INTRODUCTION<strong>Youth</strong> <strong>Work</strong> <strong>Ireland</strong> is committed to the development of quality youthservices throughout the Country delivered through our twenty-twomember services.Our Members work with 7,554 volunteers, employ 847 staff (<strong>in</strong>clud<strong>in</strong>g357 staff on employment schemes) and support 72,182 young people(21,669: youth clubs, 50,517: other programmes/projects) <strong>in</strong> a range oftargeted and ma<strong>in</strong>stream programmes.Effective <strong>Youth</strong> <strong>Work</strong> is dependent on the quality of the relationship builtbetween young people and adults.<strong>Youth</strong> work is a process which:• Is educational and promotes learn<strong>in</strong>g and development.• Enables young people to try out new opportunities and experiences.• <strong>Work</strong>s to empower people identify<strong>in</strong>g their strengths and enabl<strong>in</strong>gthem to meet their <strong>in</strong>dividual and collective needs, help<strong>in</strong>g them tobe creative, active and participative with<strong>in</strong> society.• Is young person centred.<strong>Youth</strong> work is about:• Participation – by young people <strong>in</strong> the choices and decisions thataffect them.• Strengths based: recognis<strong>in</strong>g young people’s importance with<strong>in</strong>communities.• Empowerment – of young people so that they can have a greater<strong>in</strong>fluence on matters which affect them.• Support – for young people to explore their personal, social andpolitical responsibilities.• Opportunities – for young people to learn, develop and expressthemselves.6


<strong>Youth</strong> <strong>Work</strong> <strong>Ireland</strong> is committed to an <strong>in</strong>tegrated model of youth workdelivery and this paper sets out what that model is.On the basis of tak<strong>in</strong>g a young person centred approach to our serviceswe can beg<strong>in</strong> to construct what an <strong>in</strong>tegrated youth service looks like.The follow<strong>in</strong>g description conta<strong>in</strong>ed here<strong>in</strong> should provide a clear pictureof our services to other key stakeholders namely:• secondary users such as the parents and community• funders• other services and providers• service deliverers (boards, management, volunteers and staff)7


What do we mean by <strong>Integrated</strong> <strong>Services</strong>?In the context of the Local <strong>Youth</strong> Service <strong>in</strong>tegration means comb<strong>in</strong><strong>in</strong>g,br<strong>in</strong>g<strong>in</strong>g together, or <strong>in</strong>tegrat<strong>in</strong>g our shared values, guid<strong>in</strong>g pr<strong>in</strong>ciples,shared vision, staff, projects, tra<strong>in</strong><strong>in</strong>g, programmes, activities, space andvolunteers to ensure that when young people engage with our servicesthey are engaged with as a “whole Young Person” (our model of<strong>in</strong>tegration is not about crises <strong>in</strong>tervention/management nor is it drivenby crises it is about comb<strong>in</strong><strong>in</strong>g our resources so that we can engage withthe whole young person).<strong>Youth</strong> <strong>Work</strong> <strong>Ireland</strong> believes <strong>in</strong> a strengths based approach to youth workthat recognises at times the value of support<strong>in</strong>g young people <strong>in</strong> need.When we talk about <strong>in</strong>tegration we are talk<strong>in</strong>g about: How we work.How our work is perceived and understood by young people, families ofyoung people we work with, our staff and volunteers, communities, otheragencies, and fundersThere are some basic but important pr<strong>in</strong>ciples which beg<strong>in</strong> to suggest an<strong>in</strong>tegrated service to us. The view of our services should be seen fromthe perspective of the young people us<strong>in</strong>g the service:• Young people engage with youth work not as a problem• <strong>Youth</strong> work will help young people identify their strengths andresources• <strong>Youth</strong> work will help them further develop these strengths andresources• <strong>Youth</strong> work will seek to provide appropriate supports where needed• The whole of service will be open to a young person at any po<strong>in</strong>t ofentry to the service8


