Vintage Sled Registration Issue gets NYSSA BOD Attention<br />

The Vintage Sled registration issue was brought to the attention of the<br />

NYSSA Board of Directors at its January meeting held at Byrnecliff, in<br />

Varysburg, NY. Longtime vintage enthusiast John Kress (right) organized<br />

the impressive display of sleds.<br />

Registering a Vintage machine costs just as much as registering a current<br />

model. Since these machines are rarely used on the trail system<br />

for any appreciable distance, Vintage enthusiasts would like to see a<br />

reduced registration rate put in place for these machines. The NYSSA<br />

Government Affairs committee is working on a proposal. Thanks to<br />

John and the vintage folk who braved the single-digit temperatures to<br />

showcase their machines. It was much appreciated!<br />

NYSSA: LAWSUIT THREATENS TRAIL SAFETY<br />

January 15, 2009, Long Lake, NY - The New York State Snowmobile Association (NYSSA) is raising an alarm<br />

about the recent lawsuit brought by an environmental group against the Adirondack Park Agency (APA) and two<br />

other state agencies over the adoption of state trail maintenance and safety standards for snowmobiling in the Adirondack<br />

Park.<br />

NYSSA Executive Director Dave Perkins is urging the APA, the state Department of Environmental Conservation<br />

(DEC) and the Office of Parks, Recreation and Historic Preservation (OPRHP) to vigorously defend their<br />

actions to ensure that snowmobile trails are the safest they can be. "The new rules reflect the vast experience and<br />

knowledge of snowmobile trail maintenance that NYSSA shared with state decision makers throughout the multiyear<br />

development process," Perkins said. "We have demonstrated that unsafe trail conditions can be mitigated without<br />

undue impact on the forest's natural character."<br />

The Snowmobile Trail Siting, Construction, and Maintenance Guidelines were adopted at the November<br />

2009 APA meeting, allowing for the consideration and implementation of stalled Unit Management Plans (UMP)-<br />

plans that identify opportunities for recreational uses and consider the ability of the resources and ecosystems to accommodate<br />

such activity.<br />

NYSSA fears that the lawsuit brought by the Adirondack Council may again put these plans on hold. "Most<br />

UMPs have been held from consideration for years until the APA could rule on specific snowmobile provisions,"<br />

Perkins explained. "Now, as a result of this lawsuit, these UMPs may be back on the shelf. This could have a chilling<br />

effect on the users of the forest preserve and the safety of snowmobiling families," Perkins worried.<br />

The Guidelines are a way to establish safe trails in the Adirondack Park on forest preserve lands that can be<br />

navigated by snowmobile. Establishing community connector trails allows significant economic benefit by bringing<br />

snowmobilers to community businesses. The Guidelines enjoy strong support from regional businesses, environmental<br />

groups and local elected officials. The action taken by the APA was done after more than five years of study<br />

and public participation in a process that included all stakeholders.<br />

NYSSA applauds the APA's rules relative to trail width, particularly with respect to steep terrain and curves.<br />

The utilization of tracked groomers is necessary for proper trail maintenance to create safe, navigable trails. Trails<br />

that are of appropriate width will accommodate a variety of tracked groomers that will make trails with the desired<br />

meandering character safer to use. Tracked groomers require fewer grooming trips, and are more fuel efficient than<br />

utility snowmobiles used to groom trails. NYSSA believes that tracked groomers are much more environmentally<br />

friendly.<br />

The Guidelines also ensure that the environment and natural character of the Park is protected. Trail routes<br />

are to be located nearer motorized routes that are either highways or bodies of water than in previous trail siting<br />

documents or policies, changes supported by NYSSA.<br />

NYSSA was an active participant in field work that led to the development of the Guidelines. "It is unfortunate<br />

that not all stakeholders chose to participate. The Adirondack Council seems to have taken a position that whatever<br />

came out of the process would be hit with a lawsuit," Perkins said. "The APA provided extensive opportunity<br />

for the public to comment on the Guidelines as this project has been ongoing for several years. Let's hope that this<br />

obstructionist action by the Adirondack Council does not have tragic results for snowmobile safety," Perkins concluded.<br />

