PROCEEDINGS OF THE SIXTH STATE LEVEL EMPOWEREDCOMMITTEE MEETING HELD ON 7.8.07 AT 4.30PM IN THECHAMBERS OF THE CHIEF SECRETARY, VIDHANA SOUDHA,BANGALORE.Members presentEnclosedThe Managing Director, KUIDFC welcomed <strong>the</strong> Chairman and o<strong>the</strong>r Members <strong>of</strong><strong>the</strong> Committee to its <strong>sixth</strong> meeting. He explained that <strong>the</strong> meeting wasconvened to consider proposals <strong>of</strong> BBMP. Subsequently BWSSB had alsosubmitted three proposals and <strong>the</strong> same were presented as additional subjects.The three proposals for remodeling Storm Water Drains were presented byBBMP to <strong>the</strong> Committee. The present conditions <strong>of</strong> <strong>the</strong> drainages were outlinedand <strong>the</strong> vulnerable areas were listed through pictures where water logging wasacute during <strong>the</strong> flooding. It was also pointed out that in most <strong>of</strong> <strong>the</strong> new areas<strong>the</strong>re was no drainage system at all and flow was along natural valleys andhence cost would be higher in comparison to that in <strong>the</strong> core areas. Box type <strong>of</strong>drains were proposed to be put up.The <strong>committee</strong> noted <strong>the</strong> various critical areas in <strong>the</strong> project and made <strong>the</strong>following observations and suggestions.a) The areas adjoining <strong>the</strong> drains would improve substantially afterconstruction and should look out for ways to harvest <strong>the</strong> value addition.The length <strong>of</strong> <strong>the</strong> drains should be surveyed to identify <strong>the</strong> extent <strong>of</strong> landthat would become available on ei<strong>the</strong>r sides after construction and suchland should be cordoned <strong>of</strong>f so that encroachment would not happen.b) The possibility <strong>of</strong> constructing roads wherever feasible on top <strong>of</strong> <strong>the</strong>drains should be studied and necessary provisioning should be made in<strong>the</strong> existing design in order to keep options open for future construction


2<strong>of</strong> roads. The possibility <strong>of</strong> exploiting <strong>the</strong>se drains for construction <strong>of</strong> LinkRoads should also be examined.c) Box Type <strong>of</strong> construction cannot take loads on top and hencePIERS/COLOUMNS should be constructed wherever roads are to beconstructed at a future date. The logic should be brought out in <strong>the</strong> DPRsso that higher costs due to construction <strong>of</strong> PIERS/COLOUMNS can bejustified. In some lengths <strong>the</strong> possibility <strong>of</strong> constructing twin boxes shouldbe explored in order to improve flow <strong>of</strong> sewage and create two way roadsif roads were to be built on top. Some stretches could also be designed fortwo wheelers only if width was a constraint.d) Wherever larger areas are harvested <strong>the</strong> possibility <strong>of</strong> using such land foro<strong>the</strong>r applications should be studied.e) Most <strong>of</strong> <strong>the</strong> drain lengths were along natural valleys in <strong>the</strong>se new areasand it was likely that large areas would be encroached. BBMP should evictsuch areas for effective implementation <strong>of</strong> <strong>the</strong> project. This would also benecessary to maintain uniform width <strong>of</strong> <strong>the</strong> drains all along.f) Tendering should be done in packages so that work could be carried onsimultaneously all along. Package sizes should not be <strong>of</strong> a very small size.A package size <strong>of</strong> about Rs 30 crs to Rs 40 crs would perhaps facilitatequality work on a time bound basis.The <strong>committee</strong> desired that <strong>the</strong> DPRs take note <strong>of</strong> <strong>the</strong> above observationsand <strong>the</strong>reafter sent to <strong>the</strong> MoUD. The <strong>committee</strong> approved <strong>the</strong> threeproposals and passed <strong>the</strong> following resolutions.Subject No.1Proposal for Remodeling <strong>of</strong> Storm Water Drainsin Byatarayanapura (BBMP)RESOLUTION No.1“RESOLVED that <strong>the</strong> proposal for remodeling <strong>of</strong> Storm Water Drains at anestimated cost <strong>of</strong> Rs.95.66 crores (rupees ninety five crores and sixty six lakhs


