i. The customer shall sign a written user agreement withthe permittee prior to being tied onto the reuse system.Irrigation shall occur only during periods approved in thewritten user agreement.j. The customer shall not allow reclaimed water to be usedfor consumption (human or animal), interconnecting withanother water source, irrigation of edible crops (gardens),body contact recreation, filling of swimming pools, orsharing a common reclaimed service between properties.k. Notification shall be provided to inform the public thatreclaimed water is used for irrigation purposes and is notsafe for drinking. Posting of signs and other prominentnotification methods shall be used to ensure that any andall persons associated, employed, or otherwiseconnected with the property utilizing the reuse water areaware of the fact that reuse water is being utilized on theproperty and it is non-potable.l. Operation and maintenance of the reclaimed watersystem including valves, outlets, couplers, and sprinklerheads shall be performed by personnel who havecompleted the public information educational program(s).m. Precautions shall be taken to ensure that reclaimed waterwill not be sprayed on any facility or area not designatedfor application. Low trajectory nozzles, or other means tominimize aerosol formation shall be used within 100 feetof public eating, drinking, and bathing facilities.n. Malfunctioning irrigation systems and line breaks shall berepaired immediately. Improper operation allowing runoffduring irrigation may be grounds to shut off service to thecustomer.o. Tank trucks and other portable equipment that is used todistribute reclaimed water shall be clearly identified withreclaimed or non-potable water signs. The truck used totransport and distribute reclaimed water may not be usedto transport potable water that is used for drinking waterpurposes.p. Use through hose bibbs or faucets may be allowed on acase-by-case basis. If allowed, hoses and hose bibbsshall be through cam-lock connection assemblies to be15Revised March 30, 2012
provided by the permittee at the location specified by thepermittee. Specific provisions must be made in anyreuse written user agreements to ensure that reclaimedwater is used strictly for irrigation purposes and will notbe utilized for any of the restricted items identified inthese guidelines. Runoff of reclaimed water into ditchesor streams should be avoided.q. Application of reclaimed water for agricultural irrigation ofcrops not intended for direct human consumption will beconsidered by EPD on a case-by-case basis.r. The permittee must coordinate with the purveyor ofpotable water to advise them of the use of reclaimedwater in the area.9.3 DESIGN STANDARDS10.0 RECORDSAny purveyor of reclaimed water must submit to EPD a set ofstandard design documents including specifications and details forthe installation of all reuse lines and appurtenances. Any utilitydistributing reclaimed water who is not the potable water purveyormust enter into a written agreement with the potable water purveyordocumenting all of the requirements necessary to protect publichealth in the drinking water system have been or will be met.Standard specifications must reflect all of these requirements andbe approved by both parties. This must include addressing:1. Pipe materials, tagging, color, separation, and all otherrequirements identified in Section 9.2 above.2. Backflow prevention in both potable and nonpotablewater lines.3. Cross connection control. According to the GeorgiaRules for Safe Drinking Water, 391-3-5-.13 Cross-Connections, (1) No person shall construct, maintain oroperate a physical arrangement whereby a public watersystem is or may be connected directly or indirectly witha nonpotable water system.4. Any other potential drinking water concerns.EPD may at anytime verify compliance with a reuse permit by reviewingthe records kept by the permittee. The permittee is responsible forconducting inspections within the reclaimed water service area to verifyproper connections, monitor proper use of reclaimed water, and minimize16Revised March 30, 2012
