Not even thebest airport could manage to operate<strong>in</strong> such harsh environment.However, this <strong>in</strong>convenience issomewhat temporary as normalcyreturned <strong>in</strong> no time right afterSanti flew away from the region.Facility-wise, CIA satisfactorilypasses requirements of an <strong>in</strong>ternationalairport, able to accommodatethe biggest passenger orcargo aircraft <strong>in</strong> the world unlikeother airports that usually get todivert flights to other airports dueto congestion even when therereally are not that much <strong>in</strong>boundor outbound flights at any giventime.Had it not for the fierce w<strong>in</strong>dsand bl<strong>in</strong>d<strong>in</strong>g ra<strong>in</strong>s <strong>in</strong>duced by thetyphoon, it is unlikely for CIA toshoo away flights towards otherairports. What the Clark airport isdo<strong>in</strong>g is entic<strong>in</strong>g all airl<strong>in</strong>es to tryits facilities which are slowly-butsurelyimprov<strong>in</strong>g to meet the ris<strong>in</strong>gaviation standards.Everyth<strong>in</strong>g is back to normal <strong>in</strong>Clark after Santi wreaked havocamong many prov<strong>in</strong>ces <strong>in</strong> CentralLuzon. Gen. Arsenio Balisacan to PresidentAqu<strong>in</strong>o, copy furnished AgricultureSecretary Prospero Alcala, saidthat the third quarter rice productionof 7.4 million metric tons (MT) thisyear is <strong>in</strong>adequate to cover total demandamount<strong>in</strong>g to 9.1 million MT--adeficit of 1.7 million MT that can evenballoon to 2.6 million MT if a 30-daybuffer stock is factored <strong>in</strong>. NEDA, <strong>in</strong>the same report, recommended theimportation of 500,000 MT of riceto stabilize prices that have gone upthese past months without clear explanationfrom the government.In a previous column, I mentionedthat the government reduced its importationof rice because of what itclaimed as cont<strong>in</strong>u<strong>in</strong>g success of itsrice sufficiency program. For thisyear, it was supposed to have only allowedthe importation of 187,000 MTas mentioned by an agriculture officialthat turned out to be only some11 to 7 percent of the total supplydeficit. Even the SONA target figureof 350,000 MT of rice import for thisyear was still way below the NEDAreporteddeficit. But the governmentseems not bothered. Maybe there issometh<strong>in</strong>g it is not tell<strong>in</strong>g us.Actually the government wantsto tell us someth<strong>in</strong>g–the governmentrice sufficiency program underthe present adm<strong>in</strong>istration is do<strong>in</strong>ggreat. Aqu<strong>in</strong>o first announced his riceself-sufficiency program <strong>in</strong> his 2012What’s the real score on rice?SONA. A year later, <strong>in</strong> his 2013 SONA,he boasted that rice imports hadsteadily gone down from 2 million MT<strong>in</strong> 2010, 855,000 <strong>in</strong> 2011, 500,000 <strong>in</strong>2012, to a target of 350,000 MT thisyear.While the plan was toreduce rice imports, thoseallowed to import were <strong>in</strong>creasedfrom 12 rice farmers’cooperatives <strong>in</strong> 2011 to109 of such cooperatives <strong>in</strong>2012 plus some 19 privatetraders with the NFA stilldo<strong>in</strong>g its own importation.For 2012, the NFA Councilhad decided to bid out theimport rights of 380,000metric tonnes to the privatesector, divided equally betweentraders and farmers’cooperatives. The rema<strong>in</strong><strong>in</strong>g120,000 metric tonnes was to bebought by the NFA from countrieswith which it had purchase agreements.Accord<strong>in</strong>g to former NFA Adm<strong>in</strong>istratorLito Banayo this arrangement,while it boosted governmentprofits, spawned opportunities forrice smuggl<strong>in</strong>g as it made monitor<strong>in</strong>gof private importers more difficult.Banayo, like some lawmakers, hadrecommended that the NFA be madethe sole importer of rice.Earlier this year, rice traders, millers,farmers and the consumer watchdogBantay Bigas (Rice Watch) disputedthe government’s claim of riceself-sufficiency and asked the Aqu<strong>in</strong>oadm<strong>in</strong>istration to act immediatelyand decisively aga<strong>in</strong>st the reportedrampant rice smuggl<strong>in</strong>g <strong>in</strong> the countrythat has resulted <strong>in</strong> the flood<strong>in</strong>gof the gra<strong>in</strong> and lower demand for domesticrice. Us<strong>in</strong>g IMF trade figuresthat bore discrepancies <strong>in</strong> the postedvolumes of trade between the countryand Vietnam alone it was estimatedthat some 16.6 billion pesos worth ofrice was smuggled <strong>in</strong>to the country <strong>in</strong>the first two years of President Aqu<strong>in</strong>othat also meant