If a specification is highlightedin yellow, that specification is under review and may not be set until all blanks in the VTS sheet arecompleted. The specifications that are listed, and not highlighted, are considered to be a work inprogress and may be changed without being posted by technical bulletin. Therefore, competitors mayuse the specifications listed to begin preparing their vehicles.