• If a young person needs additional supports that are available<strong>in</strong>ternally these will be available• If a young person has a strength or <strong>in</strong>terest that can be furthered<strong>in</strong>ternally these will be available• If a young person needs additional supports that are availableexternally these will be made known to the young person• If a young person has a strength or <strong>in</strong>terest that can be furtheredexternally these opportunities will be made known• If a service or <strong>in</strong>terest is not available locally either <strong>in</strong>ternally orexternally youth service will develop an appropriate response withyoung peopleIt is important to stress that our role is not always <strong>in</strong> the direct deliveryof services but may <strong>in</strong>volve enabl<strong>in</strong>g young people to advocate andcampaign for services, to give them the skills and support to address aneed, seize an opportunity, use their skills (for example; develop<strong>in</strong>g peersupport projects; refer or signpost young people to other providers andservices; to campaign and advocate for services as an organisation.<strong>Integrated</strong> service are planned, this means establish<strong>in</strong>g clear outcomesfor young people, and meet<strong>in</strong>g with stakeholders and be<strong>in</strong>g clear aboutwhat a service is and does and what it does not do. <strong>Youth</strong> services arenot a panacea and not all areas of support for young people fall <strong>in</strong>to ourremit; however we are well placed to work with young people and otherstakeholders <strong>in</strong> support<strong>in</strong>g the development of appropriate responses,strategies and services. Sometimes our role is to make sure youngpeople are heard, we are uniquely placed to work with young people onidentify<strong>in</strong>g needs and issues impact<strong>in</strong>g on their lives.<strong>Integrated</strong> services are delivered by staff teams who are clear about therole of the organisation and what their contribution to delivery is. Staff ofan <strong>in</strong>tegrated service will see their work as part of the offer to youngpeople and as complimentary to rather than separate from the rest of theoffer. This means staff should spend time together <strong>in</strong> a number of forumsdevelop<strong>in</strong>g the work and delivery of the service. This <strong>in</strong> turn means thatworkers and services need to share <strong>in</strong>formation on what is happen<strong>in</strong>g to9


and with the young people they work and are <strong>in</strong> contact with. Someexamples of what this means <strong>in</strong> practice will help illustrate this po<strong>in</strong>t wewould like RDs to identify <strong>in</strong>tegrated practice with<strong>in</strong> their services.Key po<strong>in</strong>ts concern<strong>in</strong>g <strong>in</strong>tegrated services for <strong>Youth</strong> <strong>Work</strong> <strong>Ireland</strong> are:• That it is with<strong>in</strong> youth work delivery and based on the pr<strong>in</strong>ciples andvalues thereof.• That it is young person focused (as opposed to issue or service).• That <strong>in</strong>tegration should be from the po<strong>in</strong>t of view of the youngperson.• That the service offer is based on a local profile and is determ<strong>in</strong>edlocally with young people and key stakeholders.• The service offer should be clearly understandable and accessible.• That <strong>in</strong>tegration should be understood by staff and volunteers andthey should be clear about signpost<strong>in</strong>g and referral routes both<strong>in</strong>ternally and externally.• That staff and volunteers should be able to work across boundariesto support a young person. As an example: a GDYP might as part ofits work with a young person sign post them to a youth club. Theyouth worker might support the young person and club to engagewith each other. The role of the youth worker here is one ofsupport<strong>in</strong>g the young person to engage with the club this may<strong>in</strong>volve high support <strong>in</strong>itially but over a period there should be noneed for the youth worker as the youth club is now accessible andfill<strong>in</strong>g the need identified by the <strong>in</strong>itial referral to the youth club.Similarly a youth worker may refer a young person to a counsell<strong>in</strong>gservice. The role of the youth worker is to support the young personto engage with and participate <strong>in</strong> that service.• That <strong>Youth</strong> <strong>Work</strong> <strong>Ireland</strong> <strong>in</strong>tegrated services are clear andunderstandable to parents and communities.10


• That a <strong>Youth</strong> <strong>Work</strong> <strong>Ireland</strong> <strong>in</strong>tegrated service is clear andunderstandable to other agencies and service providers who maywish to direct <strong>in</strong>to the service.• That a <strong>Youth</strong> <strong>Work</strong> <strong>Ireland</strong> <strong>in</strong>tegrated service is clear andunderstandable to funders and any other stakeholders.11


What does this mean for Young People?Young People us<strong>in</strong>g a <strong>Youth</strong> <strong>Work</strong> <strong>Ireland</strong> <strong>Integrated</strong> Service can expectthe follow<strong>in</strong>g:• <strong>Youth</strong> <strong>Work</strong> <strong>Ireland</strong> <strong>Youth</strong> <strong>Services</strong> will work with them to create asafe space; physically, mentally and spiritually.• <strong>Youth</strong> <strong>Work</strong> <strong>Ireland</strong> <strong>Youth</strong> <strong>Services</strong> will work primarily from a personcentred strengths based approach.• Young people will be able to understand the local <strong>Youth</strong> Service andhow it works.• <strong>Services</strong> and programmes provided by <strong>Youth</strong> <strong>Work</strong> <strong>Ireland</strong> <strong>Youth</strong><strong>Services</strong> are young person centred.• Young people will know what services and programmes the <strong>Youth</strong><strong>Services</strong> offers.• Young people will be <strong>in</strong>volved <strong>in</strong> the development of programmeswith<strong>in</strong> the <strong>Youth</strong> Service.• Where a need for additional support is identified a young personmay be signposted and supported to access other services that mayor may not be provided by the <strong>Youth</strong> Service.• Young people will know that all <strong>Youth</strong> <strong>Work</strong> <strong>Ireland</strong> <strong>Services</strong> arecommitted to the delivery of quality youth work.• Young people will know that their participation with<strong>in</strong> services andprojects of young people is voluntary.12


