Concurrency Management ElementThe purpose of this element is to ensure the availability of public facilities and the adequacy ofthose facilities at adopted levels of service (LOS) concurrent with the impacts of development.This intent is implemented by means of a concurrency management system which measuresthe potential impact of a development permit application on minimum acceptable level ofservices, as adopted in the Capital Improvements Element of the <strong>Comprehensive</strong> <strong>Plan</strong>. Theexisting plan has been moderately successful; <strong>Lake</strong> <strong>County</strong> has improved water quality ofcertain water bodies, maintained air quality and maintained adequate traffic flow. <strong>County</strong>providedfacilities are operating at or above adopted LOS however improvement to Levels ofService will be considered in <strong>Plan</strong>ning Horizon 2025. These issues are likely to remain achallenge in future years. <strong>Plan</strong>ning Horizon 2025 will continue this program to maintainfunctional and safe infrastructure.Economic ElementThe focus of the Economic Element is to create a balanced, diversified, robust economy thatwill attract businesses that provide high paying jobs for the citizens of <strong>Lake</strong> <strong>County</strong>. Economicactivities provide jobs, goods, and services, and contribute to <strong>County</strong> revenues. Because of theimportance of economic activity, <strong>Lake</strong> <strong>County</strong> will support economic development throughcommerce parks, centers, and corridors; the expansion of existing businesses; and by creating aclimate conducive to economic growth.In February 2008, the Board of <strong>County</strong> Commissioners adopted a new economic strategic plan.The plan spells out a number of goals and initiatives to spur economic development in <strong>Lake</strong><strong>County</strong>. The goals the document sets forth are:Coordinate efforts with allies and leaders;Diversify the tax base through innovation, industry attraction, and businessdevelopment;Enhance and promote quality of place;Develop, retain, and attract talent.In addition, the plan identifies target industry sectors that <strong>Lake</strong> <strong>County</strong> should try to attract,including:Health & Wellness;Clean Tech;Agritech;Business Services;Arts, Recreation & Leisure.2008 <strong>Evaluation</strong> and <strong>Appraisal</strong> <strong>Report</strong> – <strong>Lake</strong> <strong>County</strong>, FloridaSeptember 23, 2008 17
