1 General
In 2013 the Royal Netherlands Air Force will organize the twelfth edition in the
series of Joint Project Optic Windmill (JPOW), namely JP0W13. JPOW13 is
scheduled for the 2nd Quarter of 2013 and will be held at Air Force Base De Peel
(AFBDP) in the Netherlands and at Air Base Ramstein (ABR) in Germany.
In order to ensure a proper planning and execution cycle of JPOW13 the Project
Office (P0) JPOW and the Combined Exercise Planning Staff (CEPS) will organize
a series of events. The next event will be the Initial Planning Conference (IPC)
where the participating nations, units and organizations will further prepare their
integration into the exercise.
2 Objectives IPC
The main objectives for the IPC are:
- Determine the objectives of the participating nations, units and
organizations, based upon the main objectives:
- Determine the level of participation:
- Identify the Concept Development proposals.
The POC of the participating nations, units and organizations are kindly requested
to present this during the IPC (See 6 (preliminary) Agenda). The P0 JPOW will
have the relevant documents send to the respective POC before 9 July 2011.

3 Attendees
Since the total number of participants should, preferably, not exceed 100 people,
Invitees/ POC are kindly requested to be restrictive in inviting Subject Matter
Experts within their areas of responsibility. As an example, during the IPC
logistical requirements (food, finance, lodging etc.) during the JPOW execution
phase will not be identified. The process and way ahead however, will be
explained by the respective hosting nations. New entities (weapon systems) are
kindly requested to bring an Interoperability SME.

6.2 Coordination Meeting (Deputy) Chairman Control Groups
0n Thursday 8 September 2011 at l300lt there will be a coordination meeting
between the (Deputy) Chairmen of the Control Groups to coordinate the
interaction and information exchange between the respective Control Groups.

6.3 In-Processing
In-Processing should be done in accordance with the preliminary agenda on both

Visitor requests must be coordinated through your national organizational security
agencies and embassies (if appllcable). Date
7.2 Security Clearance
Attendees should have their valid Security Clearance at hand, during the IPC.
7.3 Conference Fee
There will be a Conference Fee of 60 Euros, to be paid in cash during the in
processing (Card Payments will not be possible). The Conference Fee will include
coffee, tea and refreshments during the IPC and an Ice Breaker on Tuesday
evening.
For an additional 6, - Euros per day you will have the option to have lunch at the
IABG facility on Tuesday and Wednesday, which is recommended by both the
IABG and P0 JPOW (see point 3 under registration). The use of the (regular)
IABG cafeteria for lunch is not possible, due to organizational reasons.
7.4 Social Event
There will be an optional Social Event, City Tour to the centre of Munich, on
Wednesday evening organized by the IABG. This tour will cost approximately 45
Euros (ificluding drinks and diner) and will only take place if sufficient people
have registered for this event (point 5 under registration). For further information
