Weekly Issue No. 270, 11 February 2010Welcome to Issue #270A Visitor’s Point ofViewI recently spent a few days fishing withKevin Moore south of Queenstown. Thiswas an area that I had driven throughpreviously and was looking forward toexploring with a fishing rod and sometime to spare. A couple of days on theMataura (plenty of fish seen, but notmany landed) brought home to me thesheer number of international and localanglers fishing this famous river. It wasrare to find an empty access point, andeven that did not guarantee the absenceof other anglers on "your" stretch of theriver. Obviously this caused mixed feelings,given that I'm an Aussie imposterand am no different from the thousandsof other anglers that descend on theSouth Island every summer. However,coming from an area in Australia withnot many streams, and even fewer withquality fishing, the pressure on the famousSouth Island fishery still doesn'tseem that bad. I'm sure from a localpoint of view it seems horrendous,though!So it was with some excitement that weturned off the road between Kingston<strong>TWIZEL</strong> <strong>UPDATE</strong>and Garston to head into the Nevis valley.This was reportedly a river that receivedless fishing pressure by virtue ofbeing "off the beaten track". The drive inover the southern end of the HectorMountains was spectacular. We thendropped down into the Nevis valley andfollowed the river from its source until itbecame fishable. The tussock flats in thevalley, the many crystal clear streamsrunning into the river and the lack ofhuman traffic brought home that youdon't need to travel far to get away fromthe crowds. As we travelled down thevalley, the history of man's involvementin this area revealed itself through thenumerous gold mining huts and tailings.To me, an international visitor, this wasthe New Zealand that first attracted meand keeps me coming back.After a great afternoon in the valley wetravelled out over the highest public roadin New Zealand and back to civilisation inCromwell. On the drive out, Kev mentionedthat there were plans to dam theriver and flood the Nevis valley for hydropower. My immediate reaction was horror,however, as I reflected on the reasonsbehind this plan I could plainly seethat from an economic standpoint itmade plenty of sense. There would beTwizel - A Great Place To Be….hundreds of jobs created by this project,with relatively few economic drawbacks.More jobs, more stored water, more irrigation,more power. It just made sense,didn't it? Well, not really. The tourismtrend in New Zealand today is away frompackaged tours and towards exploration.In other words, more and more touristsare seeking out an experience that involvesa pristine environment, a qualityoutdoor experience and a sense of thehistory of the local people. To me theNevis Valley provides all of this andmore.So does it really make sense to keep reducingthe areas where this experience isavailable? As a privileged visitor, I sincerelyhope not. If the land that makesNew Zealand different from all othertravel destinations is gone, then peoplewill go else where. Althoughwe had been a long timesupporters of the festival,this didn‟t really make upfor the amount of timeinvolved in getting it upand running, as we foundout. Fortunately, Dianetook up the role of writingto the stallholders andgetting this side of thingsunderway. As for me,well, I was just the dog onthe day and got to runaround and fix up all theproblems, and yes, therewas plenty to deal with.In regards to how itwent - we were pleasedthat numbers were on apar with previous years,which also reflected ontakings at the gate.Once all the accounts arepaid, a portion of the profitswill be distributed tolocal charity with the remainderto be re-investedback into the festival foryears to come. In the pastthe festival relied heavilyon charity to get it off theground. This year it waspivotal that the festivalstood on its own 2 feetand made some profitafter expenses. Once allthe accounts are in weare expecting to retainaround $2000 for moneyin the bank. Incidentally itcosts around $5000 torun. However,our story is a littlemore complicated thanthat.James is first: My sister inlaw and her family havehad a holiday home herefor 30 years. It has beenenjoyed by the families ofthe Paterson clan so muchthat the often-discusseddream was that all 3 sisterswould retire here – oneday! We even plannedwhere we would live. Well,that time has finally arrived.One day in October 05,when Joy and I were at aconference in Queenstown,we heard that „our section‟was on the market. Weimmediately hired a car,drove to Twizel and boughtit. And so it began!The other 2 sisters, JanCowan and Gay Compton,then purchased nearbysections – which happenedto be on either side of theBusbridge‟s, so now Pamhas been adopted as aPaterson sister.And so the process of extractionfrom city life began.Joy and I were first tosell up and build here, arrivingin August 07; soon tobe followed by Gay and herhusband David later thisyear. After that, Jan andBruce will move north fromInvercargill (Jan has moreor less moved here already!).Auckland is where Joy andI most recently lived, wherewe owned a hotel and livedin an attached apartment. Imanaged the hotel and Joydid business consultingwork. Prior to that, we bothworked in various managementroles. One of my jobswas to manage the clinicaltraining budgets for 250house