MAYOR’S REPORTThe Mayor read aloud the following Report:APPENDIX <strong>13</strong>.6.<strong>1A</strong>"I am proud to stand here today as Mayor <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Gosnells</strong> and topresent to you the achievements <strong>of</strong> the past <strong>12</strong> months.The <strong>City</strong> has made terrific progress on a number <strong>of</strong> improvements andbeautification works, which are not only preparing the <strong>City</strong> <strong>of</strong> <strong>Gosnells</strong> forfuture growth, they are creating vital infrastructure to benefit our communitynow.Major works, such as the widening <strong>of</strong> Garden Street between Nicholson Roadand Warton Road, are making the daily commute easier for many residents.Significant landscaping has been carried out along Nicholson Road and at theCorfield Street roundabout, while many <strong>of</strong> the <strong>City</strong>'s parks and reserves arealso being updated and remodelled for a new generation.Stretton Way Reserve in Kenwick is a great example <strong>of</strong> how a park withprevious limited use has been transformed into a centrepiece for the localcommunity.Residents have also had a chance to play their part in transforming our <strong>City</strong> byimproving their yards with the <strong>City</strong>'s inaugural Great Front Yard Competition,for which I will be presenting the winners with their prizes this evening.The <strong>City</strong> is continually looking for ways to improve its services and programsto meet the ever-changing needs <strong>of</strong> our community.One <strong>of</strong> the great success stories for 20<strong>12</strong> was the Summer Eventscelebrations, which showcased 10 events and attracted more than 10,000people.A fantastic series <strong>of</strong> events and activities is soon to be launched as part <strong>of</strong> the<strong>City</strong>'s exciting new Homegrown Festival.I strongly encourage you to make use <strong>of</strong> the wonderful facilities and activitiesorganised by your <strong>City</strong> <strong>of</strong> <strong>Gosnells</strong> each year.Finally, my sincere thanks to my fellow Councillors, Executive Team and staff,whose hard work and tireless efforts are very much appreciated in making the<strong>City</strong> <strong>of</strong> <strong>Gosnells</strong> a great place.Thank you for attending the <strong>City</strong>'s 20<strong>12</strong> Annual Electors' Meeting."2

CHIEF EXECUTIVE OFFICERS REPORT – CITY OF GOSNELLS 2011/20<strong>12</strong>ANNUAL REPORTThe Chief Executive Officer provided an overview <strong>of</strong> the activities that occurred withinthe <strong>City</strong> <strong>of</strong> <strong>Gosnells</strong> in 2011/20<strong>12</strong>, a brief overview <strong>of</strong> which is depicted below:Slide 1:• 656 lots were created• Assessed 418 development applications• Assessed and issued 1,900 building permits (with a total value <strong>of</strong> $159m)• 519 building permits were given for new homes• Conducted 1,678 swimming pool inspectionsSlide 2:• Split density coding was extended to many more lots through two Amendmentsto the planning scheme• Finalised an Outline Development Plan (ODP) for Central Maddington• Commenced a review <strong>of</strong> the policy which establishes ODP requirementsfor large lotsSlide 3:• Substantial progress was made towards rezoning Precinct 1 <strong>of</strong> the MaddingtonKenwick Strategic Employment Area• A new approach to addressing the environmental constraints identified inPrecincts 2 and 3 was adopted• Commenced a Black Cockatoo study and a Water Management Strategyfor Precincts 2 and 3Slide 4:• Water quality improvement activities at Bickley Brook continued using a $1.3mgrant• A draft structure plan for the Maddington Town Centre was prepared• The basis for an Improvement Plan for Lissiman Street was establishedSlide 5:• Distributed $263,218 via the Community Sponsorship Program• Leisure World attracted 4<strong>13</strong>,992 visitors• Achieved the Royal Life Saving Society’s highest safety rating for Leisure World• Fitness programs attracted 36,174 users• Conducted <strong>12</strong> community events3

OCM <strong>12</strong> FEBRUARY 20<strong>13</strong>APPENDIX <strong>13</strong>.6.<strong>1A</strong><strong>City</strong> <strong>of</strong> <strong>Gosnells</strong>Annual Electors Meeting Minutes 10 December 20<strong>12</strong>Response:The Chief Executive Officer advised that when the planningrequirements are not being complied with, the <strong>City</strong> will takeaction accordingly which may include prosecution.However, the <strong>City</strong> needs to ensure that there is strong evidencebefore the <strong>City</strong> will initiate legal proceedings and that theapplicant has exceeded the requirements <strong>of</strong> their application.However, the <strong>City</strong> will endeavour to continue to collect andanalyse evidence provided by the community and work with theapplicants to ensure they are compliant.Q2The <strong>City</strong> mentioned that Bickley Brook was one <strong>of</strong> its concerns, how can youjustify SRF Recycling being sighted right next door to it?Response: The Chief Executive Officer stated that the main concernregarding Bickley Brook would be that potentially foreign itemscould end up in the Brook.However, it was advised that the initial application form by SRFRecycling stated that the processing would occur indoors andthere would be no impact on the Brook.Mrs Sandra Baraiolo <strong>of</strong> 19 Victoria Road, Kenwick:Mrs Sandra Baraiolo made a statement expressing her sincere thanks to CustomerService Officer, Lyn Dorizzi, mentioning that she does a fantastic job on switchboard.Mrs Baraiolo further expressed her thanks to Cr Terry Brown for his hard work anddedication since he has taken over as the presiding member for the <strong>City</strong> <strong>of</strong> <strong>Gosnells</strong>RoadWise Advisory Group.Mr Leon Walker <strong>of</strong> 27/99 Stafford Road, Kenwick:Q1Is tradelink moving from its premises in Austin Avenue, Kenwick because <strong>of</strong>problems with dust from SRF Recycling?Response:The Mayor advised that he was unaware <strong>of</strong> this information, andwould prepare a response in writing.Q2If there was an independent forensic examination, the process which lead toRidan Pty Ltd being granted planning approval for the premises occupied bySRF Recycling, is the <strong>City</strong> confident that no malfeasance would be uncovered?Response:The Chief Executive Officer advised that he had no reason tobelieve there was anything but proper process shown.Q3Has there been any communication between the <strong>City</strong> and the appealsconvenor?Response:The Chief Executive Officer advised that the question would betaken on notice and a response would be prepared in writing.11