NYSSA Staff in Transition<br />

Effective January 1, 2010, Dave Perkins has assumed the duties and responsibilities<br />

as NYSSA Executive Director. Dave can be reached by email at<br />

daveperkins@nysnowmobiler.com and by phone at 518-796-0897. Filling Jim‘s shoes will<br />

be a very difficult task, indeed. As Executive Director, Jim spent years developing NYSSA<br />

level of expertise and influence in many circles in the snowmobiling community and in government.<br />

When calling the NYSSA Office, please use 888-628-3849. A recorded message will allow<br />

you to get membership questions resolved or to talk to the NYSSA staff.<br />

As a result of Board action in December, Anne O‘Dell is now a full-time Administrative Assistant<br />

and is handling all membership questions. The Trails Coordinator position is currently<br />

vacant though many of the trails-related programs will be handled by the Executive Director.<br />

NYSSA Scholarships<br />

NYSSA awards two $500 scholarships to deserving students. The current Award can be<br />

applied for using an application on the NYSSA website. There is an application deadline of<br />

March 1, 2010. The top five applications will also be forwarded to the Northeast Chapter of<br />

ISC to be considered for their scholarship program.<br />

Snowmobile Trail Siting, Maintenance, and Construction Guidelines<br />

At the November APA meeting the Agency voted to approve and accept the Guidelines as<br />

developed by APA and DEC staff. NYSSA was involved in assisting both agencies in understanding<br />

snowmobile and maintenance needs on Forest Preserve trails. With approval of<br />

the Guidelines, it was hoped that the Unit Management Plans that have been sitting on the<br />

shelf collecting dust would finally be acted on. In most of the Wild Forest Units, trails were<br />

in desperate need of maintenance. Trails that were 5 and 6 feet wide could finally be<br />

brought up to a width to make the trails safe and passable. Communities would finally be<br />

connected. And with the Guidelines being approved, the issue of using tracked groomers<br />

would finally be resolved.<br />

At the January 14 th APA meeting, the first UMP for amendment was presented by DEC to<br />

the APA. This was the Jessup River Wild Forest UMP. The Unit is located generally from<br />

Indian Lake to Piseco in Hamilton County surrounding NY Route 30. DEC presented its pro-<br />

posal for amending the UMP to define snowmobile trail<br />

routes to re-establish corridor trails 4 and 8. Another goal<br />

of the Amendment was to remove access to lakes to keep<br />

snowmobile traffic on land trails. Unfortunately, this action<br />

will also eliminate a great deal of access to trails from local<br />

residents that live on the lakes. DEC is now collecting public<br />

input on this UMP Amendment. NYSSA will be compiling<br />

comment on the Amendment.<br />

The Amendment may be viewed at http://www.dec.ny.gov/<br />

lands/22599.html. Public comment may be submitted<br />

to DEC by February 19, 2010.<br />

As much as this is a step forward, the snowmobile community<br />

was later greeted with a dark cloud. The Adirondack<br />

Council, an environmental group that was also party to the<br />

Jessup River lawsuit of 2006, filed an Article 78 case against<br />

the APA, DEC, and OPRHP. NYSSA has released a press<br />

release on this issue.<br />

Land Classification Public Hearings<br />

Beginning on January 23 rd , five public hearings will be held<br />

by the APA to collect public input on classifications of land<br />

that are currently unclassified and the reclassification of<br />

other state lands.<br />

The APA website, http://www.apa.state.ny.us/ , lists detailed information on the parcels included in the classification<br />

package. Of particular interest to the snowmobiling community is the largest parcel in the package of over 17,000 acres<br />

located in the Lyon Mt area of Clinton Co. This parcel is proposed to become part of the Chazy Highlands Wild Forest,<br />

which would all pursuit of a vital snowmobile trail connection in that part of the state. Anyone with an interest in this<br />

classification needs to attend one of the hearings and to provide an oral or written comment.<br />

Riding on Easements<br />

Some parts of the state, especially it seems in the Adirondacks and surrounding area, that there is significant mileage of<br />

trail on lands with conservation easements. Snowmobilers need to remember that conservation easement lands are still<br />

private property. Snowmobilers need to follow the signs to stay on the trail that is legal. Easement lands also have<br />

leases. Lessees are entitled to use a snowmobile to access their lease area, but these routes are not open to the public<br />

for snowmobiling.<br />

Enjoy riding on the easement properties, but stay on the legal trail by following the signs.<br />

