FOREWORDI am pleased to present the completely revised and updated 5 th edition<strong>of</strong> the <strong>Eritrean</strong> <strong>National</strong> <strong>List</strong> <strong>of</strong> <strong>Medicines</strong> (ENLM 5 th edition) to allhealth pr<strong>of</strong>essionals in Eritrea. As medicines play a major role in theprovision <strong>of</strong> healthcare services, the selection <strong>of</strong> the appropriatemedicines required for the maintenance <strong>of</strong> an effective health systemis one <strong>of</strong> fundamental and dynamic activities <strong>of</strong> the Ministry <strong>of</strong>Health.The <strong>Eritrean</strong> <strong>National</strong> <strong>List</strong> <strong>of</strong> <strong>Medicines</strong>, which is a major component<strong>of</strong> the <strong>Eritrean</strong> <strong>National</strong> Medicine Policy, has been an indispensableinstrument for promoting the rational use and cost effectiveprocurement <strong>of</strong> medicines. It has been a tool for proper control <strong>of</strong>supply resulting in a fairly equitable distribution and availability <strong>of</strong>essential medicines throughout the country. This exemplary success isthe result <strong>of</strong> an extreme sense <strong>of</strong> commitment by most prescribers anddispensers through strict adherence to the list throughout theirpractices. Higher adherence is further the outcome <strong>of</strong> the activeparticipation <strong>of</strong> pr<strong>of</strong>essionals both in the public and private sectorsduring the review and updating process. The Ministry <strong>of</strong> Health wasable to consistently regulate the adherence to the list <strong>of</strong> procuredmedicines, including medicines procured by purchase or by donationduring peace as well as crisis.Since the Revised <strong>Eritrean</strong> <strong>National</strong> <strong>List</strong> <strong>of</strong> <strong>Medicines</strong> (ENLM 5 thedition) is a comprehensive list <strong>of</strong> medicines that are believed toeffectively treat the main health problems occurring in our country,strict adherence to the list during prescribing, dispensing, procurementand production <strong>of</strong> medicines remains a mandatory requirement.Moreover, it is the standing policy <strong>of</strong> the Ministry <strong>of</strong> Health thatgeneric name is used in all medicine prescribing, ordering, labelingand dispensing.<strong>Eritrean</strong> <strong>National</strong> <strong>List</strong> <strong>of</strong> <strong>Medicines</strong> <strong>2010</strong> Page 1

INTRODUCTIONThe <strong>Eritrean</strong> <strong>National</strong> <strong>List</strong> <strong>of</strong> <strong>Medicines</strong> (ENLM) is a list <strong>of</strong> medicineswhich defines the range <strong>of</strong> medicines that are available to importers,manufacturers, distributors, prescribers or dispensers in Eritrea. Italso defines the level <strong>of</strong> use <strong>of</strong> medicines in different health facilities.Its preparation is based on the treatment <strong>of</strong> choice for the mostcommon diseases and medical conditions in the country. Evidence <strong>of</strong>efficacy, safety, cost, quality and availability were the main criteria forselection.The first edition, a successor <strong>of</strong> the Basic <strong>List</strong> <strong>of</strong> <strong>Medicines</strong> waspublished in 1988 during the struggle for independence, waspublished in 1993 after liberation and was widely circulated. A regularrevision is necessary because knowledge and ideas about medicinesare constantly changing, new drugs are coming to the market, andexperience with the existing medicines is continuously expanding.The subsequent 2 nd , 3 rd and 4 th editions were published in 1996, 2001and 2005 respectively. Drug use indicator surveys in 1995, 1997 and2005 showed more than 90% adherence to the list by healthpr<strong>of</strong>essionals in Eritrea which shows a wide acceptance <strong>of</strong> theconcept.A selection in the <strong>Eritrean</strong> <strong>National</strong> Drug Policy states that: “The<strong>Eritrean</strong> <strong>National</strong> <strong>List</strong> <strong>of</strong> <strong>Medicines</strong> will be reviewed at least everythree years”. In 1998 <strong>National</strong> Drug Committee which is composed <strong>of</strong>knowledgeable individuals from different health disciplines wasestablished. Main responsibility <strong>of</strong> the committee is to review ENLM,publish <strong>Eritrean</strong> Drug Formulary, <strong>Eritrean</strong> <strong>National</strong> TreatmentGuidelines as well as to overlook any drug related problems includingpharmacovigilance.As usual during the recent ENLM revision review forms weredistributed to health pr<strong>of</strong>essionals in the country. The comments andsuggestions were compiled and formed the basis for discussion in anational workshop held at the Orotta <strong>National</strong> Referral HospitalConference hall from 30 June – 02 July 2009.<strong>Eritrean</strong> <strong>National</strong> <strong>List</strong> <strong>of</strong> <strong>Medicines</strong> <strong>2010</strong> Page 8


One hundred and fifteen participants selected from various disciplines<strong>of</strong> the health pr<strong>of</strong>ession, including health pr<strong>of</strong>essionals from thepublic and private sectors and representatives <strong>of</strong> international agenciessuch as WHO & UN agency groups attended the workshop. A full list<strong>of</strong> the participants is shown on page 12. Considerable attention wasgiven to ensure wider representation and involvement <strong>of</strong> healthworkers. An experienced consultant Dr Richard Laing, WHO EDMprogram, Geneva was there for his third time in Eritrea to share expertopinion and to facilitate the workshop. The workshop was conductedunder an extreme sense <strong>of</strong> commitment and active interest <strong>of</strong> theparticipants. A summary <strong>of</strong> the consensus reached regarding changesto the previous list is given on page 19.ENLM 5 th edition will be revised after a period <strong>of</strong> three years, to thatend it shall supersede the previous 4 th edition. Adherence to the list inprocuring or prescribing drugs is a legal requirement.
