1.0 BRIEF SCOPE OF WORKThe brief scope of work includes Civil works for the Roads, Drains and Culverts forthe proposed terminal at Jaipur2.0 QUALIFICATION CRITERIAAgencies intending to participate in this tender enquiry shall be required to fulfillthe following qualification criteria:2.1 EXPERIENCE CRITERIAThe bidder should have successfully carried out and completed similiar Civil Worksin Industrial Plant / Framed Buildings / Petrochemical Plant / Metro Projects /Airport / Oil Industry / Institutional Buildings during last 7 years ending last day ofthe month previous to the bid due date, complying either of the following:a.) Three completed works costing not less than ` 334 Lacs each.ORb.) Two completed works costing not less than ` 417 Lacs each.ORc.) One completed work costing not less than ` 667 Lacs.Similar Works means :Similar works shall mean any civil engineering construction work involvingconstruction of roads, bridges, flyover bridges, Road Over Bridges, drains,culverts, multi-storey buildings etc.Credential certificates issued by Govt. Organizations / Semi Govt.Organizations / Public Sector Undertakings / Autonomous Bodies / MunicipalBodies / Public Limited Companies listed on BSE/NSE shall only be acceptedfor assessing the eligibility of the bidder.2.2 FINANCIAL CRITERIA2.2.1 Average Annual Turnover of the Bidder shall be equal to or more than ` 834Lacs as per audited annual financial results of the three preceding financial yearsup to the due date of submission of bids.2.2.2 Bidder‟s Net Worth as per latest audited financial statement shall bepositive. However, this criteria shall not be applicable for Indian Public SectorUndertakings / Enterprises. However bidders having negative net worth will also beconsidered, provided all their annual reports for last three financial years indicateprofit after tax._________________________________________________________________________________Jaipur Pipeline Terminal Page 1 of 4

furnishing Earnest Money Deposit (EMD) and they are required to submitIndemnity Bond instead of EMD.Bidders are required to submit the EMD (in the prescribed format) in original atthe time of bid submission in sealed envelope and are required to upload thescanned copy of EMD on E-Tendering website along with E-Bid. EMD shall besubmitted in a sealed envelope titled “Earnest Money Deposit against BiddingDocument”.If the Bidder is unable to submit EMD in original within the due date and time forBid submission, he may submit the original EMD within 7 days from the date ofunpriced bid opening, provided copy of the same has been uploaded on E-Tendering website during uploading of the bid. In case the Bidder fails to submitthe same in original within 7 days, his bid shall be rejected, irrespective of theirstatus / ranking in the tender and not withstanding the fact that a copy of the EMDwas earlier uploaded on e-tendering website by the Bidder.6.0 GENERAL6.1 The complete Bidding Document will be available on the BPCL‟s E-Tenderingwebsite: https://bpcl.eproc.in and Bidding Document Fee is not applicable.6.2 BPCL reserves the right to carry out capability assessment of the bidder usingin-house information. Bids of bidders on “Holiday” as per BPCL records shall notbe considered for evaluation and ordering.6.3 BPCL will not be responsible or liable for cost incurred in preparation &delivery of bids, regardless of the conduct or outcome of the bidding process.6.4 BPCL reserves the right to reject any or all the bids received at its discretionwithout assigning any reason whatsoever.6.5 In case any Bidder is found to be involved in cartel formation, his Bid will notbe considered for evaluation / placement of order. Such Bidder will also bedebarred from Bidding in future with BPCL.6.6 Canvassing in any form by the Bidder or by any other agency on their behalfmay lead to disqualification of their Bid.6.7 For detailed specifications, terms and conditions and other details, refercomplete Bidding Document.6.8 Bids on consortium or Joint – Venture basis shall not be accepted.6.9 Bids recived after stipulated due date & time, due to any reason whatsoever,shall not be considered._________________________________________________________________________________Jaipur Pipeline Terminal Page 3 of 4

7.0 DECLARATION BY THE BIDDEREven though the bidders may meet the above qualifying criteria, they are subjectto be disqualified if they have :a) Made misleading or false representation in the forms, statements andattachments in proof of the qualification requirements.b) Their business banned by any Central/State Government Department/Public Undertaking or Enterprise of Central/State Governments.A declaration to the above effect in the form of affidavit on a stamp paper of` 100/- duly attested by a Notary/Magistrate should be smubmitted._________________________________________________________________________________Jaipur Pipeline Terminal Page 4 of 4