STEP<br />

Assignments for Independent Advisors have been made and selected clubs should be hearing from the Advisor soon.<br />

Satellite programs are moving forward as each Manager determines which of their Advisors is to be partnered with a<br />

club in their county.<br />

When a club does not respond to an Advisor contact, the Advisor is visiting the club to collect information on trail signage.<br />

When received, a copy of the information collected will be sent to the club. This information will include comments<br />

and photos of what was seen.<br />

For this season, there are 62 Safe Trail Advisors eligible to be partnered with a club. Of the 62 Advisors, 24 are in their<br />

second year of eligibility, as each training cycle covers two snowmobile seasons. Of the 24 Advisors in their second<br />

year, half have not responded to any communication over the past few months.<br />

Interestingly, three Advisors that participate in the Chautauqua Co satellite program requested to be given an Independent<br />

assignment as well. The same thing is true with an Advisor in the Madison County satellite program.<br />

The numbers illustrate a problem – more Safe Trail Advisors are needed. This is especially true in the eastern and<br />

northern parts of the state. There are several counties in which there are no Advisor assignments.<br />

Becoming a Safe Trail Advisor is pretty much a painless project. You must attend a class that accomplishes two things:<br />

provides training in current trail signing guidelines, and provides training in meeting responsibilities when visiting a club<br />

to provide feedback on how the club is meeting these signing guidelines. The class lasts about three hours.<br />

The Satellite part of STEP continues to function well<br />

and grow. This season there are 12 counties participating<br />

in the program covering 89 clubs. In<br />

those 12 counties are 186 Safe Trail Advisors.<br />

Signing<br />

Trail signing continues as a source of agony for<br />

many as finding the most logical and sensible guidance<br />

for signing trails is discussed. Probably the<br />

heart of the debate is recognizing that a snowmobile<br />

trail is not an engineered environment and signing<br />

trails according<br />

Insurance Responsibilities<br />

It can never be overstated that clubs need to report accidents<br />

on their trails to our insurance agency. Last year<br />

each club was mailed an insurance booklet. Butch Franklin,<br />

our insurance agent, reported that 30% of them were returned<br />

as undeliverable.<br />

Any club that needs an insurance booklet needs to contact<br />

their district director or the Executive Director. Each district<br />

director was emailed a copy that can be made available to<br />

clubs.<br />

Any accident on any or your trails needs to be reported.<br />

of Uniform Traffic Control Devices (MUTCD) should be avoided, while at the<br />

same time recognizing that snowmobile trail signs are similar to highway signs<br />

in configuration and message.<br />

While the intent of administrative guidance is to do exactly that – administer -<br />

and at the same time achieve consistency, the net effect is to place greater responsibility<br />

for safe snowmobiling on the backs of clubs. Administrative guidance<br />

in trail signing is necessary. It is often cited that signing should be based<br />

on common sense, which is a great approach. But does everyone share the<br />

same perspective on what common sense would mean? Likely not, which is<br />

why administrative guidance is necessary.<br />

The initial signing book of the 1990‘s contained 9 different Regulatory signs, 20<br />

different Warning signs, and 4 different informational signs. The 2005 signing<br />

book contains 6 different Regulatory signs, 12 different Warning signs, and 6<br />

different informational signs.<br />

It was recently announced by VAST in Vermont that they will no longer be using<br />

Bump or Dip signs, the Winding Trail sign, the Keep Right sign and the Left and<br />

Right Hairpin Turn signs. The basis for these changes is elevating the importance<br />

of Reasonable and Prudent Operation of a snowmobile on its trails.<br />

VAST‘s goal is greater consistency by simplifying the signing guidance.<br />

For example, a common sign is the Winding Trail. It will no longer be used in<br />

Vermont as all trails in their System are winding and that all snowmobilers are<br />

to operate in a reasonable and prudent manner.<br />

Signage in the Canadian province of Ontario is often cited in discussions around trail signage. In looking at their information,<br />

it appears that Ontario uses 13 different signs. Of those 13 signs is a speed limit sign, Trail Ends, Trail Closed,<br />