some 6.6 billionpesos <strong>in</strong> lost customs duties.This October, four trad<strong>in</strong>g firmswere charged by the Bureau of Customs(BOC) for allegedly br<strong>in</strong>g<strong>in</strong>g <strong>in</strong>11 million pesos worth of illegal ricefrom Hong Kong and Myanmar. CustomsCommissioner Ruffy Biazonsaid smuggl<strong>in</strong>g charges were filedgut feelLeny Manalowith the Department of Justice (DOJ)aga<strong>in</strong>st owners of Ocean Park Enterprises,V<strong>in</strong>tage Eagle Market<strong>in</strong>g,M<strong>in</strong>danao Port Enterprises and ZoneZodiac Commercial. “Ocean’s Park’sshipments were part of the 1,169 conta<strong>in</strong>ervans of smuggled ricethat were seized by BOC <strong>in</strong>the Port of Cebu earlier thisyear,” Biazon said. He added,“V<strong>in</strong>tage Eagle ownerJulius H<strong>in</strong>oo together withM<strong>in</strong>danao Portal ownerEdmundo Acuno and ZoneZodiac owner FernandoPal<strong>in</strong>gcod illegally importedsix conta<strong>in</strong>er vansof rice that arrived <strong>in</strong> theM<strong>in</strong>danao Conta<strong>in</strong>er Port.”Rice smuggl<strong>in</strong>g apparentlycont<strong>in</strong>ues even as the lastreported big cases of ricesmuggl<strong>in</strong>g were still from last yearwhen names of farmers’ cooperativeswere implicated <strong>in</strong> the undocumentedrice importations <strong>in</strong> Albay and at theSubic Bay Freeport that promptedthen House committee on good governmentand public accountabilitychairman Rep. Jerry Treñas to starta probe, well, that ended as a probe.Just wait for a Senate probe then? Butthey are still nowhere near the end ofthe probe on the pork scam!So if the government now says thatthe present high prices of rice aredue to manipulation by rice tradersand not to the low supply of rice, isit a tacit acceptance by force majeurethat there is abundance of rice <strong>in</strong> privatebodegas that came not from localplanters nor from legitimate riceimports? Less we forget, the CentralLuzon allocation for agriculture <strong>in</strong>the 2014 national budget was cutby 220 million pesos affect<strong>in</strong>g thefarm mechanization program that isneeded to boost agricultural productionespecially <strong>in</strong> rice. That was farfrom be<strong>in</strong>g <strong>in</strong> the right direction toachieve market competitiveness andsufficiency for locally produced rice .This is why I cannot understand theexcitement over the reported governmentsav<strong>in</strong>gs <strong>in</strong> billions of pesos thatwas attributed to the policies andmanagement priorities of the presentadm<strong>in</strong>istration. Itmeans that the CIA hasthe capacity and capabilityto handle <strong>in</strong>bound flights’ situations.Last Saturday afternoon, I waspractically glued to watch<strong>in</strong>gthe do-or-die game betweenthe De La Salle Green Archers andthe UST Growl<strong>in</strong>g Tigers for thechampionship title of theUAAP 76th season. 8 FEATURE OCTOBERHeadl<strong>in</strong>e<strong>Gitnang</strong> Luzon15, 2013The Aftermath <strong>in</strong> MagalangIn the aftermath of typhoon Santi, I saw onFacebook how the whole Central Luzon was badlyaffected through different posts of my friends andacqua<strong>in</strong>tance, giv<strong>in</strong>g <strong>in</strong>stant <strong>in</strong>formation on thesituation of every municipality.Workers uniteto clear the roadof fallen trees <strong>in</strong>Magalang.On early Saturday morn<strong>in</strong>g just this pastweekend, I was eager to go around the prov<strong>in</strong>ce,to see <strong>in</strong> actuality the debris of fallentrees that blocked national highways and roadswith<strong>in</strong> the region. Although most of the surround<strong>in</strong>gtowns had total power blackouts asan effect of jammed power l<strong>in</strong>es especially onthe upper regions of Porac, Angeles to Mabalacat,the town of Guagua never experienced theelectricity shortage.This gave me an advantage to charge all myphotography stuff <strong>in</strong> full power and go shoot“unlimited”.My top dest<strong>in</strong>ation was actually the town ofMagalang. One reason why I wanted to go tothis place is because of another documentaryproject I am do<strong>in</strong>g for an <strong>in</strong>ternational grant. Aproject which I entitled, the “Dog-eaters”, I waslook<strong>in</strong>g for a location and contact person whoknows a great deal about a group of people whoslaughter domestic dogs for food.I have been <strong>in</strong>to a lot of places with<strong>in</strong> <strong>Pampanga</strong>and had seen a lot of these practices butthe one <strong>in</strong> Magalang’s method <strong>in</strong> do<strong>in</strong>g it is believedto be more spiritual. But my agenda