong>DoD</strong> employees and whoapply pesticides as part of their job must be trained and certified in accordance with <strong>Vol</strong>ume 1 ofthis manual. These personnel must meet the State’s certification requirements for pest controloperations that occur on non-<strong>DoD</strong> property.(3) Reserve Component personnel who are required, as part of their military specialty, toapply pesticides while on active federal duty must be trained and certified in accordance with<strong>Vol</strong>ume 1 of this manual.(4) Coast Guard personnel who are required, as part of their military specialty, to applypesticides while on active federal duty operating as a Service in the Navy must be trained andcertified in accordance with <strong>Vol</strong>ume 1 of this manual.(5) <strong>DoD</strong> Components may direct additional specialized pest management training asaddressed in section 9 of this enclosure.9. SPECIALIZED PEST MANAGEMENT TRAININGa. Self-Help Training(1) Purpose. This training provides guidance for establishing installation self-help pestcontrol programs.(2) Procedures. Training for installation self-help program administrators will beprovided on-site by installation pest management coordinators at installations and at trainingconferences. Training instruction will include the topics of recording and reporting self-help pestmanagement operations. After training is completed, self-help administrators will assistquarters’ occupants by:(a) Instructing occupants to recognize and control household pests.(b) Issuing written pest management instructions and materials for their use.(c) Assisting occupants to identify pest infestations remaining, if the occupant’s selfhelpcontrol efforts have failed.21ENCLOSURE 3