Use at Own Risk sign, Trail Entry, and OFSC Prescribed Trail. Probably the sign used most often is ―Slow‖. Other signs<br />

used are Stop, Stop Ahead, the Directional Arrow, Ice Crossing, Railroad Crossing, and Hazard markers (Object Markers).<br />

The NYSSA Trails Committee is in the midst of discussions on trail signing recommendations to State Parks (NYS<br />

OPRHP). Whatever those recommendations are, NYS OPRHP will make its determination to either accept or reject them<br />

in part or in whole.<br />

Two years ago the idea of an informational signing brochure for the snowmobiler was offered at the Forum during the<br />

Trails Coordinator report. The idea actually took shape and an initial draft was prepared. But the reality is that until<br />

there is uniform agreement and acceptance on signs and how they are used, providing information to the public is fruitless.<br />

Trail Safety<br />

We have just finished International Snowmobile Safety Week. It is hoped that safety and care while riding a snowmobile<br />

is always part of every snowmobiler‘s routine. Riding responsibly and returning home safely to ride again are not<br />

things that occur by luck. Always be reading the trail, ride defensively, and expect the unexpected.<br />

Trail Access<br />

Trail access is an ongoing topic. This past month work has been done on getting a Canal Corp resolution template for<br />

local communities, upcoming public hearings on land classification of unclassified state land in Clinton and Franklin counties,<br />

potential access across a proposed new bridge spanning Lake Champlain, a reroute in the Newcomb to North Hudson<br />

trail that would actually cause greatly reduced costs and achieve quicker completion of the trail, and legal access<br />

and use of a county highway in Albany Co. In addition, a safety issue on the Adirondack Travel Corridor is also being<br />

worked on.<br />

President’s Message<br />

New Year; New Issues<br />

Welcome to 2010! With Jim Jennings‘ shift to part-time support<br />

staff status, Dave Perkins assumed the role of Executive Director<br />

as of January 1. I hope all of you will join me in welcoming Dave<br />

to that slot, and congratulate him on his promotion. Dave has<br />

already jumped into the fire, and with several important issues<br />

facing NYSSA, will be busy navigating our organization through<br />

the minefields.<br />

One of the most critical items afoot is the lawsuit filed by the<br />

Adirondack Council (AC) attempting to stop the APA from moving<br />

forward with the snowmobile plan. NYSSA has decided to participate<br />

in the suit as an interested party, and will work to protect<br />

the interests of snowmobile trails within the Adirondack Park.<br />

Dave Perkins and Jim Jennings have been immersed in the work<br />

of the APA and will continue to provide representation for<br />

NYSSA clubs and members.<br />

Trail Funding<br />

Thanks to the strong registration levels this far, the NYS OPRHP announced an additional $500k will be added to<br />

local trail grants this season. Those monies will be included in the 30% Phase III awards, and will be based upon<br />

the current trail mileage rate breakdowns. Registrations this year had been running behind last season, but thanks to<br />

widespread snow cover that hit the state during the holidays, the numbers have caught up with last season‘s tally. It<br />

does appear that the decline in registrations over the past several years has indeed leveled out.<br />

Corporate Sponsorships and Partnerships<br />

As reported elsewhere in this edition, the BRP promotion is bringing more than $56,000 to 175 NYSSA clubs. In fact,<br />

20 clubs each earned more than $1,000 by having their club members visit participating Ski-Doo dealers. It should be<br />

obvious that NYS snowmobilers are an important consumer group. The NYSSA discount program is growing in leaps<br />

and bounds, as our business partners look for a piece of the $1 billion pie that we bring to the state‘s economy.<br />

Western Region Meeting<br />

The NYSSA Board of Directors held the January 9 board meeting in western New York. The agenda included an open<br />

forum for club representatives to gather and discuss issues of interest to the region. Many local vintage snowmobilers<br />

attended the meeting to show support for NYSSA‘s efforts in seeking reduced registration fees for vintage collectors.<br />

As we look ahead to the 2010-2011 budget process, we expect to seek new ways to continue to provide regional<br />

meetings, and the opportunity for club representatives to participate in NYSSA‘s leadership.<br />

OSWEGO COUNTY, NY -- More than 4,000 snowmobile racers, owners and spectators are expected to take part in the<br />

tenth annual Great Eastern Whiteout Friday, Saturday and Sunday, Feb. 12, 13, and 14 at the Fulton War Memorial on<br />

