District makes tough decision
Fewer students
means cuts for
Edgerton schools
BY SARAH ZELLER
STAFF WRITER
EDGERTON — Edgerton
School District
Administrator Norman
Fjelstad believes a societal
shift is to blame for his district’s
declining enrollment numbers.
“There’s a change in philosophy of
parents having children at a young
age,” he said. “I think young couples
are often getting married in their
late 20s or early
30s, and only
having one or two
children.”
Fjelstad
believes that
demographic is
shrinking in
Edgerton, and
has forced the
district to adapt.
Fjelstad
By 2011-’12, district officials
expect enrollment at Edgerton High
School to drop to 500, down about
100 students from 2007-’08.
“There are a lot of high schools
that are smaller than Edgerton
High School,” Fjelstad said. “That
means we can survive very well, but
we can’t do it on this number of
staff.”
Fjelstad and the Edgerton School
Board took the first steps toward a
staffing reduction Monday. The
board voted to cut three teachers
and two support staff from the district’s
elementary schools, two
teachers and one support staff from
Queen Mattress
$ 999
Sarah Zeller/staff
Edgerton High School students Kaitlin Hackner, left, and Alyssa Drye, both 14, look over an assignment in their
ninth-grade Spanish class Monday. The school district, like others across the state, is facing tough budget decisions
as student enrollment declines.
the middle school, two teachers and
two support staff from the high
school and one district-wide specialeducation
teacher. The cuts are
effective for the 2009-’10 school
year.
Other changes the district has
had to make because of its dwindling
enrollment include removing
block scheduling at the high school,
eliminating separate reading classes
Queen Mattress
$ 1699
at the middle school and reducing
the number of credits its high school
students need to graduate.
Depending on their graduation
year, students entering high school
next year will need fewer classes to
graduate; by the time the class of
2013 receives diplomas, students
will need to earn only 24 credits,
instead of the 28 currently required.
“That’s one of the things that will
help us to cushion the effects of the
cuts that we need to make,” high
school Principal Jim Halberg said.
Halberg said students and staff
would miss block scheduling, which
will be eliminated in two years.
Students will attend eight, 44minute
classes instead of four, 88minute
periods.
NEWS
INBRIEF
ROCK COUNTY
■ Krupp to face Ryan:
1st Congressional District
voters chose Pleasant
Prairie Democrat Marge
Krupp to face incumbent
Republican U.S. Rep.
Paul Ryan in the Nov. 4
general election. Krupp
received 43 percent of
the vote in Rock County,
and 37 percent across
the 1st District; she
defeated fellow
Democrats Mike Hebert
and Paulette Garin, both
of Kenosha. Also
Tuesday, 83 percent of
town of Fulton voters
voted against a referendum
that would have
increased the 2008 tax
levy by 62 percent. Town
officials said the large
increase was needed to
pay for road repairs.
Tuesday’s primary drew
an estimated 6 percent
of the county’s registered
voters.
■ Soldiers to go to Iraq:
As many as 3,500
Wisconsin National
Guard members, including
some based in
Janesville, received a
mobilization order last
week for an active-duty
mission in Iraq. Soldiers
will report for duty at
their local armories in
mid-February, then train
at a U.S. Army base in
Texas for about two
months before being
deployed overseas.
Soldiers are expected to
spend about 10 months
in Iraq. The order
includes guard units in
Janesville, Beloit, Fort
Atkinson and Elkhorn. It
is the largest operational
deployment of Wisconsin
National Guard forces
since World War II,
according to WNG
spokesman Lt. Col. Tim
Donovan.
JANESVILLE
■ Street conversions begin:
The city said work to convert
North Franklin and
North Jackson streets
from one-way to two-way
streets between
Centerway and Mineral
Point Avenue is scheduled
to begin Monday.
The project is expected
to be complete by Friday.
Crews will change pavement
markings, signage
and realign parking
areas, and will create an
all-way stop at the intersection
of North Jackson
Street and Madison
Street.
■ ‘Green’ committee meets:
City staff will present a
brief overview of sustainability
initiatives at 6
p.m. Tuesday during the
Sustainable Janesville
Committee meeting in
the city council chambers
of the Municipal
Building, 18 N. Jackson
St. The public is invited
to attend and comment
on issues. For more information,
“We’re looking at changing the
block schedule because of the state
aid that is going to be lost (due to
declining enrollment),” he said.
“The state formula is not set up to
reward those schools that are
declining in enrollment. Those are
the ones who are most significantly
negatively impacted.”
High school band teacher Valerie
Gaffney agreed.
“We’re so dependent on the
money each student brings in, that
each time we lose even one, it
affects our district a lot,” she said.
She believes the decisions made
so far are tough, but necessary.
“I can’t speak highly enough of
Dr. Fjelstad and the board here for
looking ahead and trying to do the
best that they can,” Gaffney said.
But that doesn’t mean teachers
aren’t worried for their futures.
“It’s frightening for myself and
for my colleagues and friends, for
the good staff members that we
want to keep here,” Gaffney said.
Though cutting resources is difficult,
the process may help lower
property tax bills.
“I think they’re going to see some
significant tax relief as a result of
this,” school board member Jim
Raymond said.
