COMPARATIVE EFFECTIVENESS RESEARCH AND SOCIAL WORK FINAL REPORTAPPENDIX C: FCC CER STRATEGIC FRAMEWORK ANDPRIORITIES (DHHS, 2009)The report specifies four core categories for prioritizing how DHHS funds should address CERactivities and investments:1.