NYS Route 3. The vintage snowmobile show and races are hosted by the Fulton Area Snowmobile Travelers (FAST).<br />

The event is considered the largest antique<br />

snowmobile show in the Northeast, said show<br />

coordinator Joe Raechal. ―We are expecting to<br />

have over 400 show sleds on display and in excess<br />

of 250 racing sleds competing in races on<br />

Lake Neahtahwanta,‖ he noted.<br />

Vintage snowmobiles will race all day Saturday<br />

on an oval track on Lake Neahtahwanta. On<br />

Sunday, 75 drag racers will compete. Also running<br />

on Sunday are a 100-mile Enduro run and<br />

an antiques and vintage sled trail ride from the<br />

Fulton War Memorial to the Lysander Fire<br />

House. Both events start at 9 a.m. Sunday.<br />

There will be a large swap area for used sleds<br />

and parts as well as several vendors and sponsor<br />

displays inside the War Memorial. Organizers<br />

expect visitors from as far away as Wisconsin,<br />

Kentucky and New Hampshire to show their<br />

sleds or race in the Great Eastern Whiteout. There are numerous entry classes for racing and displays. Sleds in the<br />

―dinosaur‖ class date to 1971 and older.<br />

―Oswego County is well-known for its ability to handle the abundant snowfall that we receive,‖ said Dave Turner, director<br />

of the County Department of Community Development, Tourism, and Planning. ―Our snowmobile clubs do a<br />

fantastic job of maintaining and grooming our 361-mile trail system. We welcome all the riders and spectators, and<br />

wish all the participants a successful Whiteout event.‖<br />

Visitors will also have a chance to purchase tickets and take home a 1971 AMF Skidaddler snowmobile. The sled was<br />

donated by Bruce Butler of Lysander Construction.<br />

―Every year we have a really nice sled donated to us by a person or business,‖ said Raechal. ―For a 1971 Skidaddler, it<br />

is in very nice original shape.‖ All proceeds will go to the Golisano Children‘s Hospital in Syracuse. Other fundraisers<br />

will benefit the Oswego County BOCES scholarship fund.<br />

There will be a ―Whiteout Warmup‖ from 6 to 10 p.m. Friday, Feb. 12 at the Lakeview Manor in Fulton. Show registration<br />

is from 8 a.m. to 1p.m. Feb. 13. Oval race registration is from 8 to 9 a.m. Feb. 13. Entry forms for the show and<br />

Ahead and Behind<br />

Looking out the window from my office today, it‘s snowing.<br />

Again. 32 of the last 40 days we‘ve had measureable snow<br />

in Western New York and much of the rest of the state is<br />

snow covered. The weather man says we are way ahead of<br />

our average snowfall and our daily temperatures are below<br />

the normal average. Additionally and happily, we are behind<br />

on our normal rate of fatalities, so far this season. As<br />

of today, as I‘m writing this, there have been 3 snowmobile<br />

fatalities in New York State for the 09-10 season. It‘s still 3<br />

too many, but below the average of where we normally are.<br />

I would love to be able to say this is because people are<br />

finally heeding the call to not drink and drive and to drive at<br />

a reasonable speed-the 2 biggest factors in fatalities from previous years. I‘ll say it again-we want you to be members<br />

again next year-please stay safe out there.<br />

More good news-the DMV reports we are more than 3% ahead on registrations from this point last year. I don‘t know<br />

about your club but my home club, the Shawnee Sno-Chiefs, have seen a huge turnout of people joining the club. We<br />

surpassed last season‘s record number of memberships (778 member families) on January 10th. As of today we are at<br />

809 member families. The U.S. Government says the average family size is 2.59 people per family giving us almost<br />

2100 members! The next step is figuring out how to get more people involved. I hope you‘ll join me for the Volunteerism<br />

