OCM 12 FEBRUARY 2013City of GosnellsAnnual Electors Meeting Minutes 10 December 2012Mr Tony Manno of 11 Lansdowne Entrance, Canning Vale:APPENDIX 13.6.1AQ1Can the City please provide the latest update and their stance on the issuerelating to the proposed amalgamation of Councils in WA and specifically how itmight affect the City and most importantly the ratepayers?Response:The Chief Executive Officer advised that the Council supportsthe option of 15 to 20 local governments which is the proposalput forward by the Western Australia Local GovernmentAssociation. The City of Gosnells is the fifth largest local government inWestern Australia and in that scenario of 15 to 20 localgovernments, there is just about no chance that the City ofGosnells will be affected.Concern is that if there is an amalgamation, there is significantwork involved in terms of bringing systems together and as suchthe Chief Executive Officer stated it is his role to serve thecommunity and as such would hope that an amalgamation doesnot distract from that.Ms Fran Jones of 57 Stafford Road, KenwickQ1I attended the last Council Meeting and was quite impressed with theconscientious and professional staff of the City of Gosnells. I would like to seethe environmental management of the City strengthen over the coming years. As it is noted that over the years the amount in the budget has beendecreasing, resulting in my concerns towards the recycling plant, it is myunderstanding that the applicant was only going to use their own materials.I would like to ask if the City checked to find out if the applicant was a bona fidebuilding licence or demolition licence holder?Response:The Chief Executive Officer advised that it was not the City'sduty to check this, the applicant has an approval which allowsthem to process their own materials, and whether the applicanthad their own materials when they applied is irrelevant, as theyonly have approval to process what is theirs and at a specifiedamount. Effectively if they want to process other materials theyare operating outside of their planning approvals and that is notallowed.Mr Arthur Bruce of 14 Kingsdown Road, Maddington:Mr Bruce expressed his concern in relation to a neighbour's property, statingthe property was untidy with a lot of rubbish, had a rodent problem and isbecoming a fire concern, further requesting that someone from the City checkthis property. In conclusion Mr Bruce addressed that the City was a wonderfulplace to live and thanked the Council for all their hard work. The Director Governance advised that the City would follow up on Mr Bruce'sconcerns.13