surgeons, registrarsand specialists at AucklandHealthcare plus nurses onclinical training and all staffinduction at all 4 hospitalsin the DHB. Then, at EnvironmentalScience & ResearchI was responsiblefor all resources (including120 scientists) needed forthe Police Forensic Sciencecontract and humanresources for EnvironmentalScience in Auckland.I met Joy on a blind date inChristchurch 25 years agowhen I was an instructor inthe RNZAF officer trainingschool and Joy was a DeputyPrincipal at CashmereHigh School. Other thingsI did in the Air Force includedcold weather, jungleand sea survival instructionand I was a member of theCombined Services marathonteam. On one memorableoccasion whilespending 3 weeks on aFijian Minesweeper I wasafflicted by ciguatera poisoningfrom infected fish(not something you wanton a small ship with limitedtoilet facilities and beingparalysed from the waistdown!)After we married, Joy becamePrincipal at NorthcoteCollege in Auckland,so I left the Air Force andentered the corporateworld.Joy now - I started out as aPrincipal just when DavidLange threw out the ac-14cepted wisdom of howschools should be managed.So there I was doingthe time-honoured traditionof learning my job on thejob with no training and nosupport, but thank goodnesseveryone else was inthe same position. After anexhilarating seven years,with an ailing school becominga very successfulone, I was a lot wiser andwith a whole lot of newskills. Out of the bluecame an offer to leave educationand join NZ ForestryCorporation. That was afun two years but my introdu c t i o n t o q u a s i -commercial life wasstopped when the Governmentsold the company toFletchers. I had an exhaustingrole in the mergerand when it was over, tookredundancy and wenthome to garden but soonfell on my feet again when Iwas offered a GeneralManager position at IndustrialResearch.This meant commuting toWellington and Christchurchevery week andworking with several hundredbrilliant scientists,which was like herding Siamesecats. My final rolethere was running an ITBusiness Unit but thew e e k l yt r a v e lp a l l e da f t e rm a n yy e a r sand Imoved toa positionatC h a p -m a nTripp, alaw firmin Auckla n d ,b e f o r edecidingto workfor myselfas aConsultant.James again -Neither of us started out asbig city folk. Joy was bornin Tapanui (smaller thanTwizel!) and went to schooland university in Dunedin.My well-kept secret is that Iwas born in Australia; but Isaw the light and grew upin the Bay of Plenty. Myfather emigrated to startNew Zealand‟s first fishingrod manufacturing businessand my brother is stillin a senior position in KilwellSports in Rotorua. Ialso went to university inDunedin but somehownever crossed paths withJoy at the time – she majoredin Mathematics and Iwas in Phys Ed.Joy and I have tried to enterthe community spirithere as much as possibleand we have taken on variousroles to get to knowpeople.Your children may haveseen us doing relief teachingand Joy is on the TPDAand has been driving theHistory of Twizel DVD productionalong.My primary interest is inaviation (Mackenzie Basinis ideal for this) and I ambuilding a 2-seater microlightin my garage.Joy‟s major interest is in


gardening – something ofa challenge here comparedto Auckland.Our family (still in Auckland)consists of a son anddaughter (twins) and ayounger daughter. My sonwas National TrampolineChamp for several yearsand even gained top placingsat the World Champs.My older daughter is a biologyteacher and myyounger daughter hasbeen cabin crew for Emiratesand QANTAS airlines.Now we are proud grandparentsto 3 boys – 2years, 4 months and 1month respectively. I grew up in the 40's/50's/60'swith practical parents. Amother, God love her, whowashed aluminum foil aftershe cooked in it, then reusedit. She is the first NewZealand woman to ski to theSouth Pole. As well as congratulatingKylie, the Councilhas agreed her achievementshould be recognized at aCouncil sponsored publicfunction to be organized inTwizel shortly.PROPOSED AORAKI MOUNTCOOK – TEKAPO STARLIGHTRESERVEThe Council noted that theStarlight Reserve Committeeis producing a newsletter regardingthe proposed StarlightReserve in order to keeplocal people informed aboutdevelopments. It was alsosuggested that the lightingordinances in Council’s DistrictPlan could be extendedto include Twizel, thus increasingthe area covered bythe Starlight Reserve. Councillorswere receptive to thisidea.CHANGE IN MEETING SCHED-ULESThe Council will now hold itsCommittee and full Councilmeetings on Fridays ratherthan Tuesdays following considerationof the meetingschedules through to the endof the term. It was agreedthat the change in day wouldbetter suit the work requirementsof elected members.GRANT COMMITTEES AP-POINTEDCouncil has determined themembership of new committeesto distribute monies tolocal organisations throughoutthe District. The CreativeCommunities Committee hasauthority to allocate grantstotalling $7,000 this year. The proposal alsoinvolves the transfer of thegovernment owned WhirinakiPlant to Meridian Energy andvirtual asset swaps of NorthIsland and South Island poweramong Meridian Energy,Mighty River Power andGenesis Energy.The Council is unsure howsplitting an integrated systemfor running the Waitaki hydrosystem will work in practice.It also is worried that a rangeof local issues may have notbeen taken into account inreaching the governmentdecision.