Edgerton isn’t the only district
affected by enrollment issues. Miles
Turner, executive director of the
Wisconsin Association of School
District Administrators, called the
Public Instruction.
in smaller districts.
Districts that can’t make ends
meet because of reduced state aid,
but can’t raise taxes because of
state-mandated revenue caps, are
in a difficult situation, he said.
“Something needs to be done to
bolster small school districts, even
though they’re declining in enrollment,”
Turner said. “The evidence
is pretty clear that small districts
really do an excellent job of educating
their kids.”
The state Department of Public
Instruction reports statewide
enrollment decreased by 7,802 students
between 1998 to 2008. More
than 800,000 students were
enrolled in the state’s public
schools last year.
DPI spokesman Patrick Gasper
said reasons for declining enrollment
vary by community.
Turner believes that smaller family
sizes and movement toward
larger cities to find employment
during tough economic times have
caused funding problems for districts
across the state.
The Janesville School District
has seen its enrollment drop by 300
students in the past five years. The
district’s total enrollment last year
was more than 10,000, according to
DPI statistics.
The Evansville Community
School District saw a small drop
last year, but expects a slight
increase in students this year, said
district Business Manager Deb
Olsen.
“We’ve actually been a fortunate
district, as far as increasing enrollment,”
she said.
Even the Milton School District,
which has seen its enrollment
increase so much that officials may
decide to build a new high school,
is proceeding with caution.
“We have had a lot of growth in
the district, mostly because of new
construction,” Superintendent
Bernie Nikolay said. “However, we
DIGEST
Man arrested, accused of planning murder-for-hire plot
BY SAM KILLIAN
AND SARAH ZELLER
STAFF WRITERS
JANESVILLE — City
Councilman Yuri Rashkin wasn’t
sure how to react Tuesday when a
police officer knocked on his door
and told him someone wanted his
new girlfriend and him dead.
“We spent the whole day hoping
it was some sort of misunderstanding,”
Rashkin said. “It’s one
of those bits of information that
takes time to truly sink in.”
On Wednesday, Janesville police
arrested the 46-year-old husband
of Rashkin’s girlfriend. Police say
the Janesville man allegedly tried
to arrange the murders of his
estranged wife and Rashkin.
Rashkin and his wife, Amy, filed
for divorce earlier this month.
Rashkin’s girlfriend, who is in the
process of filing for a divorce, is
living at Rashkin’s home.
Police said there is no indication
that Rashkin’s position on the city
council played a part in the murder
plot.
Police found out about the situation
from an acquaintance of the
estranged husband.
“He contacted a person here in
Janesville (who) he believed had
contacts with the Hell’s Angels
and the kinds of elements in society
that would commit a contract
killing,” Police Chief Neil Mahan
said. “That person called the
Janesville Police Department ...”
As of press time, the Rock
County District
Attorney’s Office
had not yet
authorized
charges against
the man, who
was scheduled
to appear in
Rock County Rashkin
Circuit Court at
4 p.m. Friday. The man was
arrested on suspicion of two
counts of solicitation to commit
first-degree intentional homicide
and one count of conspiracy to
commit murder.
According to a police report, the
man gave an undercover officer
posing as a contract killer an
undisclosed amount of money to
perform the murders.
She said it:
“We’re so dependent on the money each student brings
in, that each time we lose even one, it affects our
district a lot.”
— Valerie Gaffney, teacher, Edgerton High School
don’t know if that’s going to continue
or not, because of General
Motors closing … we’re very cautious
about saying that we have
increased enrollment.”
The Milton district has grown by
about 100 students per year for the
past three years, Nikolay said.
“But from this point on, we’re
expecting it to flatten out or even
go the other direction until the
economy rights itself,” he said.
Though Edgerton also is seeing
increased new-home construction,
that development often does not
bring additional students to the
district, Fjelstad said.
“There are more homes being
built, but frequently ... those homes
are being occupied around the lake,
the river and our golf course by
people who are coming from
Chicago or other areas to retire,” he
said. “These are not starter homes;
these are well-established people
who are buying very expensive
homes.”
The district may continue to cut
staff in the future, he added.
“The probability is that there will
be more (reductions) next year,”
Fjelstad said. “I try to talk to the
staff about reality, and that this
isn’t something that we caused. We
have to deal with reality.”
‘ ... WE CAN SURVIVE VERY WELL, BUT WE CAN’T DO IT ON THIS NUMBER OF STAFF.’
In a phone call with the officer
Wednesday, the suspect postponed
the murders, which were supposed
to occur this weekend, due to concerns
over his alibi.
“We were on pins and needles
the whole day,” Rashkin said.
Rashkin was grateful for the
police attention he received during
the ordeal.
“How do you thank somebody
for this?” Rashkin said. “When
they save your life, and they clearly
did, how can you really truly
ever express your gratitude?”
Police don’t believe anyone else
was involved in the case.
“We have no information that
he’s contacted anyone else, and it
would be highly unlikely,” Mahan
said.
PUT FAITH IN GOD, NOT FINDING ‘MISSING LINK’
A rubber gorilla suit. Lost somewhere
between the Olympics, hurricanes and
political conventions was the story out of
Georgia about the latest Bigfoot hoax.
When the hoax finally was uncovered, it
probably was one of the least-imaginative
deceptions of all time.
Two men purported to have found the
body of a Bigfoot and hauled it away while
other Bigfoots watched from a distance.
The men placed the body in a chest freezer
and filled it with water to create a giant
Bigfoot ice cube. After holding a news conference
to announce their discovery, the
men submitted DNA for testing. The DNA
was proven to be from an opossum.
Regardless, an eager Bigfoot researcher
paid an undisclosed sum of money for the
freezer and its contents. When the ice
melted, the large object inside was nothing
more than a gorilla suit mingled with
roadkill. As elaborate hoaxes go, this one
was not so elaborate. Nevertheless, intelligent,
educated people got caught up in the
enthusiasm and wanted so badly for this
to be genuine that they fell for it, hook,
line and gorilla suit.
MIKE IKE DISSMORE ISSMORE
GUEST COLUMN
This wasn’t the first attempt at producing
a missing link between modern-day
humans and our so-called Neanderthal
ancestors. Java man, Nebraska man,
Piltdown man and a whole list of others
have bypassed normal scrutiny in a desperate
effort to prove the theory of evolution.
The few finds still considered legitimate
were fabricated from bone fragments
and teeth which, given enough artistic
license, could become anything you wish.
That’s why a living remnant from a
bygone era, such as Bigfoot, is the Holy
Grail for evolutionists. As a side note, the
early adopters of evolution classified current
races as having evolved at different
rates. Of the 10 races the white
researchers ranked from highest to lowest,
it’s no surprise that Caucasian was consid-
He said it:
It amazes me that so many are
willing to put their faith in
Bigfoot, but not in the one, true
God.
ered the most advanced. That doesn’t
quite square with our belief that all men
are created equal.
Beyond the evolution question, though,
is another issue: why are we so willing to
believe a lie when the truth is much more
plausible? Admit it; when you heard the
story, there was a part of you that wanted
it to be true. We’re fascinated by the
unknown. The mysteries of life tantalize
us to the point where we give credence to
conspiracy theories, UFOs and elusive
missing links.
I believe the reason for this is that we’re
given just enough knowledge of God to
believe in Him, but not too much information
that we couldn’t also doubt His existence,
if we choose to. That yearning of the
soul for the truth occasionally takes
detours as we explore mysteries that
become dead ends.
The Apostle Paul admitted in 1st
Timothy 3:16, “Beyond all question, the
mystery of godliness is great.” The things
of God aren’t fully understood in this life
— if ever. There’s too much to grasp, and
we weren’t created with the capacity to
know everything as God does. There are
some things that we must accept by faith.
It amazes me that so many are willing to
put their faith in Bigfoot, but not in the
one, true God.
In “The Wizard of Oz,” Dorothy and her
three friends put their hopes in the wizard
to solve their problems, but the wizard
was only a machine operated by a man
pulling levers behind a curtain. There’s no
doubt in my mind that God is infinitely
more than just a man behind a curtain or
a man in a gorilla suit. He is not a hoax.
Put your faith in Him, and you’ll discover
the truth.
AREA OFFERS ABUNDANCE OF AUTUMN ACTIVITIES FOR ALL AGES
Fall definitely is in the air. Every year,
I have this dreamy idea that life will slow
down and I’ll have more time — enough
time to pick apples and watch the leaves
fall from the trees.
This year, the dream didn’t even last a
day, and I’m not sure I’d ever want it to
completely come true. There are just too
many great things going on in our community
to slow down too much. Here is
just a sampling of what this fall has to
offer for you, your family and all of your
visitors:
Fall marks the return of original productions
to the stage at The Armory. The
dinner theater’s production of “Sweeney
Todd” runs Thursdays through Sundays
through Oct. 19. In addition to the shows
in the Drill Hall Theater, The Armory
hosts Cabaret Night after every Friday
and Saturday evening performance and
Sundays in the Bunker, featuring a special
brunch menu. Upstairs at
Lieutenants Restaurant, watch for intermittent
wine dinners featuring masterfully
paired wines and foods.
Need more entertainment? The
Janesville Performing Arts Center’s annual
gala, scheduled for Sept. 26, features
AND VISITORS BUREAU
Susan Egan, the original Belle in Disney’s
“Beauty and the Beast.” JPAC’s fall season
continues with Simply Sinatra in
October and Route 3 in November.
Ready to roll up your sleeves and get a
little dirty? The Rotary Gardens Fall
Plant Sale runs through today (Sunday)
at the gardens’ Horticulture Center. On
Sept. 21, the gardens will host a free concert
featuring Southwind, a local
folk/bluegrass band. Watercolor in the
Garden, an introductory course in painting,
will be held Saturday (Sept. 20) and
Sept. 27. While you’re there, stop by the
gift shop, where all items are marked 20
percent off throughout September.
Looking for some exercise and to support
a good cause? The Alzheimer’s
Support Center will hold its 10th anniversary
Walk to Remember and Dogs on
Parade Saturday (Sept. 20) at Beloit’s
Riverside Park. After all that walking,
treat your dog to Pooch Fest at the
Palmer Park wading pool from 9 a.m. to 4
p.m.
