<strong>ICT</strong> <strong>IN</strong> <strong>URBAN</strong> <strong>GOVERNANCE</strong>Mission• Urban local bodies (ULBs) in India are increasingly using technology to deliver services. The central government’s Jawaharlal Nehru National UrbanRenewal Mission (JNNURM) has been the biggest enabler in this regard. During 2005-12, 37 cities undertook e-governance-related reforms. In thepast one year, about 17 e-governance projects worth Rs 1.5 billion have been launched. In addition, the government's National Urban InformationSystem (NUIS) scheme has developed a geographical information system (GIS) database for 152 towns/cities for improved urban planning.• Mega cities such as Ahmedabad, Bengaluru, Delhi, Mumbai and Hyderabad have taken a range of e-governance initiatives. Smaller cities haveimplemented customised solutions. For instance, an SMS-based complaint management system has been launched in Bhilai, a GIS has beenimplemented in Moradabad and enterprise resource planning solutions have been adopted in Kurali.• Technology is being deployed for assessment of property tax; online payments; grievance redressal; licence approval; birth and death registration;procurement and project monitoring; efficient delivery of public transport services and traffic management; etc. The use of <strong>ICT</strong> in governance hasresulted in greater transparency, accountability and community participation, and proactive information delivery.• Rapid urbanisation will be the biggest driver of <strong>ICT</strong> in governance in the future. By 2031, the number of metropolitan cities will increase to 87 from53 in 2011. Almost 40 per cent of the country’s population will reside in urban areas by then, as compared to the current 31 per cent. This willincrease the demand for civic services, and cities will have to deploy technology for efficient, transparent and citizen-friendly governance.• The mission of this conference is to discuss the benefits of <strong>ICT</strong> in urban governance, the experience so far and the key issues/challenges.