• Young people will know that all <strong>Youth</strong> <strong>Work</strong> <strong>Ireland</strong> <strong>Youth</strong> <strong>Services</strong>will comply with Child protection legislation.• Young people will know that all <strong>Youth</strong> <strong>Work</strong> <strong>Ireland</strong> <strong>Youth</strong> <strong>Services</strong>will comply with Health and Safety legislation.• Young people will know that all <strong>Youth</strong> <strong>Work</strong> <strong>Ireland</strong> <strong>Youth</strong> <strong>Services</strong>will comply with equality legislation and best practice.• Young people will know that all <strong>Youth</strong> <strong>Work</strong> <strong>Ireland</strong> <strong>Youth</strong> <strong>Services</strong>will comply with Data Protection legislation.• Young people will know that <strong>Youth</strong> <strong>Work</strong> <strong>Ireland</strong> <strong>Youth</strong> <strong>Services</strong> canprovide opportunities, for help and support.• <strong>Youth</strong> <strong>Work</strong> encourages Young People to take on new challenges,face issues, reach potential, etc.• All <strong>Youth</strong> <strong>Work</strong>ers and Staff are work<strong>in</strong>g out of a common ethos andshared youth work philosophy.• Young people will know that they can rely on the relationships theyhave with the organisation.• Young people will know and respect the boundaries of theirrelationship with the organisation.• Young people will know the limitations of confidentiality.• Young people will know that they may be challenged but that anychallenge will be respectful, supportive and <strong>in</strong>volve reflection andfacilitated analyses of what is be<strong>in</strong>g challenged.13


ConclusionsThere are times where we will work on the basis of need or referral, it willalways be clear to a young person why this is and will also be clear thatwe will work with<strong>in</strong> the values of youth work.The above expectations that a young person can have of a service canalso be held by other stakeholders such as other services, funders,parents, staff and volunteers.To achieve an <strong>in</strong>tegrated service does mean th<strong>in</strong>k<strong>in</strong>g about services andth<strong>in</strong>k<strong>in</strong>g across the organisation. Be<strong>in</strong>g clear about how our services look,how they work, what systems are needed, what boundaries are <strong>in</strong> placeand what the role/mission of the service. When reduced to it most basicelements an <strong>in</strong>tegrated service has a clear focus on the young personand has a clear stated mission. Everyth<strong>in</strong>g else is about deliver<strong>in</strong>g themission <strong>in</strong> a planned, agreed and understandable way by us<strong>in</strong>g goodplann<strong>in</strong>g and mak<strong>in</strong>g clear what the offer is.Develop<strong>in</strong>g <strong>in</strong>tegrated services raises questions and issues with<strong>in</strong> theorganisations that we are answer<strong>in</strong>g by plann<strong>in</strong>g and describ<strong>in</strong>g ourwork. Creat<strong>in</strong>g and work<strong>in</strong>g towards <strong>in</strong>tegrated service delivery hascreated an opportunity for <strong>Youth</strong> <strong>Work</strong> <strong>Ireland</strong> to be clear about whatwork we do with creat<strong>in</strong>g clarity for our funders, other services, parents,staff, volunteers and most importantly with young people. Whilst tak<strong>in</strong>gon a strong commitment to develop<strong>in</strong>g <strong>in</strong>tegrated services as a pr<strong>in</strong>cipleof our work has created an environment of change it is clear that thischange is an agreed and shared direction that is valued by <strong>Youth</strong> <strong>Work</strong><strong>Ireland</strong> services.In conclusion an <strong>in</strong>tegrated service is about how we do and have beentry<strong>in</strong>g to do our work and will not merely be answered by develop<strong>in</strong>g theright structures; it is about the culture and focus of youth work.<strong>Integrated</strong> services have at their heart a commitment to young people,develop<strong>in</strong>g quality youth work, ensur<strong>in</strong>g young people’s participation, andbuild<strong>in</strong>g on the strengths that young people to ensure their fullengagement <strong>in</strong> society..14