If all that sitting still in school has your
little ones a bit restless, take them to see
some heavy equipment at Monster
Machines in Motion Sept. 21 at the corner
of Wright Road and Delavan Drive.
ArtsFEST 2008 will take place Oct. 3-4
at the Janesville Performing Arts Center.
This free, two-day event is open to school
groups and the public, and will feature
hands-on activities, daytime performances
for school groups, evening performances
for the public, as well as demonstrations
and musical performances throughout
PERSPECTIVES
T HE WAY WE SEE IT
Left takes
aim at Palin
V
oters can expect attacks on Republican
vice presidential nominee Sarah Palin
to intensify in coming weeks. For the
American left and its willing accomplices in the
elite media, Palin is the most dangerous political
figure since the transformative Ronald
Reagan — fresh from making hash of the largebrained
Jimmy Carter — ushered in the conservative
revolution of the 1980s.
Palin, 44, the
reform-minded
Alaskan governor, is
an accomplished,
articulate, freshfaced
mother of five,
and she is, of
course, conservative.
Our view
■ Self-described “hockey
mom” might be the real
transformative figure in this
year’s presidential campaign.
She manages an $11 billion budget and 15,000
state employees. Hers is the kind of political
resume liberals covet for their candidate, former
community organizer Barack (middle name
omitted) Obama.
Should John McCain win the presidency in
November, Palin immediately stands a better
chance than any woman before her, including
Hillary Clinton, of being the first female president
in the country’s history. This is intolerable
for liberals, whose identity-politics dogma
rejects the very notion that a woman like Palin
— with blue collar roots and a pregnant teenage
daughter — would choose the Republican Party
over the party of caterwauling feminist entitlement.
Thus we’ve had to witness an unprecedented
and sexist media/Internet assault on Palin and
her family. Smear merchants have questioned
her commitment to motherhood, they’ve assailed
her hairstyle and wardrobe, they’ve questioned
her husband’s drinking habits, sneered at her
working-class background and lied with
Clintonesque aplomb about her record.
For her part, Palin has held up remarkably
well; if she manages to further establish herself
as a consequential political leader and helps her
party retain the White House, the effects of
John McCain’s bold decision to put her on the
ticket likely will reverberate long after the
November election.
And that, to be sure, is a nightmare scenario
for American liberals, who see Palin and still
can’t quite believe their eyes.
M ESSENGER MAILBAG
For rest of the world, Obama intrigues, not Palin
While Americans are just getting ready
for the presidential campaign with the two
contenders receiving their party nominations,
and while the race seen from here is
extremely close, foreigners seem to think it
already is over, with Democratic candidate
Barack Obama the landslide winner.
The encomiums in the foreign media
have called Obama variously “the black
Kennedy,” “the new Abraham Lincoln,” “the
new Mandela,” “the new Dalai Lama” and
even “Tony Blair of 11 years ago.”
Obama struck a strong chord overseas,
even before he won the Democratic primaries,
because there are so few examples of an
ethnic minority reaching the highest pinnacle
of government in other countries.
Although the United States has never elevated
a woman to the White House, much
of the rest of the world has long been used
to female presidents, prime ministers,
empresses and monarchs.
Obama’s novelty value is such that the
foreign media immediately dropped Hillary
Clinton like a sack of potatoes as soon as
the primary season got under way. And
there is not much chance that they will be
YOUR TURN:
Joanne
Anderson
Janesville
I think it was a
mistake because
she doesn’t have
that much
experience. I think
she’s an attractive
woman, but we need
more than that.
‘Untested’ Obama
HELLE ELLE DALE ALE
HERITAGE FOUNDATION
impressed by Republican candidate John
McCain’s choice of a woman to share his
ticket. Not only is Alaska Gov. Sarah Palin
too conservative for many of America’s critics,
but most foreign media invariably side
with the Democratic contender.
For many outside the United States, the
idea of a female political leader is not nearly
as exotic as it is for Americans. Foreign
visitors to America often ask why this is so
— usually with an undertone that this
great country is at heart male chauvinist,
as well as racist (both notions have taken a
real blow in this election cycle). Mrs.
Clinton has spoken about finally breaking
through the glass ceiling after the “18 million
cracks” she made in this hypothetical
structure by winning so many votes in the
Democratic primaries. But abroad, women
leaders are far from a new phenomenon.
What’s your impression of GOP vice presidential
nominee Sarah Palin?
Lisa
Brown
Fort Atkinson
I think she’s
generated a lot of
excitement. She
adds a lot to the
ticket. She’s a new
and fresh face. I
think it was a very
good move.
To the editor:
Earlier this year, Sen. Barack
Obama finally repudiated the Rev.
Jeremiah Wright’s anti-American,
anti-white and anti-Israel sermons,
because Obama had to do it to save
his presidential campaign.
