The Council also has the option of convening anextraordinary meeting, usually at the request of a member state or the Chairperson ofthe Council. Extraordinary meetings are convened to deal with pending or pressingEAC-related issues. As in the case of the Summit, consensus is the main principle thatguides its decision-making process during the Council’s meetings.4.3.3. The Coordination CommitteeThe Committee consists of Permanent Secretaries of Ministries of regionalcooperation of the partner states. Its meetings are held twice a year prior to theCouncil’s meetings to enable the Committee to coordinate the programme for theMinisters for Regional Cooperation for whom they are directly accountable. TheChairperson, who is appointed on a rotational basis among the members, may convenean extraordinary meeting to deal with specific issues. The Committee’s functionsinclude, for example, preparation of reports for the Council; implementation of therecommendations of the decisions of the Council; and coordination of the reports ofthe Sectoral Committees.4.3.4. The Sectoral CommitteesSectoral Committees consist of experts on a specific sector. The Committees areestablished by the Council, through the recommendation of the CoordinationCommittee, to deal with EAC-related issue areas. The Committees meet as frequentlyas circumstances may warrant, particularly in order to ensure that properimplementation of the sectoral programmes are adequately fulfilled.4.3.5. The East African Court of JusticeThe EACJ is the judicial organ of the Community responsible for ensuring adherenceto the law, that is, interpretation and application of the treaty. The EACJ comprises oftwo judges from each member state and shall be appointed for a maximum of sevenyears by the Summit. The President and Vice-President of the Court are appointed bythe Summit on a one-term rotational basis. A judge is expected to serve the full termof office as prescribed in the treaty unless he or she resigns; is seventy (70) years ofage; dies; or removed by the Summit after the submission of a recommendation of an
