1.0 INTRODUCTIONThe <strong>Pinellas</strong> <strong>Alternatives</strong> <strong>Analysis</strong> (AA) is one step in the ongoing development of an interconnectedregional transportation system in West Central Florida. The Study identifies premium transit options toimprove <strong>Pinellas</strong> County’s and West Central Florida’s quality of life. To do so, the Study examinedoptions to implement premium transit service connecting major residential, employment, and activitycenters in <strong>Pinellas</strong> County, as well as to the Westshore area, adjacent Tampa International Airport, andDowntown Tampa in Hillsborough County. The recommended premium transit option identified in thecourse of this Study is designed to connect people and places, offering transportation options that aresafe, sustainable, affordable, and efficient, and to act as a catalyst for a vibrant and environmentallysustainable economic future.1.1 STUDY AREAThe study area extends from Downtown Clearwater, east through central <strong>Pinellas</strong> County to the GreaterGateway area, and south to Downtown St. Petersburg, traversing the cities of Clearwater, Largo, <strong>Pinellas</strong>Park, and St. Petersburg, as well as unincorporated <strong>Pinellas</strong> County. Additionally, the study area includesthe Howard Frankland Bridge corridor to connect to the Westshore area and Downtown Tampa inHillsborough County to make a cross-bay connection, as part of a regional system. The Study Area forthe <strong>Pinellas</strong> AA is shown in Figure 1-1.1.1.1 Howard Frankland Bridge StudyThe Florida Department of Transportation (FDOT) initiated a Project Development and Environment(PD&E) Study of the Howard Frankland Bridge in 2010, which includes a regional corridor evaluation ofpremium transit service connecting <strong>Pinellas</strong> County to Hillsborough County. The exact location of theconnection with the bridge transit corridor will be determined under the PD&E Study.1.2 LOCALLY PREFERRED ALTERNATIVEAs a result of this effort, the <strong>Pinellas</strong> AA Locally Preferred Alternative (LPA) was endorsed by the ProjectAdvisory Committee (PAC) at the January 30, 2012 meeting. This LPA was selected for its ability to satisfythe study goals and objectives after four rounds of detailed technical evaluations in accordance withFederal Transit Administration (FTA) guidance. The LPA offers transportation options that are safe,sustainable, affordable, and efficient, and will act as a catalyst for a vibrant and environmentallysustainable future.The alignment for the LPA, as shown in Figure 1-2, was identified as the best alignment to providemobility and connect people and places. South to north, the alignment generally travels along 1stAvenue South, 2nd Street South, and 1st Avenue North to the CSX Freight Corridor within Downtown St.Petersburg. Moving north from Downtown St. Petersburg adjacent to the CSX freight corridor, the routeenters the Interstate 275 corridor north of 13th Avenue North, exiting at 62nd Avenue North, andtravels west to Haines Road, then US 19, Gandy Boulevard, returns to Interstate 275, and exits atRoosevelt Boulevard to reach the Greater Gateway area. From the Greater Gateway area, the routefollows Roosevelt Boulevard, Ulmerton Road, returns to Roosevelt Boulevard with a direct connection tothe St. Petersburg-Clearwater International Airport, and travels along East Bay Drive to Largo. FromLargo, the route travels adjacent to the CSX Freight Corridor to reach Downtown Clearwater. The LPA recommends the use of Light Rail/Modern Streetcar along the general alignment in <strong>Pinellas</strong>County. This may include rail cars operating singly or in short trains of up to four cars with ten minuteservice during peak times. Additional countywide local transit service enhancements are recommendedto support the LPA, connecting the “spine” of premium transit to communities and neighborhoodsthroughout <strong>Pinellas</strong> County. These enhancements are recommended to nearly double existing local busservice with portions being implemented before light rail is constructed.