Wright repeatedly used these sermons
over the past 20 years at the
Trinity United Church of Christ,
where Obama has been a member for
the 20 years. Obama had to hear
these sermons, or likely discussed
them with other members of the
church, but he did not leave the
church, he did not question Wright
and his sermons, and he did not
Putting health first
To the editor:
renovation and now is smoke free! We
want to be the first to say thank you
to the owners for putting their
Europe has had many strong female leaders,
such as Elizabeth I of England, Queen
Victoria and Catherine the Great of Russia,
going back to times when monarchs really
counted. Today, Denmark and the
Netherlands have queens who have served
with distinction. But the most powerful
modern female leaders have been those
holding elected office. One immediately
thinks of Margaret Thatcher in Britain and
Angela Merkel in Germany. But France,
Norway, Turkey and others have had
female prime ministers. In Denmark, a
woman is the leader of the opposition. And
in other parts of the world, the phenomenon
is widespread. One has only to think of
Indira Gandhi, Golda Meir, Benazir Bhutto
and Corazon Aquino to mention a few.
As for Obama, what the world finds so
fascinating by his presidential campaign is
the fact that it is, in fact, unique. In no
European country, nor in most of the world,
has a minority candidate achieved the necessary
cross-over to be a contender for the
highest office in the land. While Europe is
still struggling to integrate its racial, ethnic
and religious minorities, the United States
For those who observe American politics
up close, Obama’s rise is not that surprising.
The rise of governors from ethnic
minorities is a case in point from Colorado
to Massachusetts to New Mexico and
Louisiana. And Republicans like Clarence
Thomas, Colin Powell and Condoleezza Rice
have helped pave the way for the presidential
candidate. Americans can be remarkably
colorblind in their selection of leaders.
Yet for the world, Obama has burst on
the scene like a deus ex machine. Right
now, foreigners are living vicariously
through the American election cycle a
dream of racial integration that they themselves
are far from achieving, despite all the
lip service. Whether this image of the
United States will survive the actual election
in November may be somewhat in
doubt if the Obama-Biden ticket goes down
to defeat. Yet for the moment, the United
States has achieved a new status in the
eyes of the world.
since June.
Previously, he was a substitute
teachers’ aide in the Janesville
School District for a year-and-a-half.
He earned a bachelor’s degree in
environmental science from Naropa
(Colo.) University before receiving
Applied Scholastics International in
St. Louis earlier this year. Sequoia
promote healthy lifestyles for their
students.
■ Honor roll:
Rivers has planned several trips for
his students, who range in age from
■ He said it:
“What I appreciate most about
Sequoia is its strong conviction that
all students are equally and uniquely
gifted. One of our fundamental
roles is to help students — whether
they are special needs or honors
CARING FOR CAREGIVERS
BY SAM KILLIAN
STAFF WRITER
JANESVILLE — Sometimes,
Heather Hollis needs a
break. Caring for three children
— one of whom has Down
syndrome and requires regular
trips to a Milwaukee hospital —
can be overwhelming.
So Hollis, of Beloit, sought
help from a respite program
offered by Independent Disability
Services Inc. The program provides
financial assistance so families
with special-needs children
can hire a part-time caretaker.
About 40 families participate.
“You need time to just get
away,” Hollis said. “The other
day, I went and just laid down
for about 45 minutes, and it’s
amazing how refreshed I felt.”
IDS is a Janesville-based nonprofit
organization that helps
improve the lives of families and
individuals with special needs in
the Janesville and Stateline
area. Besides its respite program
for families with special-needs
children, IDS runs another program
that provides help to
adults with special needs.
The organization will host a
silent auction from 1 p.m. to 6
p.m. Sept. 21 at the Janesville
Mall to raise money for the program.
Those in the program receive
$300 to $1,000 per year to pay
someone to watch their specialneeds
child while they run
errands or just unwind.
“If you can provide them with
that break to make them feel
like they can take time for themselves,
and get revitalized to
come back and give that 100 percent
extra energy to that child,
then this program is worth it,”
said IDS Executive Director Lisa
Ames.
Those without special-needs
children may not realize the
importance of
respite for
caregivers.
“Families
who love and
support kids
with special
needs typically
have a chal- Ames
lenge different
from other parents, in terms of
the amount of time, energy and
effort they have to put in to
being good parents,” said LuAnn
Kane, interim director of the
Rock County Developmental
Disabilities Board.
Hollis uses the money she
receives from IDS to pay her
mother to watch her 3-year-old
daughter Annie, who has Down
syndrome and last month had
open-heart surgery in
Milwaukee. Annie must be fed
through a tube, and so far has
undergone 11 surgeries.
“Having that money to offer
Mom helps me feel like I can
give her something, and I’m not
just bombarding her,” Hollis said.
“(Annie) is a special-needs child,
so she takes a little more time.”
IDS Respite Coordinator
Mary Cagney-Pike said a child
needs to see a life where their
parents aren’t their only caregivers.”
“It’s important for the child
to learn how to be with other
people,” she said. “Someone who
has been with their parents
their entire life and all of a sudden
is put in a care facility, how
do they react to that?”
Families are referred to the
nonprofit organization through
a variety of health agencies.
Cagney-Pike performs an evaluation,
which places them in one
of two categories, depending on
the family’s needs.
Those in the regular respite
program, which receives funding
from the Rock County
Developmental Disabilities
Board, generally have Down
syndrome, cerebral palsy or a
similar developmental disability.
Those in the at-risk program
have a behavioral disability, but
have not been diagnosed with a
developmental disability.
Organization offers respite to families with special-needs children
Give ’em a break
Independent Disability Services,
Inc. will hold a silent auction to
benefit its respite program from
1 p.m. to 6 p.m. Sept. 21 at the
Janesville Mall, 2500 Milton
Ave. Proceeds benefit families
with special-needs children.
