The 2001 Uniform Swimming Pool, Spa, and Hot Tub Code, promulgated by theInternational Association <strong>of</strong> Plumbing and Mechanical Officials.<strong>15</strong>.04.0<strong>15</strong> Amendment to California Plumbing Code. Section 710.1 is hereby amended toread as follows:Section 710.1. In every case where the outlet <strong>of</strong> a trap for a plumbing fixture is installed orlocated at an elevation that is less than two feet (2') above the rim <strong>of</strong> the nearest manhole uphillfrom the point <strong>of</strong> connection <strong>of</strong> the building sewer to the public sewer in any new or existingdrainage system, approved types <strong>of</strong> backwater valve, relief vent and clean-out approved shall beinstalled in the building sewer at the point <strong>of</strong> lowest elevation <strong>of</strong> the ground surface for thebuilding site outside <strong>of</strong> the building or at such other location as is permitted by the BuildingInspector, providing that at any such location, the elevation <strong>of</strong> the ground surface is not less thantwo feet (2') below the lowest trap outlet served by the building sewer.The installation shall consist <strong>of</strong> an approved fresh air inlet and a Y-branch or combination fittinginstalled in sequence in the line <strong>of</strong> flow from the building. The vent from this fresh air inlet shallbe piped to the ground surface and capped with a vent cap. Provision shall be made by elevationabove the ground or by other means for preventing the obstruction <strong>of</strong> the vent opening or theflow <strong>of</strong> water therein. The clean-out shall be placed as close to the valve as is practical and shallbe piped to within one foot (1') <strong>of</strong> the ground surface and closed with an approved clean-outplug. Every existing installation that includes a plumbing fixture trap outlet that is less than tw<strong>of</strong>eet (2') above the rim <strong>of</strong> the nearest manhole uphill from the point <strong>of</strong> connection <strong>of</strong> the buildingsewer to the public sewer is hereby declared to be dangerous, unsanitary and a menace to life,health and property. Whenever it shall come to the attention <strong>of</strong> the Building Inspector that suchan installation exists, he or she is hereby empowered to order and require that such plumbingoutlet be immediately plugged or capped, or that the equipment described in the precedingparagraph <strong>of</strong> this section be installed immediately.<strong>15</strong>.04.020 Building Inspector. The <strong>of</strong>fice <strong>of</strong> building inspector, plumbing inspector and other<strong>of</strong>fices provided in the codes mentioned in Section <strong>15</strong>.04.010 are consolidated into one <strong>of</strong>ficeknown as the <strong>of</strong>fice <strong>of</strong> building inspector.<strong>15</strong>.04.030 Fee Schedules. The <strong>City</strong> Council may by resolution adopt fee schedules relating tothe processing <strong>of</strong> applications for permits for various aspects <strong>of</strong> development in the <strong>City</strong>,including, but not limited to, the subject matter <strong>of</strong> Codes mentioned in Section <strong>15</strong>.04.010 <strong>of</strong> thisChapter.
