Terms of reference for a professional photographer to accompany the story-telling ofEuropean Territorial Cooperation projectsLimited tendering by INTERACT Point Valencia 07.03. – 21.03.20131. PreambleThe INTERACT programme facilitates the exchange of expertise, experience and good practice withinthe European Territorial Cooperation Objective of the European Union. It has a wide geographic scopecovering 27 EU Member States and neighbouring countries. The INTERACT programme (www.interacteu.net)has a delivery structure of four INTERACT Points (Turku/Finland, Valencia/Spain,Viborg/Denmark, Vienna/Austria) that provide services to ETC stakeholders in the whole Europe.Services offered are individual advisory services, training opportunities, management tools andinformation services. INTERACT Point Valencia is hosted by the Generalitat Valenciana.2. BackgroundThe INTERACT programme is currently developing an initiative to show the impact, results and whatEuropean Territorial Cooperation (ETC) projects have achieved during 2007-2013 programming period.The collection of different ETC projects will be turned into a special and “innovative”publication. It will be a “collection of stories on how ETC has improved or changed peoples’lives”, a compilation of real human stories, of successful experiences and changes in finalbeneficiaries or end-users. Any theme covered by a cooperation programme will be relevanthere. In addition to the publication, INTERACT will also produce a series of short video clipsand an exhibition to promote European Cooperation Day 2013. We also set up a website:www.ecday.eu and a Facebook page: http://www.facebook.com/CooperationDay?ref=ts&fref=tsINTERACT is collecting the stories that could be told by the project partners, a specific community,target group of the project or final beneficiary who have clearly benefited from the project because ithas, e.g.:- covered the specific needs of the territory- created a clear impact (it can be cultural, monetary, territorial…)- promoted the inclusion of minorities in the decision-making processes- promoted innovative ideas and solutions to tackle real common problems or obstacles- capitalised a previous project or activities that have been carried out by different partners athigher levels (regional, national and so on)- produced a long-lasting impact on the (cross-border) territory- filled social, cultural, environmental gaps that standard policies could not reach- transferred innovation or research to the market- tools/ results adopted by local/ regional administrations3. Aim and general descriptionThe aim of this limited core for tender is to produce high-resolution photographs that accompany thepre-selected project stories that can reflect the impact, change and improvements in peoples’ livesand or the cooperation area. These photographs should serve for a photo exhibition and a booklet thatpromote European Cooperation Day in September 2013.INTERACT will develop a single audio-visual identity for the production of the video clips and allrelated activities. The photographer should follow the visual guidelines given by INTERACT and theproduction company of the video clips from the beginning.INTERACT is co-financed by the European Regional Development Fund (ERDF)

Profile of the service provider - it should:- be able to take over the shooting of relevant photographs following the predefined stories and audiovisualidentity,- should give creative input to the overall photo shooting,- provide the technical equipment needed for the shooting and editing including cameras, etc.- provide adequate lightening systems including camera light as well as any additional light equipmentdeemed necessary.4. Costs:- The contract to be awarded to the selected service provider shall be concluded on the basis of alump sum for the photo production as described above. VAT should be included.- Travel and accommodation costs during field trips should be included in the lump sum.- Maximum allocation: 15.000€ + VAT- The payment will be done in two instalments: the first instalment of a maximum 7500Eurowill be transferred after the preparation phase and first two shootings; the remaining moneywill be transferred in a second instalment when the edited photographs have been delivered.5. Conditions to be respected during the contracting periodThe service provider will work in permanent contact with INTERACT Point Valencia staff.The information collected and analysed is subject to a data privacy clause. Upon delivery of the photomaterials, all records shall pass into the exclusive ownership of the INTERACT Programme, includingall use and distribution rights connected to this.6.