For more information, call (608)
754-5552.
Hollis knows her family isn’t
the only one that could benefit
from the extra help.
“I wish everyone could get (in
the program),” she said. “I know
there are a lot more families
who could use it.”
The Respite at Risk program,
which is partially funded by
Stateline United Way and
United Way of North Rock
County, has six families on a
waiting list and is the primary
focus of the silent auction.
Cagney-Pike said seeing families
on the waiting list due to
lack of funds is the hardest part
of her job.
“I really believe having that
break saves families,” she said.
“This is such an important
thing.”
Kane agreed.
“Giving those parents a break
sometime really strengthens the
family unit,” she said.
Hollis likes having a break to
attend one of her other children’s
school functions, to run
errands or just get away for a
while. She used a recent break
to take a long motorcycle ride
with her husband.
“Without IDS, it would be
almost impossible for us to do
anything,” she said. “(IDS) has
done more for our family than
they realize.”
SPORTS
JIM IM CHEADLE HEADLE
SCALES AND TAILS
Organizations
make a real
difference
One reason we get to enjoy many outdoor
endeavors is the willingness of sportsmen and
women to donate money and time to their
favorite sport. One of the oldest groups that
exemplifies this type of support is Ducks
Unlimited.
In 1937, during the Dust Bowl drought conditions,
the loss of wetlands dropped waterfowl
numbers to unprecedented lows. Rather than sit
by and hope for the best, a small group decided
to move forward with a mission statement built
on habitat conservation.
Today, Ducks Unlimited is the largest and
most-productive private organization in the
world. Over 1 million supporters fund projects
in the United States, Canada, Mexico, Latin
America and the Caribbean. The group’s funding
supports causes wherever waterfowl
migrate, breed or overwinter.
Restoring and keeping wetland areas contributes
greatly to the welfare of much more
than ducks and
He said it:
To date, DU programs
have conserved more
than 12.2 million acres
in North America.
geese. Wetlands
are the filtering
system for the
water we drink,
and also control
flooding. If the
wetlands along
the Mississippi
delta had not been tampered with, scientists
believe there would be significantly less stormand
hurricane-related damage.
Wetlands also support and offer habitat to
more than 900 wildlife species. When we drain
fields and marshes and remove fence lines, we
are contributing to the loss of more than 80,000
acres of prime habitat each year.
Probably the main reason groups like Ducks
Unlimited are so effective is that they are private,
and their funds are unrestricted by government
intervention.
During the past year, a whopping 87 percent
of the group’s expenses went directly to conservation
work. A real tip of the huntin’ cap goes to
those folks. To date, DU programs have conserved
more than 12.2 million acres in North
America.
Now, you have an opportunity to contribute.
Ducks Unlimited is sponsoring an event at 5:30
p.m. Sept. 25 at the Eclipse Center in Beloit.
Along with what always is a great meal, you
have an opportunity to win some great door
prizes and raffles. For ticket information, call
Steve Edwards at (608) 365-4520. Hope to see
you there.
*****
Now that goose season is on, I’ve had some
requests for the corned goose recipe. Like many
of you, I don’t consider Canada goose one of my
favorites. Years ago while corning some venison,
I diluted some of the leftover brine and soaked a
goose breast. When I took it to a game feed, I
had folks ask me what kind of ham it was. You
need to try this one!
You need 4 cups of water, ½ cup of Tender
Quick pickling salt, 1 tablespoon pickling spices
and one medium onion. Cut the breast in half
lengthwise. Chop the onion, and pat onion and
spices on the meat. Place in a crockpot; dissolve
the salt in the water and pour over meat. Make
sure meat is submerged, and refrigerate for
eight hours. Pour off the liquid and rinse meat
under running water. Place meat back in pot,
don’t add any liquid and cook till tender.
The Wild Goose says: Hummingbirds are
migrating, boost feeders to 1 cup sugar to 3
cups water and be sure to keep them clean.
Rock Valley schools adjusting to life
in realigned, expanded conference
BY RICK WEST
STAFF WRITER
EDGERTON — Citing a desire
for improved enrollment parity,
the Wisconsin Interscholastic
Athletic Association is debuting a number
of revamped conferences in southern
Wisconsin.
The Rock Valley Conference received
a substantial facelift, and began play
Friday with a 12-team, two-division format.
Six of the eight former RVC teams
will make up the South Division, while
Evansville and Edgerton, the largest
schools from the RVC, will be joined by
Whitewater, Jefferson and East Troy
from the former Southern Lakes
Conference and McFarland, formerly of
the Badger Conference, in a North
Division. The divisions are based more
on student enrollment than geography,
with six of the smallest schools in the
south (see related graphic).
Edgerton head coach Mike Gregory,
whose team faced East Troy Friday,
said the new competition will make
things interesting for the Crimson Tide.
“It’s going to be a huge adjustment,”
he said. “You’re used to playing the
same people ... We have to increase our
scouting and try to get some more
film.”
RVC President Bruce Gunderson
said the move should even out the competition
for some of the schools.
“There were some of the smaller
schools that wanted a better chance to
compete and have the opportunity of
getting into the playoffs,” the principal
at Palmyra-Eagle High School said.
