And Pampanga is thefirst province to finish ELA in Central Luzon,”she stated.Fabia said that since September, DILGPampanga had been conducting seminarworkshop and other technical interventionsin each town to facilitate the formulation ofthe ELA.“Most of the local officials are enthusiasticin completing their ELA but they need guidelines.We conducted seminar-workshop tohelp them draft their agenda of governance,”said Fabia.The DILG Pampanga director addedthat ELA is significant in local governance. Perreras, a self-taughtpainter from Angeles City, wonthe grand prize in the paintingcategory of an art contest sponsoredby gas-giant Petron.Everyone’s Vision Petron, formerlyArtPetron, is an exhibitionand competition for all young andbudding artists which startedyear 2000.Perreras’ work, “Successcomes in a can not a can’t”, is astory where a family resides in acan of a 555 sardines, which theartist compared to a home in asquatter’s area.A can of sardines is often usedto describe the hard-up conditionof people in the slum areas.Another image shown in Perreras’work is a boy studying reallyhard for his family to have abetter life and future.“This child wanted to be thestart of progress. That, if he focuseson studying and developshis full potentials, his living statuswill be uplifted and this willthen serve as an inspiration forall the poor people,” Perreras explained.The 25-year-old painter receiveda cash prize worth P50,000and a trophy for his entry--an oilin canvass piece with 48 by 36-inch dimension.Other grand prize winners areBernardo S. Rita,Guagua, Sasmuan, Lubao and Floridablanca.Salalila, who is also the chairman of the committeeon education of the Sangguniang Panlalawigan,said the effort of the provincial governmentis unconditional and their only request is forthe students to study hard and finish their schooling.“We challenge all the beneficiaries of the scholarshipprogram of the province to be role modelsto other youth. Study hard and be responsiblestudents. Finish your studies with flying colors,”Salalila stressed.The board member explained that the scholarshipprogram of the Capitol was formulated toassists poor families in sending their children tocollege.The financial assistance is in addition to othereducation programs of the province that includeestablishment of satellite campuses, constructionof classrooms, covered courts, comfort rooms andSpecial Program for the Employment of Students(SPES). ●
