U P D A T E D O C T O B E R 2008Visa Government-to-Government (G2G) Program GuideRegistrationTo participate in the Visa Government-to-Government (G2G)Program, the Federal government agency merchant must applythrough the merchant’s acquirer(s). The acquirer(s) must thenregister the merchant using the attached G2G ProgramRegistration Form. This form is required when adding a newmerchant to the program, deleting a merchant from the program orchanging an existing registration. If a merchant has multipleacquirer relationships, then each acquirer must separately registerthe merchant using the registration form. Acquirers should contacttheir Visa account executive for more information about programrequirements and eligibility.Questions regarding the registration process can be directed toG2GRegistration@visa.com or (800) 847-2103.Eligible Merchant Category CodesGovernment-to-government payment transactions submitted byparticipating merchants must include a Merchant Category Code(MCC) of 9399 (Government Services) or 9402 (Government PostalServices) to be eligible for the Government-to-GovernmentInterchange Reimbursement Fee. Merchants classified under anyother MCC, including, but not limited to, MCCs for supermarkets,restaurants, parking lots, fuel merchants and retail stores, are noteligible for these MCC classifications. Only merchants that meet theMCC definition may use MCC 9399 or MCC 9402.Eligibility RequirementsBy signing the G2G Program Registration Form, acquirers certifythat the merchants they are registering meet the followingrequirements:• Are Federal government agencies eligible for GovernmentServices (MCC 9399) or Government Postal Services (MCC9402) merchants as described in the Visa U.S.A. MerchantData Manual.• Accept Visa as a means of payment regardless of paymentchannel (including, but not limited to, face-to-face,mail/telephone and online).• Comply with all Visa Operating Regulations (including visualrepresentation of the blue, white and gold Visa Flag symbol orVisa wordmark on the merchant website).• Feature the opportunity to pay with Visa at least as prominentlyas all other payment methods.Visa reserves the right to modify or discontinue the G2G Programand/or disqualify merchants from participation in the program.Identification of Eligible G2G TransactionsTo qualify for the G2G Interchange Reimbursement Fee,G2G purchasing card transactions must meet the processingrequirements associated with one of the eligible Custom PaymentService (CPS) programs defined in the U.S. InterchangeReimbursement Fee Qualification Guide.Value (MVV). In order to qualify for the G2G InterchangeReimbursement Fee, the registered MVV/acquirer BINcombination(s) must be included in all eligible G2Gtransactions.Change in Acquiring RelationshipAcquirers must submit a properly completed G2G ProgramRegistration Form to notify Visa of a change in the acquiringrelationship with a merchant that has been assigned anMVV. This will ensure that the acquirer continues to qualifyfor the program without interruption.TimingRegistration of new merchants and any changes to existingregistrations can take up to 45 days to process followingreceipt of a properly completed registration form. Note:Insufficient notice of additions or changes may lead toreturned transactions and missed clearing timelines, whichmay result in significant financial loss.Form SubmissionPlease submit the G2G Program Registration Form (eitherExcel file or attached form), by secure e-mail toG2GRegistration@visa.com. Please have emails sent bythe company officer or include an email from the officernoting their approval for each set of changes (or attach anemail from the officer designating authority to the sender).Alternatively, you may submit the attached by fax to (650)554-6680. Box 8999, M3-4DSan Francisco, CA 94128-8999Program ComplianceIn the event that a participating merchant does not complywith all program requirements (including the eligibilityrequirements set forth above), Visa may provide writtennotice of noncompliance to acquirer(s) detailing thecorrective actions the merchant(s) must take to comply. Themerchant must demonstrate compliance with all programrequirements before the end of the “Remedy Period” (fifteen(15) business days from the date of Visa’s notice). If themerchant does not satisfy all program requirements by theend of the Remedy Period, Visa may suspend or remove themerchant from participation in the program. A merchant mayrequest reinstatement in the program upon satisfactorycompliance with program requirements, as determined byVisa.In addition, once the registration form has been approved by Visa,the G2G merchant will be assigned a unique Merchant Verification

When a change is requested, the previously registered acquirer BIN will be removed one month after the effective date of the new acquirer BIN to allow for a smooth transition.4. Document PurposeThis document serves as notification to Visa Inc. that the undersigned acquirer hereby registers the merchant(s) named above for participation in the G2G Program and certifies that the merchant(s) proposed for registration qualify forparticipation in the G2G Program in accordance with the Visa U.S.A Inc. Operating Regulations and the G2G Program requirements. The acquirer may update/add merchants to the registration list at any time upon 45 days notice toVisa.