3only) is approved and fur<strong>the</strong>r that <strong>the</strong> funding pattern proposed is also approvedand fur<strong>the</strong>r resolved that <strong>the</strong> JNNURM be approached for a grant <strong>of</strong> Rs.33.48crores (rupees thirty three crores and forty eight lakhs only) which forms 35per cent <strong>of</strong> <strong>the</strong> cost <strong>of</strong> project as well as <strong>the</strong> GoK be approached for a grant <strong>of</strong>Rs.14.35 crores (rupees fourteen crores and thirty five lakhs) only which forms15 per cent <strong>of</strong> <strong>the</strong> project cost and <strong>the</strong> balance be met by BBMP”.Subject No.2Proposal for Remodeling <strong>of</strong> Storm Water Drainsin Krishnarajapura (BBMP)RESOLUTION No. 2“RESOLVED that <strong>the</strong> proposal for remodeling <strong>of</strong> Storm Water Drains at anestimated cost <strong>of</strong> Rs.114.52 crores (rupees one fourteen crores and fifty twolakhs only) is approved and fur<strong>the</strong>r that <strong>the</strong> funding pattern proposed is alsoapproved and fur<strong>the</strong>r resolved that <strong>the</strong> JNNURM be approached for a grant <strong>of</strong>Rs.40.09 crores (rupees forty crores and nine lakhs only) which forms 35 percent <strong>of</strong> <strong>the</strong> cost <strong>of</strong> project as well as <strong>the</strong> GoK be approached for a grant <strong>of</strong>Rs.17.18 crores (rupees seventeen crores and eighteen lakhs) only which forms15 per cent <strong>of</strong> <strong>the</strong> project cost and <strong>the</strong> balance be met by BBMP”.Subject No.3Proposal for Remodeling <strong>of</strong> Storm Water Drainsin Rajarajeshwarinagar (BBMP)RESOLUTION No. 3“RESOLVED that <strong>the</strong> proposal for remodeling <strong>of</strong> Storm Water Drains at anestimated cost <strong>of</strong> Rs.124.67 crores (rupees one hundred twenty four crores andsixty seven lakhs only) is approved and fur<strong>the</strong>r that <strong>the</strong> funding patternproposed is also approved and fur<strong>the</strong>r resolved that <strong>the</strong> JNNURM be approachedfor a grant <strong>of</strong> Rs.43.65 crores (rupees forty three crores and sixty five lakhsonly) which forms 35 per cent <strong>of</strong> <strong>the</strong> cost <strong>of</strong> project as well as <strong>the</strong> GoK beapproached for a grant <strong>of</strong> Rs.18.70 crores (rupees Eighteen crores and seventy


4lakhs) only which forms 15 per cent <strong>of</strong> <strong>the</strong> project cost and <strong>the</strong> balance be metby BBMP”.Subject No4: Dovetailing <strong>of</strong> KMRP with JNNURM.DPR proposals <strong>of</strong> Under Ground Drainage works <strong>of</strong> BWSSBin Byatarayanapura, Yelahanka and Kengeri areas <strong>of</strong> BBMPforming part <strong>of</strong> <strong>the</strong> World Bank assisted KarnatakaMunicipal Reforms ProjectBWSSB presented <strong>the</strong> status <strong>of</strong> <strong>the</strong> initiatives under various projects for waterand sanitation in <strong>the</strong> erstwhile eight ULBs around Bangalore which were nowmerged to form <strong>the</strong> BBMP under five additional zones.A water supply scheme under GBWASP was under final stages <strong>of</strong>implementation. A UGD network was now to be taken up in <strong>the</strong>se areas under<strong>the</strong> WB assisted KMRP. Setting up <strong>of</strong> STPs and augmentation <strong>of</strong> bulk supply <strong>of</strong>500 mld was to be taken up under JBIC loan.There were 12 STPs with a capacity <strong>of</strong> 718 mld at present out <strong>of</strong> which 5 STPswith a capacity <strong>of</strong> 493 mld were in <strong>the</strong> core area. STPs with a capacity <strong>of</strong> 403mld were proposed to be taken up under <strong>the</strong> JBIC project. The requiredcapacity was estimated at 985 mld <strong>of</strong> sewage in 2011 and 1320 mld in 2021.The JBIC project was expected to be completed by 2011.The KMRP project was to commence implementation and it was now proposedto dovetail with JNNURM for seeking 35% <strong>of</strong> <strong>the</strong> cost as grants from MoUD.The <strong>committee</strong> considered <strong>the</strong> proposal <strong>of</strong> BWSSB to dovetail <strong>the</strong> KMRP fundedby WB along with JNNURM for funding purpose as provided in <strong>the</strong> toolkit andapproved <strong>the</strong> DPRs for Byatarayanapura estimated at Rs.157.95 crs, Yelahankaat Rs 16.46 crs and Kengeri at Rs 22.88 crs and passed <strong>the</strong> followingresolutions:
