2006-2008 tonnage associated with design drafts over 40 feet, compared to 15 percent for<br />
1999-2001. For the 1999-2008 period, the use of vessels with design drafts less or equal to 40<br />
feet ranged from 2 percent in 2008 to 27 percent in 1990, with a mean of 12 percent and<br />
median of less than 10 percent. The data in Tables 3A and 3B show more efficient utilization<br />
patterns within the constraints of the existing channel depth and given uncertainties associated<br />
with spot market sales, variability in refinery input needs, congestion, and dock and pilot<br />
availability.<br />