“We felt if we didn’t go with a divisional
SPORTS BRIEFLY
■ UW-Whitewater remains No. 2 in poll:
The University of Wisconsin-Whitewater held
onto the No. 2 spot in the D3Football.com
weekly rankings. The Warhawks, who
defeated St. Xavier University 24-9 Sept.
5, received four of 25 first-place votes.
Mount Union (Ohio) College maintained its
No. 1 ranking, earning 20 first-place
votes. UW-Whitewater beat Mount Union
in last year’s national championship
game. The Warhawks played Saturday at
He said it:
— Mike Gregory
coach, Edgerton Crimson Tide
system, they wouldn’t get into the playoff
picture.”
According to the WIAA playoff procedure,
teams with winning conference
records qualify for post-season play. A
major issue, however, surfaces in weeks
two and eight of the conference season
when interdivisional games, which
count in the conference standings, are
scheduled.
“The more games you have in your
conference, the better chance of having
a winning record,” said coach Paul
Ackley of RVC newcomer McFarland.
Coaches from the smaller South
Division disagree.
“I don’t like the fact that the
crossover games are going to count,”
said second-year Beloit Turner coach
Andy Coldren. “Being a smaller school
and having schools like Jefferson, that
have close to 800 kids, count toward
whether or not we make it to the playoffs
— I’m not a big fan of that.”
Edgerton senior quarterback Bryan
Gregory said it may take some time to
get adjusted to the team’s new RVC
foes.
“Before, you knew everyone and it
was a rivalry,” he said. “Now it’s like
you’re coming in and playing noncon-
■ Snappers’ Revere receives another honor:
Beloit Snappers center fielder Ben Revere
has added the Brodie Trophy to his collection
of post-season accolades. The trophy,
awarded by the Snappers’ coaching staff,
recognizes Revere as the team’s top player.
After joining the Snappers in late April,
Revere led the Midwest League with a
.375 batting average and .428 on-base
percentage; ranked second with 44 stolen
bases and third with a .497 slugging per-
Some conferences, like the Badger,
don’t count crossover contests.
“Until we get into game play and into
the season, we’re not going to know if
it’s working,” Gunderson said. “We left
the door open to re-evaluate this every
year.”
Players, coaches and fans already
may have gotten their first look at the
new conference, but coaches aren’t sure
how the season will unfold.
“To see how it plays out is going to be
interesting,” Clinton Cougars Coach
Chris Jaecks said.
— Staff writer Sam Killian contributed
to this report.
centage. Revere also
led the Snappers in
hits, doubles, triples,
stolen bases and
slugging percentage.
In last month’s
Baseball America
magazine, Midwest Revere
League coaches voted
Revere as the league’s best batting
prospect, as having the best strike-zone
judgment, the fastest base runner and
Attention Wise Home Owners...
“Am I crazy to install a
NEW AIR CONDITIONING
AND FURNACE
in your home... and do it all for
DEAR FRIEND,
This May Sound “Crazy”. But...I am making a calculated business
gamble. It will be a GREAT opportunity for you, if you can
act quickly. And it will help me solve a minor seasonal (or inventory)
problem I have if it works out.
WHAT’S IT ALL ABOUT?
Just this. I try to run a pretty ship shape business. I measure
everything daily to see how we’re doing. I weigh advertising
costs compared to results. I track how fast we can “turn” our
inventory. I even know how fast we have to answer the phone
before you hang up and call someone else (39 seconds). I hire
only the best technicians who are polite and “drug free” to install
and service heating and A/C systems in your home. And finally,
I try to predict the weather. Why? Because if the weather is
extremely hot or extremely cold, my phone rings off the hook.
And we’re busy, busy, busy.
ANTSY TECHNICIANS
But if the weather is mild, the phone doesn’t ring and my technicians
get a little antsy. I hate to send them home when it’s
slow. But I have no choice. That’s why I’ve come up with this plan
that may sound “crazy” at first...but I think you’ll love it.
HERE’S MY PLAN.
I have 19 brand new air conditioning units and 27 new furnaces
in stock right now. That’s too many. The weather is mild enough
that I’m a little nervous about “inventory turns”. So, here’s my
offer...I’ll install BOTH the A/C unit and the heater in your home
if you call in time...for less than $17.45 per week. And, qualified
buyers, you can get no interest no payments for 6 months.
We’ve teamed up with a financing firm who will finance your new
system with approved credit. Obviously I won’t make much of a
profit on this “crazy” offer...But I’ll hopefully break even and keep
my technicians busy enough till the warm weather gets here.
ACT NOW AND SAVE.