washard to achieve, as most of the people, when Ireached the place, were all busy <strong>in</strong> clear<strong>in</strong>g outthe rubbles of the typhoon, which impeded thepathway go<strong>in</strong>g to Arayat.Headlong to the boundary of Magalang, Iwent forward to the barrio of San Vicente tocheck on the clouds that surround the majesticmounta<strong>in</strong> of Alaya. From my vantage po<strong>in</strong>t,they seem to be so low that you can reach themby hand. But go<strong>in</strong>g there, it felt like forever as Iscratched the whole stretch of the narrow pathwayof the barrio, pass<strong>in</strong>g houses and a roughroad--at times submerged with water--just toget to the elusive smoke pillows which manytimes faded <strong>in</strong> and faded out to my view causedby a lot of impediments.I reached that nearest po<strong>in</strong>t through amanmade land bridge that connects anotherzone to the former barrio I just went through.I was <strong>in</strong> awe and, for a moment, I only heardsilence, as I am stand<strong>in</strong>g on the foot of thismassive mound that can compel any be<strong>in</strong>g onits grandeur. But this amazement was onlymomentary. Because below Alaya are ru<strong>in</strong>edrice crops, stooped down and drowned by themud and water caused by the angry typhoonthe night before.I saw a handful of farmers work<strong>in</strong>g on thisru<strong>in</strong>ed livelihood, fix<strong>in</strong>g the damaged paranum(irrigation) that overflowed. A tricycle drivereven stopped and told me that he hopes newswill spread out through my article and thegovernment will extend help to those who lost alot because of the typhoon.But amidst all these dishearten<strong>in</strong>g th<strong>in</strong>gs,a boy who carried a bunch of vegetables whilewalk<strong>in</strong>g along the path, smiled at me and offeredme his goodies.Valent<strong>in</strong>e, a 16-year old boy, lives at the footof the mounta<strong>in</strong> and travels the same path Iwent through by foot to sell the vegetables tothe Magalang wet market.Valent<strong>in</strong>e regularly sold the vegetablesgrown at his own backyard to augment hisneeds for his school<strong>in</strong>g <strong>in</strong> TESDA.“My whole family sells vegetables <strong>in</strong> themarket and it is our source of livelihood. Imyself have my own plot so I can susta<strong>in</strong> myjeepney fare to town proper every time I entermy class under TESDA,” he gladly shared. Valent<strong>in</strong>eshowed to me his variety of vegetables<strong>in</strong> his alum<strong>in</strong>um carrier rang<strong>in</strong>g from sp<strong>in</strong>ach,tomatoes, lettuce, ampalaya leaves and evenpotatoes.When asked about his feel<strong>in</strong>gs on the effectsof the typhoon, he said that his family got usedto calamities like these and they always tryto make sure that their plots are full of seedsplanted earlier of the year for a 3rd-quarterharvest.I moved upland to a pathway head<strong>in</strong>g to<strong>Pampanga</strong> Agricultural College. But I waswarned that the road was steep and a bridgewas ru<strong>in</strong>ed and cut out because of the rampag<strong>in</strong>gwater com<strong>in</strong>g from the top of the mounta<strong>in</strong>.This never stopped me but <strong>in</strong>stead made memore curious and I pushed even harder tobecome the actual witness of the occurrencerather than a deaf victim of hearsays.When I reached the Barrio Arcilla, which ispart of the Bliss (Accord<strong>in</strong>g to a local resident,Bliss is more like a generic term for subdivisionat the foot of Arayat <strong>in</strong> Magalang comprised ofseveral barrios or purok), it dawned on me thatI can really never get to the other side go<strong>in</strong>gto PAC. Erl<strong>in</strong>da Muñoz, a local of the place,<strong>in</strong>formed me that the damaged passagewayhas been a constant problem every time strongra<strong>in</strong>s pour. I even saw a lot of townsfolk <strong>in</strong> tricyclewho were disappo<strong>in</strong>ted as they cannot gothrough, mak<strong>in</strong>g them take a detour by go<strong>in</strong>gdown to the town proper just to reach PAC.I retrenched from pursu<strong>in</strong>g the pathway andgot back to where I entered down Barrio SanVicente. But despite of this, my curiosity wasactually satisfied. This curiosity led me to knowthis place--which I visited for the first time andwas able to talk to people who live a life lessthan what I have right now.In fact, Valent<strong>in</strong>e <strong>in</strong>spired me right there andthen. Despite all that he had witnessed, he canstill manage a smile on his face and one canf<strong>in</strong>d the simple joys <strong>in</strong> his actions that simplyconvey a life-reaffirm<strong>in</strong>g message of hope. ●