OCM <strong>12</strong> FEBRUARY 20<strong>13</strong><strong>City</strong> <strong>of</strong> <strong>Gosnells</strong>Annual Electors Meeting Minutes 10 December 20<strong>12</strong>Mr Ken Farguhar <strong>of</strong> 10/11 Firetail Place, Kenwick:APPENDIX <strong>13</strong>.6.<strong>1A</strong>Q1Did Ridan Pty Ltd lodge a $<strong>12</strong>,000 landscaping bond with the <strong>City</strong> prior to abuilding licence being issued in respect to the premises occupied by SRFRecycling in Austin Avenue, Kenwick as required by the planning approval?Response:The Chief Executive Officer advised that the question would betaken on notice and a response would be prepared in writing.Q2Has this bond been refunded?Response:The Chief Executive Officer advised that the question would betaken on notice and a response would be prepared in writing.Mr Warner Baxter <strong>of</strong> 37 Kelvin Road, Maddington:Mr Warner Baxter sought to make a statement, however as it was objectionable andreflected adversely on the Mayor he was requested to cease and return to his seat.Ms Margaret Siedl <strong>of</strong> 4/11 Firetail Place, Kenwick:Q1When will the stockpiles <strong>of</strong> building materials be removed from the SRFrecycling site in Kenwick?Response:The Chief Executive Officer advised that the proponent hadindicated to the <strong>City</strong> that the stockpiles were being used forconstruction works, but the <strong>City</strong> is monitoring this.The Chief Executive Officer further advised that he wouldprovide a response in writing.Q2Has the <strong>City</strong> advised its public liability insurer <strong>of</strong> its potential exposure to claimsin the event that SRF Recycling causes a nuisance?Response:The Chief Executive Officer advised that the <strong>City</strong> has not, andwill not be doing that. The <strong>City</strong> makes judgements on allapprovals for a range <strong>of</strong> activities, and the <strong>City</strong> expects that theproponents adhere to the approved requirements.SRF Recycling have been approved to operate at a very lowlevel in a confined and enclosed area. If they are operatingoutside <strong>of</strong> that type <strong>of</strong> arrangement, this will result in the <strong>City</strong>liaising with SRF Recycling and ultimately introducingcompliance action if necessary.<strong>12</strong>


OCM <strong>12</strong> FEBRUARY 20<strong>13</strong><strong>City</strong> <strong>of</strong> <strong>Gosnells</strong>Annual Electors Meeting Minutes 10 December 20<strong>12</strong>Mr Tony Manno <strong>of</strong> 11 Lansdowne Entrance, Canning Vale:APPENDIX <strong>13</strong>.6.<strong>1A</strong>Q1Can the <strong>City</strong> please provide the latest update and their stance on the issuerelating to the proposed amalgamation <strong>of</strong> Councils in WA and specifically how itmight affect the <strong>City</strong> and most importantly the ratepayers?Response:The Chief Executive Officer advised that the Council supportsthe option <strong>of</strong> 15 to 20 local governments which is the proposalput forward by the Western Australia Local GovernmentAssociation.The <strong>City</strong> <strong>of</strong> <strong>Gosnells</strong> is the fifth largest local government inWestern Australia and in that scenario <strong>of</strong> 15 to 20 localgovernments, there is just about no chance that the <strong>City</strong> <strong>of</strong><strong>Gosnells</strong> will be affected.Concern is that if there is an amalgamation, there is significantwork involved in terms <strong>of</strong> bringing systems together and as suchthe Chief Executive Officer stated it is his role to serve thecommunity and as such would hope that an amalgamation doesnot distract from that.Ms Fran Jones <strong>of</strong> 57 Stafford Road, KenwickQ1I attended the last Council Meeting and was quite impressed with theconscientious and pr<strong>of</strong>essional staff <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Gosnells</strong>. I would like to seethe environmental management <strong>of</strong> the <strong>City</strong> strengthen over the coming years.As it is noted that over the years the amount in the budget has beendecreasing, resulting in my concerns towards the recycling plant, it is myunderstanding that the applicant was only going to use their own materials.I would like to ask if the <strong>City</strong> checked to find out if the applicant was a bona fidebuilding licence or demolition licence holder?Response:The Chief Executive Officer advised that it was not the <strong>City</strong>'sduty to check this, the applicant has an approval which allowsthem to process their own materials, and whether the applicanthad their own materials when they applied is irrelevant, as theyonly have approval to process what is theirs and at a specifiedamount. Effectively if they want to process other materials theyare operating outside <strong>of</strong> their planning approvals and that is notallowed.Mr Arthur Bruce <strong>of</strong> 14 Kingsdown Road, Maddington:Mr Bruce expressed his concern in relation to a neighbour's property, statingthe property was untidy with a lot <strong>of</strong> rubbish, had a rodent problem and isbecoming a fire concern, further requesting that someone from the <strong>City</strong> checkthis property. In conclusion Mr Bruce addressed that the <strong>City</strong> was a wonderfulplace to live and thanked the Council for all their hard work.The Director Governance advised that the <strong>City</strong> would follow up on Mr Bruce'sconcerns.<strong>13</strong>