So, if you’re a wise home owner...and your A/C unit or furnace
is nine or ten years old or older...pick up the phone and CALL
NOW...you could get BOTH a new A/C unit and a furnace and
save money on installation and utility bills. If you put this off, you
might regret it later this summer when you end up replacing your
system anyway and prices are back up to normal. The units I
have in stock are big enough for a 2-3 bedroom home. And I
have a couple of units that are big enough for a 4-5 bedroom
home. Don’t let someone else steal your opportunity, pick up the
phone and take advantage of my situation while helping me at
the same time. As always, my work is guaranteed. Parts AND
Labor. This new furnace and air conditioning will give you years
of trouble FREE service. Thank you in advance, for giving me
that chance to serve you. You’ll get a great investment. And we’ll
keep our crew busy again, and it will all even out. Hurry. Don’t
Kia’s new
multi-tasking
wagon
takes its
name from the desert
community of Borrego
Springs, Calif. For Kia,
no doubt, hope springs
eternal that North Americans
still have a healthy
appetite for big rigs such
as this seven-passenger
sport utility vehicle, despite
lagging sales in this
once-dominant and
almighty category.
To make matters even
more interesting, Borrego
takes aim at some of
the biggest names in the
off-roader world and is
using its size and might
to jostle its way into the
midst of this crowd. According
to Kia, in fact,
the Borrego is more spacious
than competitive
stalwarts Honda Pilot,
Jeep Commander,
Hyundai Veracruz and
Toyota’s Highlander and
4Runner.
But size is only part of
the equation. Borrego
also looks the part with
attractive sheetmetal
that imparts a sense of
muscular competency for
whatever tasks its called
upon to perform. In addition,
the wide stance contained
within
none-too-subtle flared
fender openings adds to
the vehicle’s strong-arm
demeanor.
The athletic exterior
contrasts with near luxury-class
cabin that can
be decked out to approximate
any number of
high-end off-roaders that
are more than a couple of
notches above the Borrego’s
station in life. Both
the rear-most bench.
Whether both rear seats
are completely or partially
folded flat or left
upright, the available
cargo space is commensurate
with the generously
proportioned
interior.
The body structure
sits on a ladder-type
frame that, for the most
part, is still the industry
standard for tackling the
toughest rough- or offroad
assignments as well
as towing heavy loads
(up to 7,500 pounds).
The business end begins
with a 276-horsepower
3.8-liter V6
connected to a five-speed
automatic transmission.
Those requiring more
guts can select the optional
337-horsepower
4.6-liter V8 that operates
with a six-speed automatic.
In this class, only
the Ford Explorer, Toyota
4Runner and Nissan
Pathfinder offer V8
power in their lineups.
Rear-wheel-drive (no
matter the engine) is
standard while fourwheel-drive
is optional.
For the moment, Borrego
is available in two
versions. Base LX models
feature the usual
air/cruise/tilt trio plus
power
windows/locks/mirrors
and a six-speaker audio
system. A back-up warning
system, hill start assist
(that keeps the
vehicle from rolling backward
when moving forward
from a full stop on
A new sport utility
vehicle? Now?
Kia is no stranger
to swimming
against the current.
a hill) and downhill
brake control (that holds
the vehicle at a controlled
speed while descending)
are included on
the standard-equipment
list.
Spring for the EX and
you’ll get power-adjustable
driver’s and
front passenger’s seats
are included, along with
climate control, heated
outside mirrors and an
auto-dimming rearview
mirror.
Additionally there are
a couple of stand-alone
options and packages
that provide heated front
leather seats, power sunroof,
separately controlled
rear air
conditioning, premium
entertainment and navigation
gear, backup camera
and power
tilt/telescopic steering
wheel as well as fancier
wheels.
A Limited edition arrives
later in the model
year that features special
trim, push-button start,
power adjustable pedals
and other fancy fittings.
Given the lagging
sales in the mid- and fullsize
sport utility vehicles,
launching the Borrego is
no doubt a gamble. However,
Kia appears fearless
in the face of this
uncertainty and seems
bent on scooping up buyers
wanting a high-value
sport ute — and there
are still plenty of them
out there — with room
and performance to spare
plus the kind of styling
that gets them noticed in
Borrego Springs, Calif.,
or anywhere else for that
matter.

JANESVILLE
MESSENGER ■ Sunday, September 14, 2008
We take our brakes for granted. As long as the
car slows down and stops, we’re happy. However,
there are many factors that affect brake
performance, from the fluid being used to the
rotor construction to pad material. In recent
testing, Wheelbase Communications discovered
reductions of as much as 20 percent in terms
of stopping distance from 60 mph merely by
upgrading to higher-quality pads. That could be
the difference between life and death.
Brake
caliper
are usually larger
in diameter for more leverage and have
more material for dissipating heat..
This is because when slowing, the
weight shifts to the front wheels, which
means the front can handle more
braking power before the
wheels lock up.
Inexpensive to replace and
certainly adequate for the
average family car.
Weight; wear and tear that
affect performance and
safety; heat saturation and
resulting performance
loss. Rust.
Rotor
Brake
pads
are forced away
from the caliper
by increasing
pressure from
brake fluid
caused by
pushing the
brake pedal.
contact the rotor
when forced by
the caliper piston.
The pads normally
wear out, along
with the rotors,
which should be
resurfaced with
each set of new
pads.
ventilate the disc
as it turns. In most
cases, front rotors are
ventilated and rears
are solid. Most rotors
are made of cast iron
although carbon
ceramic is becoming
popular in highperformance
applications, such as
the 2009 Corvette ZR1
(see below for the
benefits).
Light weight, might never
need replacing in a
street-car environment,
fade-free braking.
High cost (thousands
of dollars per rotor);
needs to build heat
for optimum
performance.
