U P D A T E D O C T O B E R 2008<strong>Visa</strong> <strong>Government</strong>-<strong>to</strong>-<strong>Government</strong> (<strong>G2G</strong>) <strong>Program</strong> <strong>Guide</strong>RegistrationTo participate in the <strong>Visa</strong> <strong>Government</strong>-<strong>to</strong>-<strong>Government</strong> (<strong>G2G</strong>)<strong>Program</strong>, the Federal government agency merchant must applythrough the merchant’s acquirer(s). The acquirer(s) must thenregister the merchant using the attached <strong>G2G</strong> <strong>Program</strong>Registration Form. This form is required when adding a newmerchant <strong>to</strong> the program, deleting a merchant from the program orchanging an existing registration. If a merchant has multipleacquirer relationships, then each acquirer must separately registerthe merchant using the registration form. Acquirers should contacttheir <strong>Visa</strong> account executive for more information about programrequirements and eligibility.Questions regarding the registration process can be directed <strong>to</strong><strong>G2G</strong>Registration@visa.com or (800) 847-2103.Eligible Merchant Category Codes<strong>Government</strong>-<strong>to</strong>-government payment transactions submitted byparticipating merchants must include a Merchant Category Code(MCC) of 9399 (<strong>Government</strong> Services) or 9402 (<strong>Government</strong> PostalServices) <strong>to</strong> be eligible for the <strong>Government</strong>-<strong>to</strong>-<strong>Government</strong>Interchange Reimbursement Fee. Merchants classified under anyother MCC, including, but not limited <strong>to</strong>, MCCs for supermarkets,restaurants, parking lots, fuel merchants and retail s<strong>to</strong>res, are noteligible for these MCC classifications. Only merchants that meet theMCC definition may use MCC 9399 or MCC 9402.Eligibility RequirementsBy signing the <strong>G2G</strong> <strong>Program</strong> Registration Form, acquirers certifythat the merchants they are registering meet the followingrequirements:• Are Federal government agencies eligible for <strong>Government</strong>Services (MCC 9399) or <strong>Government</strong> Postal Services (MCC9402) merchants as described in the <strong>Visa</strong> U.S.A. MerchantData Manual.• Accept <strong>Visa</strong> as a means of payment regardless of paymentchannel (including, but not limited <strong>to</strong>, face-<strong>to</strong>-face,mail/telephone and online).• Comply with all <strong>Visa</strong> Operating Regulations (including visualrepresentation of the blue, white and gold <strong>Visa</strong> Flag symbol or<strong>Visa</strong> wordmark on the merchant website).• Feature the opportunity <strong>to</strong> pay with <strong>Visa</strong> at least as prominentlyas all other payment methods.<strong>Visa</strong> reserves the right <strong>to</strong> modify or discontinue the <strong>G2G</strong> <strong>Program</strong>and/or disqualify merchants from participation in the program.Identification of Eligible <strong>G2G</strong> TransactionsTo qualify for the <strong>G2G</strong> Interchange Reimbursement Fee,<strong>G2G</strong> purchasing card transactions must meet the processingrequirements associated with one of the eligible Cus<strong>to</strong>m PaymentService (CPS) programs defined in the U.S. InterchangeReimbursement Fee Qualification <strong>Guide</strong>.Value (MVV). In order <strong>to</strong> qualify for the <strong>G2G</strong> InterchangeReimbursement Fee, the registered MVV/acquirer BINcombination(s) must be included in all eligible <strong>G2G</strong>transactions.Change in Acquiring RelationshipAcquirers must submit a properly completed <strong>G2G</strong> <strong>Program</strong>Registration Form <strong>to</strong> notify <strong>Visa</strong> of a change in the acquiringrelationship with a merchant that has been assigned anMVV. This will ensure that the acquirer continues <strong>to</strong> qualifyfor the program without interruption.TimingRegistration of new merchants and any changes <strong>to</strong> existingregistrations can take up <strong>to</strong> 45 days <strong>to</strong> process followingreceipt of a properly completed registration form. Note:Insufficient notice of additions or changes may lead <strong>to</strong>returned transactions and missed clearing timelines, whichmay result in significant financial loss.Form SubmissionPlease submit the <strong>G2G</strong> <strong>Program</strong> Registration Form (eitherExcel file or attached form), by secure e-mail <strong>to</strong><strong>G2G</strong>Registration@visa.com. Please have emails sent bythe company officer or include an email from the officernoting their approval for each set of changes (or attach anemail from the officer designating authority <strong>to</strong> the sender).Alternatively, you may submit the attached by fax <strong>to</strong> (650)554-6680. Box 8999, M3-4DSan Francisco, CA 94128-8999<strong>Program</strong> ComplianceIn the event that a participating merchant does not complywith all program requirements (including the eligibilityrequirements set forth above), <strong>Visa</strong> may provide writtennotice of noncompliance <strong>to</strong> acquirer(s) detailing thecorrective actions the merchant(s) must take <strong>to</strong> comply. Themerchant must demonstrate compliance with all programrequirements before the end of the “Remedy Period” (fifteen(15) business days from the date of <strong>Visa</strong>’s notice). If themerchant does not satisfy all program requirements by theend of the Remedy Period, <strong>Visa</strong> may suspend or remove themerchant from participation in the program. A merchant mayrequest reinstatement in the program upon satisfac<strong>to</strong>rycompliance with program requirements, as determined by<strong>Visa</strong>.In addition, once the registration form has been approved by <strong>Visa</strong>,the <strong>G2G</strong> merchant will be assigned a unique Merchant Verification
