AWPIII : Operational Work Plan 2007 – 2008• To establish Mobility and HIV technical working groups in each AMCin 2007.• To prepare national strategies to address Mobility and Migration andHIV in each AMC by the end of 2007.• To increase access to health services, including VCCT, for migrantsand mobile populations in each AMC by the end of 2008.• To implement at least pilot initiatives in Pre-Departure and Post-Arrival HIV Awareness programmes in all AMC by the end of 2008.• To bring together transport and health sectors to discuss futureproposals for infrastructure development and thereby identifygeographical regions and communities which should be given shortterm assistance to build resilience to HIV, before infrastructuredevelopment takes place and during construction periods.www.aseansec.<strong>org</strong>

<strong>ASEAN</strong> Regional Proposal for Global Fund toFight AIDS, Tuberculosis and Malaria(Round 7- 2007)Title: “ Scaling Up the Regional Response to HIV and AIDS among Migrant and MobilePopulations in the Association of Southeast Asian Nations (<strong>ASEAN</strong>) Region”- Initiative of AHMM, ATFOA- Technical and financial support from UNDP, UNAIDS, UNRTF, CSEAHARP- Consultative process at national and regional levelObjectives:1. Develop strategic information collection systems and strengthen surveillance ofmobile and migrant populations2. Strengthen multi-sector and civil society mechanisms to implement existing <strong>ASEAN</strong>commitments on HIV and AIDS and mobile/migrant populations3. Deliver effective prevention services to mobile and migrant populations throughoutthe migration cycle (source, transit, destination and return)4. <strong>ASEAN</strong> Committee on the Implementation of the <strong>ASEAN</strong> Declarationon the Protection and Promotion of the Rights of Migrant Workers• AMM held on 30 July 2007 in Manila, Philippines agreed to establish an <strong>ASEAN</strong> Committee• The Committee, in accordance with the national laws, regulations, and policies of AMCwill serve as the focal point within <strong>ASEAN</strong> to coordinate the effective implementation of thecommitments made under the Declaration; and tofacilitate the development of an <strong>ASEAN</strong> instrument on the protection and promotion of the rightsof migrant workers.• The Committee- one senior representative from each of the AMC- a representative from the <strong>ASEAN</strong> <strong>Secretariat</strong>- be assisted by representatives from the concerned government agencies of each AMC- reports to SLOM- chaired by the representative of the country that holds the Chairmanship of the ASC- be provided secretarial support by the <strong>ASEAN</strong> <strong>Secretariat</strong>.
