Thus, educationstatistics tend to be the worst in state institutions, <strong>and</strong> the best infederal institutions, with few reliable statistics available on localjails. If one premises an opinion about prison literacy solely onfederal statistics, which are the most numerous, the picture willinevitably be rosier than is the general reality.In 1988, the Bureau published comparative figures <strong>for</strong> stateprisons in 1979 <strong>and</strong> local jails in 1983 (U.S. Department of Justice,1988).