Roundtable at the Forum in April! Maybe we can figure it out together.<br />

I was out riding with some friends and family this past weekend and saw some disturbing things. First, people stopping<br />

and chatting on the trails. I came around the corner on an old railroad bed and found 4 sleds stopped across the trail -<br />

some guys just shooting the breeze - but you know, there are some throttle jockeys out there that feel the need to<br />

break the sound barrier. If one of them came around that corner at high speed, it would be a recipe for disaster. If<br />

you‘re going to stop and chat, please move off the trail or at least to the edge of the trail. Second, on that very same<br />

rail bed, which is a secondary trail, generally about 10 feet wide, people coming from the opposite direction, but not<br />

slowing down. The ski stance of a modern sled is about 4 foot, x 2 sleds, uses 8 feet out of that 10. All it takes is a<br />

bump, to dart. Doesn‘t take too much darting to move 2 feet……..just a thought: slow down a bit and move right. Besides,<br />

if it‘s about snowmobiling, why are we in a hurry to get everywhere on our sleds?<br />

Here we are in the recent phenomenon<br />

of an unwanted but now typical January thaw;<br />

hopefully the groomers were able to pack the<br />

heavy, wet snow that fell last night, and keep<br />

the ground frozen. Changes in our sport<br />

have been occurring and mine have been<br />

with the purpose of making things better.<br />

Everything I do for snowmobiling in NY, I do<br />

with an eye toward keeping my positive attitude<br />

focused.<br />

There are actions and attitudes that<br />

are making it hard to sustain a positive<br />

outlook. One of them was the constant threads<br />

and conversations I‘ve had about those individuals,<br />

whose actions on the trails were causing<br />

many to be frustrated, angry and concerned for<br />

their families‘ safety and theirs as well.<br />

With a renewed training focus, the Law<br />

Enforcement training known as SLEDS<br />

(Snowmobile Law Enforcement Development<br />

School) is providing clear, consistent and supportable education to officers each year. By telling officers<br />

what we as snowmobilers need them to do to help make a safer trail system, we are beginning to see<br />

positive results. Sure, there are those that will say ―there needs to be more done‖ or ―done better‖. All I<br />

can say is -- let me know what more Law Enforcement can do.<br />

The other part of getting safer trails is to have the Magistrates levy fines and sentences that<br />

make it clear that it is better for riders to comply with the Laws than thumb their noses at Law Enforcement<br />

Officers, the Courts and especially the law abiding snowmobilers. I developed, and now teach, a<br />

NYS Court Administration certified training course for your Judges and Magistrates. The course<br />

was designed from the snowmobilers‘ perspective to show how the trail program works and why it is so<br />

important for the Courts to follow through with the proper disposition of tickets. It is so heartening to<br />

see attendees now understand why they need to help get the unregistered to register, the loud pipers to<br />

remove the cans and the Snowmobiling While Intoxicated (SWI) to refrain from riding our trails. The<br />

course is getting results as officers are reporting that the fines are being levied and in some cases the<br />

non-appearances are being brought back to answer for their misdoings. These are positive ways to bring<br />

about more enjoyable snowmobiling.<br />

Another positive action is the promotion of “ ZERO ALCOHOL -- Your smart choice”. There<br />

has been a lot of attention from the media about alcohol use and its role in the accidents and fatalities. Is<br />

this an issue? By supporting ZERO ALCOHOL prior to and during our rides, we send a positive message.<br />

What many want is for everyone to be as law abiding as they are when it comes to riding<br />

on OUR trails. Hope to meet you on the trails, at a Club meeting or at the Forum.<br />

Phase III Documentation Guide<br />

If your club did not receive a copy of the Phase III Documentation Guide from the local sponsor, one may be<br />

downloaded by going to http://nysparks.state.ny.us/recreation/snowmobiles/ and clicking on Grant Information along<br />

the left side of the page.<br />

The Phase III Documentation Guide was released recently by OPRHP. The Document contains all the information<br />

needed to complete end of season paperwork that is due to OPRHP no later than May 31st, 2010.<br />

There are some points of information that clubs need to be aware of.<br />

• It is mandatory that clubs must submit all Attachment E forms,<br />

with at least one form submitted for each groomer. Even if the<br />

groomer was not used, an Attachment E must be submitted for it and<br />

state that the groomer was not used during the 2010 season.<br />

• When grooming, starting and ending junction numbers must be<br />

entered on Attachment E for each grooming trip.<br />

• When claiming equipment usage, any and all labor is entered<br />

on Attachment B. In the past few years equipment usage rates included<br />

labor. That is not the case this year. Usage rates listed for equipment (except groomers) do NOT include labor.<br />

Again, all labor is entered on Attachment B.<br />

• As in past years, do not claim any sales tax from any expenditures.<br />

• Attachment E shows a column to list the groomer operator’s first and last name. In previous years this was<br />

not done.<br />

• When using Attachment C, first and last name of operator must be entered.<br />

• A copy of the lease agreement for all storage facilities must be submitted to the local sponsor and to OPRHP.<br />

Equipment storage and building costs cannot exceed $3500.<br />

• There is no longer an Attachment F. All fuel usage is included in equipment or grooming rates.<br />

• If claiming payments or amortization for a groomer, Attachment E for that groomer is used to show fuel, labor<br />

and all maintenance work done on that groomer.<br />

The following are additions to the list of items that cannot be claimed on trails fund documentation:<br />

Graphics, decals, custom paint jobs on equipment.<br />

Chainsaw safety classes (including instructor reimbursement, travel, TME members‘ attendance). Funding has<br />

been provided to DEC to put on free classes. Consult your local DEC office for a schedule of classes available.<br />

TME equipment storage and building costs that exceed $3,500.00.<br />

Ski-doo Million $ Club Support Program<br />

BRP has announced that 174 NYSSA clubs will be receiving checks as a result of their<br />

members signing up with their local Ski-doo dealer as a participant in the program. Clubs will<br />

be receiving $56,300 in all. Checks range from $1500 to as low as $10. Fourteen clubs will<br />

be receiving the maximum amount of $1,500, with 6 of these clubs in Washington County.<br />

The NYSSA Safety Trailers are available for display<br />

at NY State Snowmobile Club events. There are<br />

towing requirements and you must reserve the<br />

trailers well in advance. s<br />

The large trailer will contain the three Super Raffle<br />

sleds; the smaller one (pictured) contains materials<br />

appropriate for indoor displays.<br />

PREPARATIONS BEGIN FOR RETURN OF SNOCROSS RACING TO FINGER LAKES<br />

FARMINGTON, N.Y. – Preparations begin with the onset of snow making for professional snocross racing at Finger Lakes Gaming<br />

& Racetrack. The AMSOIL Championship Snocross Series Eastern Nationals returns on Friday, February 5 and Saturday, February<br />

6, 2010. The two-day event is complete with amateur, semi-pro and professional racing, along with an aerial freestyle show<br />

by the Monster Energy Slednecks Invasion Tour.<br />

With the arrival of the snow guns earlier in the week, the stockpiling is anticipated to begin sometime next week. The recent temperature<br />

rises predicted this week have shifted the initial start of the snow making process slightly. Snowmaking is tentative on<br />

temperatures as well as humidity levels; the optimal conditions are temperatures at roughly 10 degrees Fahrenheit and little to no<br />

humidity within the atmosphere. Over 20 acres of snow are to be produced for the creation of the snocross track. To create the<br />

volume needed, the snow guns are expected to run over the next three weeks.<br />

The Eastern Nationals mark the fifth stop of nine on the 2009-10 AMSOIL Championship Snocross Series (ACSS). Regional,<br />

Semi-Pro, and Professional level races, including finals for men and women are scheduled both days of the event. In addition to<br />

racing, fans can expect various snowmobile-related vendors, sled demonstrations, prize drawings and more. Friday evening will<br />

also be complemented by autograph sessions with many of the professional riders and a return of the aerial freestyle acrobatics of<br />

The Monster Energy Slednecks Invasion Tour. A fireworks show will close out the event on Saturday night.<br />

Mens professional riders expected to appear include Tucker Hibbert, a four-time Winter X Games gold medalist; including the past<br />

three years (2007-2009). Winning his first gold medal at the age of 15, Hibbert currently holds the record for the youngest gold<br />

medalist in Winter X Games history and has enjoyed tremendous success on the ACSS circuit. Hibbert, who didn’t compete in the<br />

Eastern Nationals last year at Finger Lakes is expected to be joined by defending AMSOIL Pro Stock champion and five-time<br />

Winter X Games medalist, Levi Lavallee. Also expected to compete are TJ Gulla, Robbie Malinowski, and Ross Martin.<br />
